Assignment of tasks of the Minister and Deputy Ministers of the Ministry of Education and Training

GD&TĐ - The Minister of Education and Training issued Decision No. 2590/QD-BGDDT dated September 12, 2025 on the assignment of tasks of the Minister and Deputy Ministers.

Principles of division of labor and working relationship between the Minister and Deputy Ministers

The Minister is a member of the Government and the head of the Ministry, responsible to the Prime Minister, the Government, and the National Assembly for the assigned sector and field; performs tasks and powers according to the provisions of law; directly directs and manages major, important tasks and strategic issues in all areas of work within the functions, tasks, and powers of the Ministry.

The Deputy Minister assists the Minister in performing tasks assigned by the Minister; on behalf of the Minister, makes decisions and is responsible to the Minister and before the law for performing assigned tasks, ensuring progress and quality of work.

Within the scope of assigned fields, the Deputy Minister has the responsibility and authority on behalf of the Minister to:

Direct units to proactively propose the development of mechanisms and policies, especially legal documents, for the Minister to promulgate under his authority or submit to the Government and the Prime Minister ; prepare urgent, unexpected and necessary work contents, and report to the Minister for consideration and decision.

Build a mechanism to regularly monitor, inspect and urge the implementation of policies, laws and tasks of units on schedule and ensure quality.

Preside over the timely handling of issues requiring inter-sectoral coordination and review and handle recommendations from ministries, branches and localities under the Ministry's authority within the assigned scope.

Sign on behalf of the Minister documents under the Minister's authority or documents under the Ministry's authority within the scope of work fields and tasks assigned by the Minister.

Within the scope of assigned tasks and powers, the Deputy Minister proactively directs, handles work, inspects, urges, and resolves work in assigned fields, units, and work areas.

In the process of implementing tasks, if there are issues related to fields, units, and areas under the responsibility of other Deputy Ministers, the Deputy Ministers will proactively coordinate with each other to resolve them. In case the Deputy Ministers have different opinions or they are related to fields, units, and areas under the direct responsibility of the Minister, the Deputy Minister in charge of resolving that work will report to the Minister for consideration and decision.

When the Minister is absent, the Permanent Deputy Minister shall, on behalf of the Minister, direct and handle the work of the Ministry according to regulations.

The Minister participates in handling work under the Deputy Minister's responsibility when deemed necessary. In case the Deputy Minister is absent, the Minister shall directly or assign other Deputy Ministers to promptly direct the handling of work assigned to the Deputy Minister.

Based on the actual situation in the process of implementing tasks, the Minister shall consider adjusting and supplementing the assignment of work of the Minister and Deputy Ministers in this Decision or other urgent and extraordinary work that the Minister deems necessary.

The Minister and Deputy Ministers maintain regular or ad hoc meetings and consultations with the Ministry's leadership to coordinate work handling.

Assignment of tasks of Minister Nguyen Kim Son

Comprehensively lead and manage all activities within the functions, tasks and powers of the Ministry and Minister as prescribed in the Law on Government Organization, the Government's Working Regulations and other relevant legal documents.

Directly direct the following areas: Strategy, planning, and plans for education and training development; personnel organization; emulation and reward work; legal work; inspection work; administrative reform tasks; press, educational communication; science, technology, and digital transformation, application of information technology in the field of education.

Directly in charge of units: Department of Organization and Personnel; Department of Science, Technology and Information; Hanoi National University; Ho Chi Minh City National University; Danang University; Hue University; Thai Nguyen University; Hanoi University of Science and Technology; Can Tho University; National Economics University; Ho Chi Minh City University of Economics.

In charge of general monitoring of centrally-run cities (Hanoi City; Ho Chi Minh City; Hai Phong City; Can Tho City; Da Nang City; Hue City).

Responsible for directing activities related to Steering Committees, Commissions, Councils, Associations, Unions, Funds as assigned by the Government, Prime Minister and competent authorities. Perform duties of Government members and other duties assigned by the Government and Prime Minister.

The Minister is the number 1 account holder of the Ministry.

Assignment of tasks of Deputy Minister Pham Ngoc Thuong

Acting as Permanent Deputy Minister. In charge of the following areas: General education; student streaming and career guidance; development of teaching staff, education managers; education of children with disabilities and children in difficult circumstances; management of diplomas and certificates in the national education system, certificates issued by foreign countries within the Ministry's management; foreign language proficiency assessment tests according to the 6-level foreign language proficiency framework for Vietnam; Vietnamese language proficiency assessment tests for foreigners; joint organization of foreign language proficiency certification tests in Vietnam; recognition of diplomas and certificates; implementation of public regulations for educational institutions within the Ministry's management; digital transformation, application of information technology, inspection work in assigned fields.

In charge of units: Department of General Education; Department of Teachers and Educational Managers; Department of Quality Management; Vietnam Education Publishing House Limited Company; Academy of Educational Management; pedagogical universities; Ho Chi Minh City School of Educational Managers; T78 Friendship School; 80 Friendship School.

In charge of general monitoring of the provinces in the Red River Delta; in charge of directing activities related to projects, plans, programs, Steering Committees, committees, Councils, Associations, Funds as assigned by the Government, Prime Minister, Ministers and competent authorities.

Perform other tasks assigned by the Minister.

Assignment of tasks of Deputy Minister Nguyen Van Phuc

In charge of the following areas: Higher education; digital transformation, information technology application, and inspection work in assigned areas.

Assist the Minister in directing regular tasks to implement regulations on investment conditions and operations of higher education institutions; direct regular tasks of the Legal Department; direct a number of specific tasks of science and technology; implement policies for civil servants and public employees under the Ministry's management.

In charge of units: Department of Legislation; Department of Higher Education; Vietnam Institute of Educational Sciences; Education and Times Newspaper; Education Magazine; Institute for Advanced Studies in Mathematics; Institute for School Design Research; higher education institutions (except for higher education institutions under the charge of the Minister and other Deputy Ministers).

Responsible for general monitoring of the provinces in the Southeast region; responsible for directing activities related to projects, plans, programs, Steering Committees, committees, Councils, Associations, and Funds as assigned by the Government, Prime Minister, Minister, and competent authorities. Perform other tasks as assigned by the Minister.

Assignment of tasks of Deputy Minister Le Tan Dung

In charge of the following areas: Planning - finance, public investment; school facilities and equipment; socialization of education; sector and local planning; national civil defense; anti-corruption and anti-negativity work; thrift practice, anti-waste; digital transformation, information technology application, inspection work in assigned fields; development and monitoring of the Ministry's inspection plan.

Assist the Minister in directing the Ministry's administrative reform work; citizen reception, complaints, denunciations, recommendations and reflections of the Ministry.

In charge of units: Department of Planning and Finance; Office; Project Management Board of the Ministry of Education and Training; One Member Limited Liability Company of Vocational Education Equipment.

In charge of general monitoring of the provinces in the Mekong Delta; in charge of directing activities related to projects, plans, programs, Steering Committees, committees, Councils, Associations, Funds as assigned by the Government, Prime Minister, Minister and competent authorities. Is the account holder No. 2 of the Ministry. Perform other tasks as assigned by the Minister.

Assignment of tasks of Deputy Minister Le Quan

In charge of the following areas: vocational education; continuing education; international cooperation; digital transformation, information technology application, inspection work in assigned areas. Assist the Minister in directing regular tasks to implement regulations on investment conditions and operations of vocational education institutions.

In charge of units: Department of Vocational Education and Continuing Education; Department of International Cooperation; SEAMEO Regional Training Center in Vietnam; SEAMEO Regional Center for Lifelong Learning in Vietnam; vocational education institutions except pedagogy.

Responsible for general monitoring of the provinces in the North Central and Central Coast regions; the Central Highlands; responsible for directing activities related to projects, plans, programs, Steering Committees, committees, Councils, Associations, Funds as assigned by the Government, Prime Minister, Minister and competent authorities. Perform other tasks as assigned by the Minister.

Assignment of tasks of Deputy Minister Nguyen Thi Kim Chi

In charge of the following areas: Preschool education; political and ideological work; student affairs; physical education; national defense and security education; population, family and

children; women's work and gender equality work of the industry; mass mobilization work and implementation of democracy regulations at the grassroots level; digital transformation work, application of information technology, inspection work in assigned fields.

Assist the Minister in directing regular work of emulation, rewards and state management of associations, unions and funds operating in the field of education and training.

In charge of units: Department of Preschool Education; Department of Students; Department of National Defense and Security Education; pedagogical colleges.

Responsible for general monitoring of the provinces in the Northern Midlands and Mountains; responsible for directing activities related to projects, plans, programs, Steering Committees, Committees, Councils, Associations, Funds as assigned by the Government, Prime Minister, Minister and competent authorities. Perform other tasks as assigned by the Minister.

This Decision takes effect from the date of signing and replaces: Decision No. 543/QD-BGDDT dated March 3, 2025 of the Minister of Education and Training on the assignment of tasks of the Minister and Deputy Ministers.
