Breaking up a closed marijuana growing and distribution network, seizing more than 40 kg of dried marijuana

On the evening of May 10, information from Ho Chi Minh City Police, Tan Binh District Police in coordination with related units have just discovered a large-scale inter-provincial marijuana growing and consumption ring.

The investigation agency prosecuted and temporarily detained Tran Nhat Vinh (born in 1994), Tran Tri Minh Sang (born in 2002, all living in Nguyen Hong Dao, Ward 14, Tan Binh District) and Luu Thi Thai for illegal drug trafficking. At the same time, the police seized more than 40 kg of dried marijuana.

Initial investigation, at 1:00 p.m. on April 28, the Drug Crime Investigation Police Team, Tan Binh District Police, coordinated with Ward 14 Police to inspect a house on Nguyen Hong Dao Street, catching Vinh and Sang red-handed hiding 2 nylon bags containing 12,300 grams (12.3 kg) of dried marijuana leaves.

During an emergency search of Tran Nhat Vinh's residence on Nguyen Hong Dao Street, Ward 13, Tan Binh District, police seized 7 more nylon bags containing 20,260 grams (20.26 kg) of marijuana leaves.

In addition, the police also seized tools for dividing and packaging marijuana, including: 1 electronic scale, 1 dryer, 1 vacuum sealer, 1 heat sealer, 1 100 kg scale and many other exhibits.

At the police station, Tran Nhat Vinh and Tran Tri Minh Sang confessed that around August 2022, through an introduction by a friend (unknown background), Vinh got to know a person named Nang (unknown background) so that Vinh could take on the job of receiving dried cannabis, packaging it and delivering it to Nang's customers.

Vinh and Nang agreed that Nang would provide cannabis seeds to a woman commonly known as XD in Dak Lak for XD to grow, harvest and then deliver the finished cannabis to Vinh in exchange for a salary of about 15 million VND per kilogram, depending on the quality and market price.

After Nắng transferred the seeds to XD, he informed Vĩnh to supervise the planting and harvesting of cannabis, about once every 4 months.

When it's time to harvest, XD will take pictures of the product, weigh it, and give Vinh a quote. Vinh will tell Nắng the cost of growing the cannabis so Nắng can transfer the money to Vinh, then Vinh will transfer the money to XD (because Nắng doesn't want to deal directly with XD). Upon receiving the payment, XD will send the cannabis to Vinh.

When a customer buys marijuana, Nang will text Vinh the weight and customer information to get the marijuana and put it in a tea box to disguise it and package it to send to the customer. Each time Vinh successfully delivers an order to Nang's customer, he will be paid 50,000 VND. In addition to the marijuana grown by XD, Nang also has other sources, but Vinh does not know who or where it comes from.

To help with the work, Vinh asked Sang to come live with him, provide food and accommodation, and share the wages with Sang (for each successful marijuana delivery, Sang received 20,000 VND). Vinh assigned Sang to directly receive the marijuana sent by XD and deliver the marijuana to customers...

Through professional measures, the police agency determined that XD's real name is Luu Thi Thai (residing in Cu M'gar district, Dak Lak province). On April 29, the Drug Crime Investigation Team - Tan Binh District Police coordinated with Ea Tar Commune Police, Cu M'gar District to invite Thai to work.

During the investigation, Luu Thi Thai confessed to all her crimes and the statement was consistent with Tran Nhat Vinh's. During an emergency search of Thai's residence, the police seized many related exhibits.

The case is being continued by Tan Binh District Police in coordination with professional forces and related units to expand the investigation to clarify the related subjects for strict handling.
