Unleashing potential from the grassroots.
In the field of construction and urban planning, Hue City is one of the leading localities nationwide in implementing decentralization according to Decision No. 129/2025/QD-UBND dated December 2, 2025. The authority between the Department of Construction, the Management Board of the Economic and Industrial Zone, and the People's Committees of communes and wards is clearly defined according to the principle of "the level closest to the people handles the issues".
As a result, the time required for construction permits has been significantly shortened. Mr. Tran Van Minh Quan, Chairman of the People's Committee of Chan May - Lang Co commune, said: "Previously, people had to go to the district to apply for permits, sometimes taking a whole day. Now, the process is done at the commune level, is resolved quickly and in accordance with regulations, and has created satisfaction among the people."
Ms. Le Thi Kim Cuong, the owner of a business in Thuan An ward, shared that when she came to the ward office to complete the necessary procedures, the expansion of her production workshop was now less than 10 days away. The ward officials, having been given the authority, proactively inspected, provided clear guidance, and processed the procedures quickly.
With the CQDP2C model, strong decentralization and delegation of power are key to enabling local authorities to be more proactive, especially in personnel management. When communes and wards are given sufficient authority to approve, transfer, and assign personnel, the workforce is assigned according to expertise, allowing for better utilization of capabilities. By the end of November and beginning of December 2025, many communes and wards had proactively rotated and transferred personnel, promptly addressing local surpluses and shortages, thereby contributing to more efficient operation of the organizational structure.
Ms. Duong Thi Thu Thuy, Secretary of the Party Committee of Vy Da Ward, affirmed: "Strong decentralization in personnel management not only helps streamline the apparatus but also creates an environment for officials to grow from practical experience, in line with the spirit of building a government that is close to the people and for the people."
According to Mr. Nguyen Van Manh, Director of the Department of Internal Affairs, in just half a year, Hue City has completed a huge amount of work, reducing 6 specialized city-level agencies, reorganizing nearly 700 public service units, transferring primary healthcare tasks to communes and wards, and merging hundreds of villages and residential areas. The administrative apparatus is therefore more streamlined but stronger, creating a foundation for effective decentralization. After reorganization, communes and wards are larger in scale, have more abundant resources, and greater autonomy.
To implement the new model, the city has issued 29 legal documents and is reviewing another 42, ensuring that "each task is overseen by a different level," minimizing overlap. In the areas of land, public investment, finance and budget, and administrative procedures, the proactive role of local authorities has become more evident. Specialized agencies have strengthened guidance, helping communes and wards feel more confident when given additional authority.
Decentralization for development
Mr. Nguyen Van Manh emphasized that decentralization is not just a management technique but a foundation for Hue to enter a new phase of development. When power is coupled with responsibility, and when communes and wards become "service centers," the effectiveness of urban governance will be enhanced. The city is also promoting training, standardizing job positions, and improving the capacity of officials.
In reality, when authority is broadened, localities not only proactively handle daily tasks but also boldly propose development directions suitable to the specific characteristics of each area. Many wards have built innovative urban economic models thanks to not having to wait for the approval process as before.
Mr. Vo Le Nhat, Secretary of the Phu Xuan Ward Party Committee, commented: “The deeper the decentralization of power, the broader the vision at the grassroots level. Ward and commune authorities understand the people best, so they also propose the most correct and effective solutions. When the grassroots level has the space for self-determination, they shift from a mindset of “executing” to one of “creating.” This creates a qualitative shift in urban governance and socio-economic development.”
At the conference on solutions for the city's development until 2030, Central Committee member and City Party Secretary Nguyen Dinh Trung emphasized that, in the socio-economic field, it is necessary to promote decentralization and delegation of power, coupled with individual and collective responsibility. The city must comprehensively review procedures, clearly defining which tasks should be reduced, which should be eliminated, and which should be transferred to higher levels, avoiding the situation where tasks are merely "transferred to lower levels" without actual reduction.
According to City Party Secretary Nguyen Dinh Trung, many procedures such as personnel transfers and approval authority need to be delegated to lower levels. Increasing decentralization in investment management, finance, and personnel organization will create new momentum, unleash resources, and expand development opportunities. This will be the overarching principle for Hue to operate the 2C (Part-Time, Part-Time) model in a proactive, transparent, and efficient manner.
The CQDP2C model makes the government more streamlined, flexible, and closer to the people. Strong decentralization not only shortens processing time but also inspires innovation from the grassroots. A streamlined apparatus is not just about reducing bureaucracy, but more importantly, about increasing its capacity to serve the people. When the government operates smoothly and responsibilities are clearly defined, the people benefit from these concrete changes.
