According to information from the People's Committee of Dak Lua commune, from the evening of November 20th to the early morning of November 21st, Dong Nai 5 Hydropower Plant carried out spillway discharge to regulate the reservoir, causing the water level on the Dong Nai River section passing through the commune to rise rapidly and flooding 6 out of 7 riverside hamlets.
Of these, group 3, hamlet 2 was the most severely flooded area, with water levels ranging from 1.2 to 1.5 meters. Affected areas include: groups 4, 6, and 7 of hamlet 1; group 3 of hamlet 2; group 4 of hamlet 3; group 2 of hamlet 4; group 1 of hamlet 5; and groups 1 and 2 of hamlet 6.
Upon receiving information about the flood, the People's Committee of Dak Lua commune directed the commune's Civil Defense Command to hold an emergency meeting, assign tasks, and establish two teams to implement flood response and prevention plans in the commune. Local forces evacuated residents, moved property and livestock to safe locations, and continuously warned and guided people not to move or stay in dangerous areas.

According to preliminary reports from the commune's People's Committee, 366 households and structures were affected, along with 357 hectares of fruit trees and crops submerged in water. Transportation infrastructure was also disrupted, with approximately 12km of local roads in hamlets 1, 2, 4, and 5 flooded, of which 7km were impassable. Currently, the commune has not recorded any casualties or landslides.

Around 3 PM on November 21st, the water level began to recede, but slowly, decreasing by only about 10-15cm. Local authorities are concerned that the situation could become more complicated as the water level on the Dong Nai River continues to rise.
Given the complex situation, the People's Committee of Dak Lua commune has requested the People's Committee of Dong Nai province and the Command of Defense Zone 2 to increase support for rescue forces, and also proposed receiving a motorboat to serve in disaster prevention and control efforts in case the water level continues to rise.
