According to the approval decision, the expressway interchange project into Huu Lung industrial park has a scale of building 7 new branches connecting the Bac Giang - Lang Son expressway, including: utilizing 2 branches, investing in extending 1 old branch to improve connectivity; investing in 1 toll station and landscape system, traffic safety, lighting. The total length of the branches in the project is about 5.5 km, the total investment is more than 193 billion VND, the initial investor is the Traffic Construction and Maintenance Management Board (now the project is transferred to the Provincial Construction Investment Project Management Board as the investor), implementation period 2022-2025.
The project was broken ground on July 13, 2022. Immediately after the project was implemented, the investor and the People's Committee of the old Huu Lung district (now Huu Lung commune) focused on clearing the project site with an area of 11.62 hectares, affecting 77 cases. By the end of 2023, the functional units had cleared 11.37/11.62 hectares with a total disbursement of more than 40 billion VND. Currently, the project has 7 cases that have not yet handed over the site with an area of 0.25 hectares.
Based on the cleared land, contractors have completed about 80% of the contracted volume. The remaining volume has not been constructed due to the non-continuous land at the 4 branches of the project.
The uncleared land area is not large but is the biggest bottleneck affecting the project's progress. Mr. Nguyen Thanh Cong, Deputy Director of Song Quang Rural Development Construction Investment Joint Stock Company, the construction unit of the project, said: Due to land issues, the unit has had to stop construction of branch lines at the project since July 2024. According to the contract, the project must be completed in December 2025, and there is not much time left to perform the contract. The company recommends that the Provincial Land Fund Development Center and Huu Lung Commune urgently complete the land clearance so that the unit can organize the construction of the remaining items of the project in August 2025.
According to the investigation, the reason why 7 households have not yet handed over the land is because they built houses on agricultural land after July 1, 2014. Therefore, when implementing the compensation price, these households were not supported with compensation for the architectural assets on the land, some households have no other place to live and have requested the Provincial People's Committee to allocate resettlement land and provide other support to stabilize their lives.
Mr. Nong Van Diep, residing in Tan Hoa village, was affected by the intersection project and has a house built on agricultural land. He shared: My family has a garden plot of more than 700 square meters. In 2019, due to lack of accommodation, my husband and I built a house on the garden plot with a housing project value of more than 500 million VND. When the state implemented the project, the family had the entire area reclaimed and the housing project alone was not compensated. Recently, the state has considered and allocated a resettlement plot of land, but the family does not have enough funds to build a house because the compensation for agricultural land of the land is less than 200 million VND. We support the implementation of the project, but also request the state to consider providing other support so that people can have conditions to stabilize their lives.
To remove the bottlenecks in the project site, Huu Lung commune has implemented many solutions such as reviewing each case to report to the province to implement other support mechanisms, speeding up the construction progress of resettlement and residential areas in Huu Lung and Tuan Son communes. Up to now, the commune has reported to the Provincial People's Committee all 7 cases with remaining problems and implemented resettlement land allocation.
Mr. Cao Van Hoa, Chairman of the People's Committee of Huu Lung Commune, said: The People's Committee of the commune has coordinated with relevant units to carefully review the origin of each land plot, construction on the land and the records of land recovery, compensation and resettlement support for these cases, which are completely in accordance with the law. Regarding the people's petitions, the commune has held a meeting with the people, clearly explaining each case so that the people know and understand the state's policy mechanism, which has been implemented properly and fully according to the regulations. In case the people still do not move and hand over the site, the commune will apply other measures to complete the project site clearance work in accordance with the direction of the Provincial People's Committee in August 2025.
The expressway interchange project into Huu Lung Industrial Park is of great significance in improving traffic infrastructure, creating a favorable investment environment, aiming at the goal of sustainable and comprehensive economic development. Although the area of uncleared land is still small, it is an important "bottleneck", only when this "bottleneck" is completely removed, the project progress will meet the requirements, helping the communes in the area have an additional connecting traffic project, helping the industrial park and cluster projects being implemented in the area to attract many secondary investors, bringing great economic values to the locality.
