Time frame plan for the 2025-2026 school year

On August 11, the Ministry of Education and Training issued Decision No. 2269/QD-BGD&DT promulgating the 2025-2026 school year time plan framework for preschool education, general education and continuing education.

In particular, the Ministry of Education and Training requires that students return to school at least 1 week before the opening day. For grades 1, 9, and 12, they must return to school at least 2 weeks before the opening day. This adjustment helps grades 1, 9, and 12 prepare for the transition exam or graduation exam, and take time to consolidate knowledge and form a learning routine before entering the new school year.

Start of school on September 5, 2025. End of semester I before January 18, 2026. Complete the program and end the school year before May 31, 2026.

Consider recognition of completion of primary school program and consider recognition of secondary school graduation before June 30, 2026. Complete enrollment of first grade classes before July 31, 2026.

The 2026 high school graduation exam is scheduled to take place on June 11 and 12, 2026. Other national exams are organized according to the regulations and instructions of the Ministry of Education and Training.

According to the Planning Framework, the school year of localities must ensure 35 weeks of actual study (semester I has 18 weeks, semester II has 17 weeks). The school year schedule must be suitable to the characteristics and practical conditions of the locality.

The decision also requires that holidays and Tet holidays be implemented according to the provisions of the Labor Code and annual guidance documents.

Teachers' annual leave is taken during the summer vacation or can be arranged alternately at other times of the year to suit the specific characteristics and school year schedule of the locality.

The Ministry of Education and Training recommends that the school year schedule must ensure consistency for all levels of education in a residential area, especially in general schools with many levels of education.

According to the Planning Framework, the Chairman of the Provincial People's Committee decides on the school year schedule for preschool education , general education and continuing education in accordance with local realities.

Early school start time and extension of the school year shall not exceed 2 weeks compared to the framework regulations of the Ministry of Education and Training in case of being affected by natural disasters or epidemics; in special cases, report to the Ministry of Education and Training before implementation.

The Director of the Department of Education and Training decides to let students stay home from school in case of extreme weather or natural disasters and arrange make-up classes; ensure teachers' time off during the school year.

Note on organizing the Opening Ceremony of the 2025-2026 school year

Last week, the Ministry of Education and Training sent a request to the provincial People's Committees and universities and vocational training institutions to coordinate in directing and organizing the opening ceremony of the 2025-2026 school year in conjunction with the 80th anniversary of the establishment of the Ministry of National Education.

Accordingly, the Ministry of Education and Training will organize the 80th Anniversary of the founding of the Ministry of National Education (now the Ministry of Education and Training) and the Opening Ceremony of the 2025-2026 school year on the morning of September 5, 2025 (from 8:00 to 9:30) at the National Convention Center ( Hanoi City), broadcast live on VTV1 channel of Vietnam Television and connected online to educational and training institutions nationwide.

The Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to direct the Department of Education and Training to preside over and coordinate with relevant departments, branches and agencies to direct educational and training institutions in the area to organize the Opening Ceremony of the 2025-2026 school year at the same time as the Ceremony to celebrate the 80th anniversary of the founding of the Ministry of National Education (now the Ministry of Education and Training) and the Opening Ceremony of the 2025-2026 school year at the National Convention Center. This is also the requirement of the Ministry of Education and Training for higher education institutions and vocational training institutions.

Arrange and prepare adequate transmission lines and equipment for online connection or via VTV1 television channel at all educational and training facilities in the area; coordinate with local telecommunications and television units to ensure stable signals, good image and sound quality (the Ministry of Education and Training will issue a written notice on online connection lines).

The school's planned activities (if any) are organized concisely and end before 8:00 a.m. From 8:00 a.m. to 9:30 a.m., all delegates, teachers, and students fully participate in the program organized by the Ministry of Education and Training (including performing the flag-raising ceremony, singing the National Anthem at the same time as the flag-raising ceremony at the National Convention Center; listening to the speech of General Secretary To Lam, etc.).

The Ministry of Education and Training requests that the People's Committees of provinces/cities, universities and vocational training institutions have appropriate response plans to weather conditions; ensure traffic safety, security and order, and fire prevention during the ceremony.

Along with that, it is necessary to strengthen communication about the 80th anniversary of the establishment of the Ministry of National Education (now the Ministry of Education and Training) and the opening of the 2025-2026 school year on local mass media; encourage educational and training institutions to proactively implement appropriate forms of communication, creating a widespread effect throughout the industry.

Ministry of Education and Training seeks comments on revised curriculum for some subjects

Last week, the Ministry of Education and Training announced a draft Circular amending and supplementing the General Education Program. The draft Circular focuses on a number of contents, specifically:

For the Civic Education program: amend and supplement the 10th grade program on the topics "Political system of the Socialist Republic of Vietnam" and "Constitution of the Socialist Republic of Vietnam".

For History: revise and supplement the Selective Study Topic in Grade 10 - the topic of Vietnamese State and Law in History.

For the Geography subject in History and Geography: revise and supplement the curriculum in grades 4, 5, 8, 9 and Geography in grade 12, the main revisions are on socio-economic regions such as: regional boundaries; names and number of provinces and cities, area size, population of the region; economic development resources and the development and distribution of economic sectors in socio-economic regions; administrative maps; population maps, maps of sectors and economic regions in Vietnam.

For the History sub-subject in History and Geography: revise and supplement the program in grade 7: the issue of historical divergence in feudal China; in grade 9: the division of stages in the renovation process in Vietnam from 1986 to present.

In the 2025-2026 school year, general education institutions nationwide will use the selected textbooks for teaching. The Ministry of Education and Training will organize training and instruct teachers on the revised curriculum; direct the review and revision of textbooks for a number of classes in the above subjects to comply with the revised curriculum and will implement the revised textbooks from the 2026-2027 school year.

Ministry of Education and Training guides to solve some difficulties in the education sector when implementing two-level local government

Document No. 4798/BGD&DT-NGCBQLGD sent to the provincial People's Committee on resolving some difficulties and problems of localities in the field of education and training when implementing two-level local government of the Ministry of Education and Training is the content of interest last week.

According to this document, while waiting for the Government to issue a Decree replacing Decree No. 62/2020/ND-CP on job positions and civil servant payrolls, the Ministry of Education and Training requests that the Provincial People's Committees, within the scope and authority assigned, proactively direct and guide localities, depending on actual conditions, to consider and implement one or several solutions to remove difficulties and obstacles.

In particular, the Provincial People's Committee shall consider and reasonably allocate the number and quality of civil servants at the provincial and communal levels; direct the Commune People's Committee to review the commune-level civil servants currently working at the Department of Culture and Social Affairs to ensure the right people are assigned to meet the standards according to the instructions in Official Dispatch No. 11/CV-BCĐ dated June 4, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model of the Government guiding the standards for new commune-level civil servant titles.

There are appropriate solutions to mobilize civil servants who have previously worked at the Department of Education and Training or to receive and second educational managers and teachers at all levels with appropriate expertise and experience to arrange them into positions in charge of education and training at the commune level if they meet the prescribed conditions.

Consider and establish under the authority of the Commune-level Education Advisory Council; groups/teams of key educational institution managers to advise and support the implementation of educational and training activities at the commune level. Participants are educational managers, teachers who are working or retired; ensure that there are no problems arising in the unit or administrative organization.

The Ministry of Education and Training also requested the Provincial People's Committee to consider and assign the Department of Education and Training to preside over and coordinate with relevant departments and branches to proactively grasp difficulties and problems in the field of education and training when implementing two-level government, promptly have solutions to remove them or report to competent authorities to remove them; organize training and fostering for the team of commune-level civil servants in charge of education and training to ensure that there are no gaps in management content, no overlap in management content, and clear management content and management methods.

Innovate educational management methods from administrative management to creation and promotion (from command and control model to goal setting, empowerment, development support model; shift from pre-control to post-control appropriately, etc.); promote digital transformation and equip commune-level civil servants with information technology skills, apply artificial intelligence in solving work.

In the document, the Ministry of Education and Training also requested the Provincial People's Committee and the Chairman of the Provincial People's Committee to consider and decide on decentralization, authorization, and assignment of the Department of Education and Training to preside over the recruitment, reception, mobilization, secondment, and transfer of teachers and staff in educational institutions in the province.

For other tasks in the field of education and training, it is recommended that the Provincial People's Committee consider and assign the Department of Education and Training to take the lead in advising the Provincial People's Committee and the Chairman of the Provincial People's Committee to specify the decentralization and delegation of authority in accordance with the actual conditions of the locality, ensuring that the Department of Education and Training promotes its role as a specialized agency in the field of education, advising and assisting the Provincial People's Committee in performing the function of state management of education in the locality.

To ensure the arrangement of sufficient number of teachers, staff and workers in public educational institutions for the 2025-2026 school year, the Ministry of Education and Training requests that the Provincial People's Committees pay attention to maintaining stability and ensuring the team of teachers, staff and workers in educational institutions to prepare for the 2025-2026 school year.

Regarding the adjustment/change of the decision to appoint managers of educational institutions due to adjustments in administrative boundaries and changes in the management agency of the educational institution, it is recommended to apply the regulations on appointment in other cases as guided in Clause 26, Article 1 of Decree No. 85/2023/ND-CP amending and supplementing a number of articles of Decree No. 115/2020/ND-CP of the Government on recruitment, use and management of civil servants.

Regarding the implementation of zoning to calculate teacher quotas according to the provisions of Clause 1, Article 3 of Circular No. 20/2023/TT-BGD&DT after implementing the arrangement of commune-level administrative units, the Ministry of Education and Training notes: educational institutions in communes and wards after the merger continue to apply the method of calculating teacher quotas by region as before the arrangement until there are new instructions.

Regarding the implementation of the student/class quota in primary and secondary schools in special cases where the number of students/class must be arranged lower or higher than the average level by region as prescribed in Clause 2, Article 3 of Circular No. 20, the Provincial People's Committee shall decide on the number of students/class quota appropriate to reality (Clause 4, Article 3 of Circular No. 20).

On the morning of August 13, the National Assembly Standing Committee gave opinions on three laws in the field of education, namely: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).
