Representatives of units under the Ministry of Industry and Trade disseminate and guide the contents of the provisions of Decree No. 139/2025/ND-CP of the Government on regulations on the decentralization of authority of local authorities according to the 2-level local government organization model in the field of State management of the Ministry of Industry and Trade; Decree No. 146/2025/ND-CP of the Government on decentralization and delegation in the field of industry and trade; Circular No. 38/2025/TT-BCT of the Minister of Industry and Trade amending and supplementing a number of provisions on decentralization of administrative procedure implementation in fields under the management of the Ministry.
Delegates discussed and answered recommendations and proposals from localities on a number of issues related to decentralization, delegation, order and procedures for implementing a number of regulations in the management fields of the industry such as: Oil and gas; chemicals; trade promotion, import and export; gasoline and oil trading; gas, alcohol and tobacco trading; market management development; electricity and electrical safety; supporting industry development... Thereby, contributing to improving the efficiency of industrial and trade activities of administrative apparatus at all levels, serving people and businesses better and better.
Minister of Industry and Trade Nguyen Hong Dien affirmed that decentralization, delegation and clear definition of authority are not only techniques in state administration, but also a vivid manifestation of the spirit of reform and democratization in national governance. This is also a key factor in transforming the model from management to service, contributing to improving the operational efficiency of administrative apparatus at all levels, serving people and businesses better and better.
However, for decentralization, delegation, and division of authority to be effective, along with a complete, clear, and transparent legal framework, there must be necessary conditions to ensure, including: a specific and substantive mechanism for inspection, supervision, and evaluation of effectiveness; ensuring both financial and human resources for the authorized level. At the same time, strengthen the application of information technology and promote digital transformation to enhance transparency, minimize risks, and increase the management and operation efficiency of competent authorities.
