According to information from the People's Committee of Dak Lua commune, from the evening of November 20 to the early morning of November 21, Dong Nai 5 Hydropower Plant discharged water to regulate the reservoir, causing the water level on the Dong Nai River section passing through the commune to rise rapidly and flooding 6/7 hamlets along the river.

Group 3, Hamlet 2 is the most heavily flooded area, with water levels ranging from 1.2-1.5m. The affected areas include: Groups 4, 6, 7 of Hamlet 1; Group 3 of Hamlet 2; Group 4 of Hamlet 3; Group 2 of Hamlet 4; Group 1 of Hamlet 5; Groups 1 and 2 of Hamlet 6.

Immediately upon receiving the flood discharge information, the Dak Lua Commune People's Committee directed the Commune Civil Defense Command to hold an urgent meeting, assign tasks, and establish two teams to deploy response and flood prevention plans in the commune. At around 3pm on November 21, the water level began to recede but slowly, only decreasing by about 10-15cm. Local authorities are concerned that the situation could become more complicated as the water level on the Dong Nai River continues to rise.

Faced with complicated developments, the People's Committee of Dak Lua commune proposed that the People's Committee of Dong Nai province and the Command of Defense Zone 2 increase support for rescue forces, and at the same time proposed to be supported with a motorboat to serve disaster prevention and control work in case the water level continues to rise.
