According to the report of the Ministry of Planning and Investment, since the beginning of the year, despite many difficulties, the economy has clearly shown a positive recovery. GDP growth in the second quarter is estimated to increase by 6.93% over the same period in 2023, in which some localities have a strong increase in gross regional domestic product (GRDP) such as: Bac Giang increased by 14.14%, Khanh Hoa increased by 12.73%, Thanh Hoa increased by 11.49%, Ha Nam increased by 10.35%, Hai Phong increased by 10.32%, Tra Vinh increased by 10.27%, Hai Duong increased by 10%. The macro economy is basically stable, inflation is under control, and major balances are ensured. The consumer price index (CPI) in the second quarter increased by 4.39% over the same period in 2023. The state budget revenue in the first 6 months is estimated to reach 60% of the estimate, up 15.7% over the same period in 2023. Import-export turnover in the first 6 months increased by 15.7%, with an estimated trade surplus of 11.63 billion USD. Total registered foreign direct investment (FDI) in the first 6 months reached nearly 15.2 billion USD, up 13.1% over the same period in 2023, of which newly registered FDI capital reached more than 9.5 billion USD, up 46.9%, realized FDI capital reached about 10.8 billion USD, up 8.2%; many large FDI projects in the fields of semiconductors, electronics, energy, etc. received new investment and expanded capital. The work of perfecting institutions and laws and improving the investment and business environment was promoted. Cultural and social fields continue to receive attention and promotion; social security is ensured, people's lives continue to improve. The political situation is stable, national independence and sovereignty are maintained; national defense and security potential is strengthened. Foreign affairs and economic diplomacy, especially high-level foreign affairs, continue to be proactively, positively and effectively implemented, with outstanding marks, concretized into specific, practical and breakthrough projects.

Representatives of ministries, branches and localities spoke to clarify the results achieved, existing problems, limitations, causes and solutions to overcome them in order to achieve the set goals and plans at the highest level.
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the conference; assigned the Ministry of Planning and Investment and the Government Office to absorb the opinions, complete the report and draft resolution of the meeting, and soon submit them to the Prime Minister for signing and promulgation.
Along with emphasizing the outstanding results in socio-economic development in the first 6 months of the year, the Prime Minister also pointed out the shortcomings, limitations, difficulties and challenges that need to be overcome in the coming time, namely low economic growth in some localities; production and business situation in some areas is still difficult; bad debt tends to increase; the real estate market is initially stable but difficulties and problems are still slow to be resolved; the lives of a part of the people are still difficult; severe heat and drought in many places; complicated developments in crime, social evils, cybercrime, information security and safety; many serious traffic accidents and explosions still occur...

To strive for GDP growth in the third quarter of 6.5 - 7%, the Prime Minister requested ministries, sectors, and localities not to be subjective, negligent, lose vigilance, or "get drunk on victory"; to rectify discipline and administrative order; to promote the responsibility of leaders; to avoid avoiding, shirking, or fearing responsibility; to focus on removing difficulties, promoting production and business; to focus on improving the investment and business environment; to clear, mobilize, and effectively use all internal and external resources; to promote decentralization and delegation of authority; to promote the spirit of proactiveness, positivity, innovation, creativity, daring to think, daring to do; to grasp developments in the situation, to respond promptly and effectively to policies; to strengthen solidarity and unity; to stabilize socio-politics; to consolidate national defense and security; to promote foreign affairs, international integration, and information and communication, to create social consensus.
The Prime Minister also pointed out 10 key groups of tasks in the coming time, which are to synchronously, drastically and effectively implement the tasks and solutions set out in various fields according to the conclusions of the Central Committee, the Politburo, key leaders and resolutions of the National Assembly and the Government; continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, operating a reasonable, focused and key expansionary fiscal policy; resolutely further promote the disbursement of public investment capital and three national target programs, continue to promote the activities of the Prime Minister's 5 working groups and 26 working groups of Government members, promptly handle difficulties and obstacles, focus on completing site clearance, speeding up the progress of key infrastructure projects; focus on renewing traditional growth drivers (investment, export, consumption) and strongly promoting new growth drivers; Focus on perfecting institutions, laws, reforming administrative procedures, promoting national digital transformation; focus on the fields of culture, society, environment, ensuring social security, improving people's lives; consolidate and strengthen national defense and security, ensure social order and safety, strengthen prevention and fight against corruption and negativity; carefully, substantially and effectively implement foreign affairs activities; strengthen information and communication, create social consensus, motivation, inspiration and focus information on bright spots, innovations, good models, new ways of doing things, advanced examples; actively implement the tasks of the 14th National Party Congress Socio-Economic Subcommittee to ensure progress, quality and prepare for the implementation of Party Congresses at all levels.
Regarding the recommendations of localities, the Prime Minister requested ministries and branches to review according to their functions, tasks and authority, focus on directing the immediate removal of difficulties and obstacles; promptly report to competent authorities on issues beyond their authority.
