NTO - Ninh Thuan - Journey of creativity, innovation and development

Over the 49 years of liberation (April 16, 1975 - April 16, 2024) and 32 years of re-establishment of the province (April 1, 1992 - April 1, 2024), inheriting and promoting the glorious revolutionary tradition of the heroic Ninh Thuan province, in recent years, with the attention, leadership, direction, support and assistance of the central government; with the efforts of the Party Committee, the entire political system and the people of all ethnic groups in the province, Ninh Thuan has achieved great and important achievements; leaving a strong mark of the Party Committee, the government and the people of Ninh Thuan province in the same development and innovation flow of the homeland and the country; gradually affirming the maturity of the Party Committee, the government, the political system, enhancing the value of the people and the land of Ninh Thuan always has a strong determination and aspiration to rise up.

Economic growth

Looking back at the early days of the re-establishment of the province, in the context of the country just emerging from the socio-economic crisis and underdevelopment, in addition to the great spiritual motivation and determination, the Party Committee and people of the province faced many difficulties and challenges of a newly re-established province: Low starting point, slow development; backward economic structure; weak infrastructure system; low per capita income and budget revenue. Faced with practical issues, inheriting and promoting revolutionary traditions, right from the early days of the re-establishment of the province, the Provincial Party Committee demonstrated high political determination, identifying the task of economic development as the focus, Party building as the key; the requirement was to quickly build a strong leadership, management and operation apparatus, capable of making major decisions to promote rapid and sustainable socio-economic development.

Through the Provincial Party Congresses - from the 8th Congress to the 14th Congress, the Provincial Party Executive Committee has always grasped and creatively applied the Party's guidelines and policies and the State's laws to the specific conditions of the province; proposed correct policies and guidelines with the spirit of daring to think, daring to do, daring to break through, taking the lead, paving the way for development; and with the efforts of the entire political system, the business community and the people of all ethnic groups in the province, they have united and creatively brought Ninh Thuan up, achieving the position it has today. Thanks to that, in all areas from economy, culture - society, national defense, security, foreign affairs, Party building and the political system have been implemented synchronously and drastically, achieving encouraging results, bringing new vitality to Ninh Thuan homeland.

In the first 3 years of implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, the average GRDP growth rate in the period 2021-2023 reached 9.28%/year, higher than the average growth rate of the whole country and the South Central Coast region. In particular, the GRDP growth rate in 2023 increased by 9.40%, ranking 9th out of 63 provinces and cities nationwide and ranking 2nd out of 14 provinces in the North Central and Central Coast regions; GRDP per capita reached 87.7 million VND.

The economic structure has shifted towards increasing the proportion of industry and services, in which agriculture, forestry and fishery account for 27.8%, industry - construction accounts for 39.6%, services account for 32.6%. The province's agricultural sector has developed stably and quite comprehensively, supporting the economy when facing difficulties, especially during the COVID-19 outbreak. The total production value of the sector reached 13,576.5 billion VND, the average growth rate reached 5.12%/year, the added value reached 5.3%/year, exceeding the set target (3-4%/year). The policy of restructuring the agricultural sector associated with the application of science and technology has been actively implemented, with strong development steps.

Marine economic development is focused on; the potential and advantages of marine economic sectors are deeply identified and exploited and promoted effectively. The average growth rate of marine economy reaches 12.45%/year, contributing 41.85% to the province's GRDP in 2023. The policy of restructuring the seafood exploitation industry towards developing offshore fishing associated with protecting sea and island sovereignty is focused on; exploitation capacity is increased, currently the whole province has 834 vessels exploiting the "offshore sea" area, the annual output reaches over 120,000 tons, exceeding the set target. The policy of building Ninh Thuan province into a center for producing high-quality shrimp seeds achieves the set target; production capacity increases rapidly, supplying about 30% of the country's demand; the average annual output reaches 40 billion shrimp.

The policy of building Ninh Thuan province into a center of energy and renewable energy of the whole country has achieved positive results; continuing to affirm itself as a driving force for the province's economic growth. By the end of 2023, 58 energy projects will be completed and put into operation with a total capacity of 3,870.2 MW, with an estimated electricity output of over 7.6 billion kWh, accounting for over 16.5% of the total capacity of renewable energy sources of the whole country. The transmission infrastructure system is invested synchronously to reduce the capacity load for renewable energy projects.

The tourism industry has developed rapidly and gradually become a spearhead economic sector of the province. Key projects and tourism infrastructure have received investment attention; service quality has been gradually improved. The number of tourists to the province has increased rapidly, in 2023 it increased 2.3 times compared to 2020; revenue is 2.6 times higher than in 2020, accounting for 10% of the province's GRDP. From a "white spot" in tourism, the province's tourism has gradually become a spearhead economic sector: Nui Chua National Park has been recognized by UNESCO as a World Biosphere Reserve; "Cham pottery art" has been listed by UNESCO as an intangible cultural heritage in need of urgent protection; Ninh Chu has been approved by the Prime Minister for the planning of a national tourist area until 2045. This will be a national tourist area, playing an important role in promoting the socio-economic development of the province in the following years.

When it was re-established, the province had only 1 town, 3 districts, and 52 commune-level administrative units; up to now, Ninh Thuan has 7 districts and cities, of which Phan Rang - Thap Cham City has been recognized as a type II urban area; there are 65 communes, wards, and towns, of which 32/47 communes meet new rural standards; 14 communes are advanced new rural areas; 3 districts and cities have completed new rural criteria, and the rural appearance has improved a lot. From a province with poor infrastructure, Ninh Thuan now has seaports, railways, highways, roads, and irrigation systems to meet development requirements; recently, the Government has added the Thanh Son Airport planning to the Master Plan for the development of the national airport and seaport system; industrial parks and clusters have been and are promoting efficiency, attracting many investment projects. The investment attraction environment is increasingly open and attractive, arousing and promoting all social resources for investment and development; dynamic economic zones are increasingly clearly formed, gradually forming the southern coastal economic zone.

Along with economic achievements, the policy of caring for human development has always received special attention from the province with the view that "people are both the subject and the target of development". The material and spiritual life of the people is constantly improving, the average income per capita is at the national average level; culture, education, and health care are given attention to investment resources; the culture of ethnic groups is preserved and promoted. Policies for people with meritorious services and social security policies are increasingly being improved and well implemented, especially for ethnic minority areas, remote areas, for the disadvantaged, those severely affected by the epidemic... Up to now, over 99.5% of households with meritorious services have an average living standard. Effectively implementing the National Target Program on Sustainable Poverty Reduction; the poverty rate according to the multidimensional poverty standard in 2021 decreased from 7.82% to 4.43%. People's lives are constantly improving; GRDP per capita has grown quite well, reaching 87.7 million VND/person in 2023, 1.5 times higher than in 2020, higher than the GRDP per capita of the North Central and Central Coast regions, ranking 3rd out of 14 provinces and equal to 86.1% of the national average (101.9 million VND/person); constantly strengthening people's trust in the Party Committee and the government; political security, order and social safety are maintained.

Clean and strong political system

The work of building the Party and the political system has been regularly focused on and achieved comprehensive results. The work of political ideology, propaganda and mobilization has always been strongly innovated, creating a high level of unity in will and action. Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. Directing the mid-term review of the Party Congresses at all levels in the province. The awareness of cadres, Party members and the masses about the will to be self-reliant and self-reliant and the aspiration to develop a prosperous and happy country has been raised. The role and responsibility of setting an example of the Party Committees, leaders, key leaders and Party members have been promoted, clearly demonstrated in the implementation of local political tasks. Building and rectifying the Party, preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party have been seriously implemented. The provincial Party Committee has continuously developed and grown. By the end of 2023, the whole province had 11 affiliated Party Committees (an increase of 3 Party Committees); the number of grassroots Party organizations increased more than 2 times, from 210 to 445, and the number of Party members increased 7 times, from 2,965 to nearly 22,000; demonstrating maturity and rapid growth in quantity. The political system apparatus from the province to the grassroots level has been streamlined and operates effectively and efficiently. The strength of national solidarity has been consolidated, democracy has been promoted, and the people's mastery has been ensured. In particular, the work of preventing and combating corruption and negativity has been carried out seriously and effectively: stepping up inspection, examination, and supervision of sensitive areas that are prone to negativity; Improve the effectiveness of supervision by the Vietnam Fatherland Front and socio-political organizations... Strengthen inspection and review of socio-economic inspections, strictly implement the conclusions of the Central Inspection Committee, recommendations of the State Audit, conclusions of the Government Inspectorate, ministries and branches. Inspect when there are signs of violations by collectives and individuals; supervise the leadership and organization of implementation of Party regulations and State laws in preventing, detecting and handling cadres, civil servants, public employees, workers and leaders when corruption and negativity occur. Mass mobilization work, activities of the Vietnam Fatherland Front and mass organizations have many innovations, creating a wide spread. Party committees and authorities at all levels lead and direct mass mobilization work in conjunction with the implementation of political tasks in the locality; well implement the regulations on democracy at the grassroots level, reform administrative procedures; strengthen the work of receiving people and direct dialogue with people; direct agencies, units and localities to focus on resolving the urgent concerns and legitimate aspirations of the people.

Religious and ethnic affairs continue to receive attention. Emulation movements and mass gatherings are innovated in content and methods of operation; oriented towards the grassroots, paying attention to aspirations, protecting the legitimate and legal rights and interests of the people; effectively implementing patriotic emulation campaigns and movements, contributing to the implementation of socio-economic development tasks, maintaining political security, social order and safety; the strength of great national unity is consolidated and enhanced.

National defense and security are maintained; political security, order and social safety in the province are ensured. Organizing defense zone drills at provincial and district levels has achieved good results. Judicial reform has been focused on, and propaganda of the Party's guidelines and policies and the State's laws has been enhanced. The quality of litigation activities has been improved; coordination in resolving judicial tasks has become increasingly close and effective.

Foreign affairs, integration and international relations activities continue to be deployed and expanded in many areas, in a focused, key and effective manner. Foreign affairs activities ensure the unified leadership of the Party and the management of the State; the management of outgoing and incoming delegations is strictly ensured, safe and in accordance with regulations.

It can be seen that the achievements that the province has achieved in recent years are of great significance, the result of the process of striving, overcoming all difficulties and challenges with the spirit of solidarity and creative labor of the Party Committee and people in the province, demonstrating the aspiration to rise up on each stage of development, contributing to promoting the rapid and sustainable development of Ninh Thuan province.

Accelerate to the finish line

The Resolution of the 14th Provincial Party Congress, term 2020-2025, has determined to focus on a number of breakthrough areas to create an open mechanism, paving the way for development on the next stage; focusing on the fields of: Clean energy, high-class tourism, specialized agriculture applying high technology associated with processing industry, urban economy; striving to achieve the main economic targets by 2025: Gross regional domestic product (GRDP) growth rate of 10-11%/year; marine economy accounts for about 41-42% of the province's GRDP; GRDP per capita reaches 113-115 million VND/person; economic structure: agriculture, forestry and fishery accounts for 18-19%, industry - construction accounts for 42-43%, services account for 39-40%; Total social investment capital in the 2021-2025 period will reach 100-105 trillion VND; local budget revenue by 2025 will reach 6,400-6,500 billion VND, balancing regular expenditures of the provincial budget...

2024 is determined to be the year of "acceleration", which is very important for the implementation of the goals and tasks of the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress, and the 5-year Socio-Economic Development Plan 2021-2025. In order to successfully complete the goals and tasks set forth by the resolutions of the Party Congresses at all levels, the 14th Provincial Party Congress, term 2020-2025, Party committees, authorities at all levels, the business community and the people of the province need to join hands, be unanimous, creative, dare to think, dare to do, dare to take responsibility, create a breakthrough to accelerate from now until the end of the term, creating a premise for the following years; in which it is necessary to focus on implementing the following key solutions:

Regarding Party building, continue to promote the building and rectification of a clean and strong Party and political system, improve the leadership capacity and fighting strength of Party committees and organizations at all levels, and ensure the comprehensive leadership of the Party in all areas. Do a good job of political and ideological work; arouse the "will to be self-reliant, self-reliant and the aspiration to develop a prosperous and happy country" of each cadre, Party member and people of the province. Promote the study and following of Ho Chi Minh's ideology, morality and lifestyle, in conjunction with the implementation of Conclusion No. 21-KL/TW on promoting the building and rectification of the Party and the political system. Focus on building a contingent of cadres at all levels to meet the requirements and tasks in the new situation; promote the role and responsibility of setting an example for cadres and Party members; tighten discipline and order in conjunction with the effective implementation of the incentive and protection mechanism for dynamism and creativity for the common good. Focus on improving the quality and efficiency of government operations at all levels. Strengthen inspection, examination and supervision, and strictly handle violations. Continue to innovate the Party's leadership method for the activities of the political system; promote democracy, creativity and dedication of each cadre, party member and people in implementing the Party's policies and the State's laws, bringing the Party's resolutions into life with the spirit of daring to think, daring to do, daring to take responsibility. Maintain discipline, order, solidarity, adaptability, join hands and hearts for the development of Ninh Thuan homeland.

Arrange and consolidate the streamlined organizational apparatus, review administrative units at district and commune levels in conjunction with improving the effectiveness and efficiency of the political system. Focus on building a team of cadres at all levels with sufficient qualities, capacity and prestige, equal to the task. Carry out well the work of protecting internal politics. Promote the role of the Fatherland Front and mass organizations in propaganda and mobilization, creating high consensus among the people in implementing major programs and policies of the province; respond to patriotic emulation movements; build and promote the strength of the great solidarity bloc, participate in Party and government building, considering this a decisive factor in successfully implementing the political tasks of the province.

In terms of economy, focus on reviewing difficult targets and tasks, correctly assessing the causes, from there developing plans, identifying specific solutions, focusing on directing implementation to strive to complete the goals and targets set for each industry and field.

Continue to promote economic restructuring, innovate the growth model in depth, apply science and technology, promote innovation, digital transformation, develop digital economy, green economy, circular economy, night-time economy according to a suitable roadmap, and enhance the competitiveness of the economy.

Focus on developing key, breakthrough and dynamic sectors and fields: Marine economy, urban economy, high-tech agricultural production, renewable energy, processing industry, high-quality tourism. Develop Ninh Thuan province to become the energy and renewable energy center of the country. Speed up the progress of key projects, such as: Ca Na general seaport, Ca Na LNG power complex project, traffic route connecting the North-South expressway with National Highway 1 and Ca Na general port, road connecting Tan Son town to Ta Nang intersection, Bac Ai pumped-storage hydropower plant, level II and level III pipelines of the Cai - Tan My River irrigation system, Thanh Son dual-use airport; attract investment in offshore wind power projects, pumped-storage hydropower, green technology and post-salt chemical complexes, hydrogen production plants, etc. Effectively implement the policy of developing tourism into a spearhead economic sector of the province. By 2030, the economic scale will increase 3.65 times compared to 2020, becoming a province with a dynamic and diverse economy, with an average income in the upper middle group of the country.

Effectively implement the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, paying special attention to the position and role of Ninh Thuan province as a driving force and growth pole in regional linkages and neighboring provinces. Focus on mobilizing and effectively using resources, taking advantage of central support, especially specific mechanisms and policies to support the province. At the same time, promote the will of self-reliance and self-reliance, implement the plan for socio-economic recovery and development with an appropriate, strict, effective and feasible roadmap.

In terms of culture and society, effectively carry out the tasks of developing culture and society, protecting the environment, ensuring rapid and sustainable development. Continue to fundamentally and comprehensively innovate education and training associated with digital transformation; improve the quality of vocational training associated with the needs of businesses and the labor market to solve employment. Promote innovation, invest in research, and strongly apply the achievements of the fourth industrial revolution. Continue to promote the construction and development of Ninh Thuan culture and people to meet the requirements of rapid and sustainable development, so that culture truly becomes a solid spiritual foundation of society, a driving force and breakthrough in socio-economic development.

Continue to fully and promptly implement social policies and policies for people with meritorious services; effectively implement the sustainable poverty reduction program, and develop the socio-economic development of ethnic minority and mountainous areas.
