The Chau Doc - Can Tho - Soc Trang expressway construction investment project phase 1, component project 2 through Can Tho city is invested by the City Construction Investment Project Management Board. The project has a total investment of more than 9,725 billion VND, with a total length of about 37.42km. The starting point is at Km57+200 in Thanh Quoi commune, Vinh Thanh district (connecting with component project 1); the end point is at Km94+615 in Truong Xuan B commune, Thoi Lai district (connecting with component project 3). There are 30 bridge works on the route, including 25 bridges on the expressway, 1 Lo Te - Rach Soi intersection bridge over the expressway and 4 approach bridges on the Lo Te - Rach Soi expressway intersection; 49 culverts including 4 round culverts and 45 box culverts.
According to the Can Tho City Construction Investment Project Management Board, there are about 1,054 cases affected by the project. Of which, Vinh Thanh district has 283 cases; Co Do district has 406 cases; Thoi Lai district has 365 cases. The total resettlement demand is about 182 resettlement sites, including 99 concentrated sites and 83 scattered cases. As of the end of March 2025, compensation, support and resettlement have been approved for 1,053 cases with a value of more than VND 1,014 billion; compensation has been paid to 1,031 cases with a value of nearly VND 995 billion. The number of households that have handed over the site is 1,054, reaching a rate of 100%. Completed relocation technical infrastructure items: medium and low voltage power lines; water supply and drainage pipes; telecommunication lines, etc.
Mr. Dang Hoang Vinh, Director of the Expressway Management Board under the Can Tho City Construction Investment Project Management Board, said: The project has 4 main construction packages and 1 traffic safety system construction package. As of April 1, 2025, the construction volume has reached more than 26% of the value. There are a total of 30 bridges on the route, with a length of more than 7km; 28 bridges have been constructed, the remaining 2 bridges (Kenh My Bridge, Kenh Ngan Hai Bridge) are small single-span bridges, according to the construction plan to be implemented in 2025.
Regarding the road, the main route is 30.02km long; the service road and the service road are 38.96km long. By the end of March 2025, the excavation of the main route has been basically completed; the service road and the service road are 36.96km long. Sand filling construction, the total length of the main route with K95 sand layer (to the layer of waterproofing wicks) is 10.54km. The total length of waterproofing wicks is about 9.65km; of which, the main route is 4.2km long, the overpass area at Lo Te - Rach Soi intersection is 5.45km long). Construction of the service road and the service road with K95 sand layer is 24.9km. Laying of the main route is 11.5km; the service road and the service road are 24.9km. Construction of crushed stone on the service road is about 5.51km.
Speed up progress
Currently, the project is behind schedule. According to the Can Tho City Construction Investment Project Management Board, the project is facing difficulties in the source of sand for filling. The demand for sand for filling for the project is about 7 million cubic meters of loose sand. The project was assigned a sand mine in An Giang province, which started exploitation in April 2024, and has brought about 1.2 million cubic meters to the construction site. In August 2024, An Giang province transferred sand from the mine to serve the Can Tho - Ca Mau expressway with a volume of 700,000m3 .
According to the agreement between the two localities, the transfer of sand to the Can Tho - Ca Mau expressway project will be completed by March 31, 2025. The 700,000m3 of sand to be returned is expected to be provided from two mines in the province. Currently, the investor is carrying out procedures to receive the return according to the instructions of the Department of Agriculture and Environment of An Giang province.
Regarding the sand resources in Tien Giang province, the province has licensed 3 mines with a total reserve of about 2.329 million cubic meters, but the price at the mine has not been announced yet... Regarding site clearance, the high-voltage power line is still stuck at 4 locations in 3 districts, affecting the progress of handing over the construction site for the road packages...
The Chau Doc - Can Tho - Soc Trang Expressway Construction Project Phase 1 is a national key project. This is the first horizontal expressway in the Mekong Delta, connecting the region with the national expressway system. When completed, the project will contribute to removing bottlenecks in the Mekong Delta's transport infrastructure, which is of great significance to the region in terms of socio-economic development, production and business, social security, and national security and defense. Recently, the Prime Minister requested localities to regain the delayed progress and accelerate the progress, completing the project by June 2026; at the same time, ensuring quality, because the sooner it is completed, the higher the efficiency.
With the above spirit, Can Tho City is urgently removing difficulties and speeding up the project progress as required. Mr. Dang Hoang Vinh said: To speed up the project construction progress, the Board regularly inspects, urges, and closely monitors the construction progress to promptly correct and remove difficulties and obstacles during the implementation process. At the same time, it is recommended that the People's Committees of Vinh Thanh, Co Do and Thoi Lai districts propagate and mobilize the remaining 22 households to receive compensation early in the second quarter of 2025, to complete the procedural documents. At the same time, the districts coordinate with related units to relocate technical infrastructure, to be completed in the second quarter of 2025...
At the recent inspection of the Chau Doc - Can Tho - Soc Trang expressway project phase 1, component project 2 through the city, Mr. Do Thanh Binh, Secretary of the Can Tho City Party Committee, requested the investor to connect with some localities such as An Giang and Tien Giang to solve the source of sand for filling, ensuring the source of materials for the project construction. The Chau Doc - Can Tho - Soc Trang expressway construction investment project phase 1 has a total length of 188.2km passing through 4 provinces and cities: An Giang, Can Tho, Hau Giang and Soc Trang. The project is invested in a 4-lane phase scale, with a design speed of 100 km/h. The preliminary total investment is 44,691 billion VND from the central and local budgets. The project is divided into 4 component projects managed by 4 localities where the project passes through and started construction in June 2023.
