Implement a comprehensive set of solutions for housing development and the real estate market.

On the morning of December 17th, Politburo member and Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired the Fourth Session – the 2025 year-end review session of the Steering Committee – to discuss solutions for developing social housing and the real estate market. Mr. Vu Viet Van, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired the meeting at the Phu Tho provincial branch.

Implementing the Project to build 1 million social housing units, to date, 698 projects are underway nationwide with a scale of over 657,000 units. Specifically, from the beginning of 2025 to the present, over 102,600 units have been completed, exceeding the set plan. In Phu Tho province, in 2025, more than 3,500 social housing units were completed, exceeding the target set by the Prime Minister , contributing to meeting the housing needs of the people.

Regarding the real estate market, a sector that makes a significant contribution to economic growth, it has shown signs of recovery recently, but many difficulties and obstacles still need to be addressed to ensure stable and healthy development.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the ministries, sectors, and localities for their efforts and decisive actions in developing social housing, eliminating temporary and dilapidated houses, and gradually restoring the real estate market.

The Prime Minister affirmed that the achievements in social housing development are a bright spot and a breakthrough of the term, with the number of completed apartments exceeding the set target, contributing to ensuring social security and stabilizing people's lives.

The Prime Minister requested that in the coming period, the pace of eliminating temporary and dilapidated houses be further accelerated; building on the achievements already made, the goal of completing 1 million social housing units should be strived for no later than 2028. Ministries, sectors, and localities need to proactively allocate land, ensure the supply of construction materials, promote administrative procedure reform, and decisively and synchronously implement solutions for housing development.

Regarding the real estate and commercial housing market, the Prime Minister emphasized the need for healthy, stable, and transparent market development; continued removal of difficulties and obstacles related to mechanisms and policies; diversification of capital sources, and creation of conditions for the sustainable recovery of the real estate market, contributing positively to economic growth and socio-political stability.

The Prime Minister instructed relevant ministries and agencies to urgently build and complete a database on social housing, commercial housing, temporary housing, dilapidated housing, and the real estate market, to be completed in the first quarter of 2026, as an important basis for management, administration, and policy planning in the future.
