Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh is the Standing Deputy Head of the Committee. The other four Deputy Heads of the Committee include: Major General Vu Van Dien - Commander of the Ho Chi Minh City Command, in charge of the standing civil defense agency; Lieutenant General Mai Hoang - Director of the Ho Chi Minh City Police, in charge of search and rescue work on rivers (not in the seaport waters) and accidents; Mr. Nguyen Toan Thang - Director of the Department of Agriculture and Environment, in charge of advising on natural disaster prevention and control; and Mr. Tang Chi Thuong - Director of the Department of Health, in charge of advising on medical work.

In addition, the Ho Chi Minh City Civil Defense Command also has 20 members including leaders of departments, branches and supporting agencies.
According to the decision, the Ho Chi Minh City Civil Defense Command is responsible for advising the Chairman of the Ho Chi Minh City People's Committee to organize, direct and operate civil defense activities in the management area; directly direct the Civil Defense Command Committees of wards, communes and special zones; under the direction of the National Civil Defense Steering Committee; and at the same time directly direct the Civil Defense Command Committees of wards, communes and special zones.
The Ho Chi Minh City Civil Defense Command advises on the development and implementation of civil defense plans and natural disaster prevention and control plans in the management area; receives and processes information from the 112 switchboard regarding incidents and disasters occurring in the city; advises and decides to abolish level 2 civil defense.
In addition, the Board also advises the Chairman of the Ho Chi Minh City People's Committee to command forces to prevent, respond to, and overcome incidents and disasters; decide on urgent measures, mobilize resources within its authority; organize the reception and allocation of support and relief resources to carry out civil defense tasks in the management area.
The Ho Chi Minh City Civil Defense Command directs the compilation of statistics on costs, damages, and support needs of agencies, localities, and units; reports to the Government to decide on civil defense measures and resources according to regulations...
