To promote the development of the business community, Dak Lak province has implemented a comprehensive set of solutions in recent years. These include focusing on improving the business environment, regularly reviewing and resolving difficulties and obstacles for businesses and investors in production, business operations, and project implementation. Simultaneously, provincial departments and agencies have accelerated administrative reform, shortening processing times for applications, especially business registration. Furthermore, 100% of businesses are supported in submitting applications electronically to save time and costs when entering the market.
Regarding tax and land policies, the provincial authorities have actively disseminated information and provided guidance to businesses to ensure they understand the new regulations, promptly resolving difficulties, supporting them with reduced land lease fees, and creating additional resources for businesses. Furthermore, land use plans and schemes are publicly and transparently available to facilitate business access.

In addition to the above solutions, the province has also focused on training and improving the quality of its human resources. Many training programs on business management, human resource management, and entrepreneurship have been organized to meet the demands of the Fourth Industrial Revolution. Furthermore, to enhance competitiveness, the province has supported businesses in building brands, connecting product consumption, developing e-commerce, and logistics services. The province also encourages small and medium-sized enterprises (SMEs) to participate in linkages, expand markets, and integrate internationally.
According to Pham Dong Thanh, Vice Chairman of the Dak Lak Provincial Business Association, to support businesses in the area, the association has implemented activities to assist businesses by compiling opinions and suggestions from businesses to advise and propose to the province. At the same time, it has intensified legal support activities for businesses, helping them resolve legal issues arising during their production and business operations. In addition, association representatives also attend conferences and meetings with provincial leaders and departments, listening to, exchanging ideas with, and answering questions and addressing proposals from businesses.

Thanks to the synchronized implementation of various solutions, business development in the first months of 2025 has achieved positive results. Evidence shows that from the beginning of the year until now, 2,250 new businesses have been established in the province (61% of the plan, a 57% increase compared to the same period in 2024), with a total registered capital of VND 26,630 billion (101% of the plan). In addition, 530 businesses that had temporarily ceased operations have resumed business activities (a 71% increase compared to the same period in 2024). These figures demonstrate the clear effectiveness of the efforts of all levels and sectors in supporting and assisting businesses.
Although the number of newly registered businesses has been quite high recently, the number of businesses ceasing operations or dissolving is also significant. The target has been set, but a long and challenging road lies ahead. According to the plan, the province aims for 3,688 new businesses to be established in 2025. Therefore, to achieve this goal, nearly 1,438 more businesses need to be established between now and the end of the year. This is a huge challenge because, in the past, the rate of businesses withdrawing from the market has often been quite high, sometimes even close to the number of newly established businesses.
The reasons for this situation are the fluctuations in the global economy and the inconsistencies and overlaps in institutions and policies. Meanwhile, private enterprises, especially small and medium-sized enterprises (SMEs), still face difficulties in accessing capital and lack collateral. Their ability to invest in technology and research and development remains limited. Human resources, particularly senior management, do not yet meet the requirements of integration. Furthermore, the current competitive mechanism is not truly equitable, and many private enterprises still face disadvantages in accessing resources. According to Deputy Director of the Department of Finance Nguyen Hoang Phuc, to overcome challenges and strive to achieve targets for business development, the province will continue to strongly reform administrative procedures and apply digital transformation to shorten time and reduce costs for businesses, especially in the areas of land, investment, taxation, customs, and insurance. The province also aims to provide public services to businesses without being limited by administrative boundaries. Along with that, it will focus on improving the investment environment, developing infrastructure for industrial parks and clusters, transportation, and logistics. Simultaneously, it will form a startup ecosystem, support small and medium-sized enterprises (SMEs), create more favorable conditions for accessing preferential credit, tax and fee support packages, and ensure transparency in planning and land use.
Hopefully, along with solutions from the government and strategies from businesses themselves, such as developing well-structured business plans, investing in marketing, training human resources, and promoting digital transformation, the most favorable conditions will be created for businesses to develop sustainably. This will then create strong momentum for the establishment of new businesses, contributing to the achievement of the province's socio-economic development goals.
