NTO - Thirteen resolutions related to the economy have been passed.

On May 30th, the 11th Provincial People's Council, term 2021-2026, held its 18th session. Comrades Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; and Tran Minh Luc, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, presided over the session.

Attending the session were Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Delegation of National Assembly Deputies; Le Van Binh, Standing Committee Member of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province; other Standing Committee Members of the Provincial Party Committee; Deputy Chairmen of the Provincial People's Committee: Nguyen Long Bien and Le Huyen; and leaders of departments, agencies, and localities in the province.

At the session, following the opening speech by the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, the leaders of the Department of Planning and Investment, the Department of Education and Training, the Department of Information and Communications, the Department of Internal Affairs, the Provincial Police, and the Department of Finance presented summaries of 11 draft resolutions submitted to the session.

Based on reports from the Economic and Budget Committee, the Culture and Social Affairs Committee, and the Legal Affairs Committee of the Provincial People's Council on the results of the review of draft resolutions, the provincial People's Council delegates discussed and unanimously approved 11 resolutions stipulating mechanisms and policies for implementing the province's socio-economic development tasks related to issues such as: administrative unit restructuring; investment project approval; budget allocation; housing policies for poor households; establishment and policies for security and order protection forces at the grassroots level...

At the session, the provincial People's Council delegates also unanimously approved resolutions on personnel matters: Dismissing and electing additional members of the Provincial People's Committee.

In his closing remarks at the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious, expeditious, and responsible working spirit of the delegates, which helped the session complete its agenda and content. The resolutions passed at the session provide a legal basis for the organization, implementation, and execution of the local political tasks in 2024 and subsequent years; contributing to creating momentum and unlocking resources to accelerate the implementation of projects and works serving socio-economic development, social welfare, ensuring security and order, and the recovery and development of the province's economy.

Therefore, the implementation process requires synchronized and rigorous deployment; and strengthened inspection and supervision. Following this session, the Provincial People's Committee is requested to focus on directing all levels, sectors, and units according to their assigned functions, tasks, and powers, coordinating closely, leveraging support from central ministries and agencies, and proactively organizing implementation to quickly bring the resolutions into practice. The Standing Committee, the Committees, the Delegation Groups, and each delegate of the Provincial People's Council should strengthen supervision to ensure the serious, lawful, and effective implementation of the Provincial People's Council's resolutions.

1. Adjusting the investment policy for the Song Than Reservoir project in Hoa Son commune, Ninh Son district.

2. The investment policy for the project on combating drought, erosion, and flooding in adaptation to climate change in Ninh Thuan province uses loan capital from the French Development Agency.

3. Supplement and adjust the medium-term public investment plan for the period 2021-2025 using local budget funds.

4. Detailed allocation of local government budget funds for the year 2024.

5. Regulations on tuition fees from the 2023-2024 school year and financial support for public preschool and primary education institutions in Ninh Thuan province in 2023.

6. Repeal Resolution No. 29/2022/NQ-HĐND dated December 9, 2022, of the Provincial People's Council stipulating the level of support for officials, civil servants, and public employees specializing in information technology in Ninh Thuan province.

7. Approval of the Ninh Thuan province's plan for reorganizing district and commune-level administrative units for the period 2023-2025.

8. Regulations on criteria for establishing and numbering security and order protection teams; support, training, and policies for those participating in security and order protection forces at the grassroots level in Ninh Thuan province.

9. Regulations on housing support policies for poor and near-poor households in Ninh Thuan province until 2025.

10. Clause 4 of Article 3 of Resolution No. 22/2023/NQ-HĐND dated July 25, 2023, of the Provincial People's Council, stipulating some contents of expenditures for organizing the implementation of compensation, support, and resettlement when the State recovers land in Ninh Thuan province, is hereby repealed.

11. Allocate and disburse additional recurrent expenditure budget for 2024 to agencies, units, and People's Committees of districts and cities to carry out their tasks.

12. Dismissal of Mr. Luu Xuan Phuong from his position as a member of the Ninh Thuan Provincial People's Committee, 11th term, 2021-2026. Reason: Transfer of duties.

13. Electing Mr. Nguyen Tuy, Commander of the Ninh Thuan Provincial Military Command, as an additional member of the Ninh Thuan Provincial People's Committee, 11th term, 2021-2026.
