According to RIA, on the morning of May 28, at the Independence Palace, where members of the delegation had gathered, a live television broadcast of Russian President Putin's motorcade was shown on screens.
Both aerial and ground shots were presented with impressive special effects. And in the city's sky, Kazakhstan Air Force fighter jets left long trails of white, blue, and red.
Just before that, President Vladimir Putin was personally greeted at the airport by President Kassym-Jomart Tokayev of Kazakhstan.
During the meeting, Mr. Tokayev emphasized: "Kazakhstan cherishes the enduring friendship and strategic partnership with Russia. We have always regarded Russia as a great Eurasian country with a rich history and enormous potential."
The Kazakh leader called cooperation between the two countries a "sacred duty" because there was no other option.
He told President Putin directly: "You are leading the country during the most difficult phase of the comprehensive restructuring of the modern world order. With honor and dignity, you are fulfilling a mission of vital importance to the Russian people and the Russian state."
Comprehensive solution package
The work schedule was very busy. According to Putin, the negotiations "were conducted professionally and constructively, and were very effective."
Relations with Kazakhstan have reached the level of a comprehensive strategic partnership, and the two sides have prepared a large package of agreements, "ranging from energy and finance to healthcare and education ," President Putin noted.
The important political document signed in Kazakhstan was the joint declaration on the seven pillars of friendship between the peoples of Russia and Kazakhstan.
These seven pillars are: shared history and responsible understanding of that history in the spirit of friendship and good neighborliness; joint development of Eurasian integration; shared borders; economic partnerships; linguistic and cultural diversity as a shared asset; educational exchange and sports cooperation; and finally, a "shared vision for the future".
Mr. Tokayev said: "This document reflects the spirit of our relationship and acknowledges our shared commitment to deepening this relationship on a solid and lasting foundation. Eternal friendship and mutual trust are not propaganda slogans, but are the core essence."
President Putin believes that trade turnover between the two countries will soon exceed $30 billion. Furthermore, most transactions are conducted in national currencies, and import and export transactions are reliably protected from external influences and negative trends in the global market.
The formation of industry
The key cooperation project is a nuclear power plant that Russia will build in Kazakhstan. Agreements on the plant's specifications and financing through Russian state export credit have been approved. The estimated construction cost is approximately $16.4 billion.
"I want to emphasize that this is not just about building a nuclear power plant. It's about creating an entire industry, including education and workforce training," Putin clarified.
The Russian president added that bringing this 2.4GW plant into operation will significantly contribute to providing clean and affordable energy for the Kazakh economy, benefiting both businesses and households.
The project is underway with the participation of Rosatom, which won the bid in June 2025 and is leading the international consortium. In August of the same year, survey work began at a site near Lake Balkhash, close to the village of Ulken. This location is ideal due to its hydrological conditions, infrastructure, and electricity sales prospects.
Near Earth space has not been forgotten either. "The Baikonur space center has been a shining symbol of effective scientific and technical cooperation between Russia and Kazakhstan over the years."
"The implementation of the joint Baiterek project, including the recent successful launch of the new Sunkar-Soyuz-5 launch vehicle, opens up new opportunities to strengthen our countries' position in the international space services market," Tokayev concluded.
In their joint statement, the heads of state also outlined a broader framework: Russia and Kazakhstan "are convinced that there is no alternative to forming a more just world order."
Russia and Kazakhstan envision a future as a space for mutually beneficial development, where countries act as equal partners and allies.
Both countries particularly emphasized the role of the Commonwealth of Independent States (CIS) in ensuring regional security in Eurasia and the importance of developing common markets within the framework of the Eurasian Economic Union (EAEU), as well as the free movement of capital and labor.
The Eurasian Economic Union (EAEU) summit, to be held in Kazakhstan on May 29, is expected to be the venue for important decisions on strengthening integration.
