France is pushing for protection of children from the risks posed by AI chatbots.

On the sidelines of the Artificial Intelligence (AI) Summit held from February 16-20 in New Delhi, India, French President Emmanuel Macron and the French delegation emphasized the importance of protecting children from the risks posed by AI chatbots, considering it a key policy priority in the context of rapidly developing technology.

Speaking on February 18, President Macron stated that “there are things that are wrong when looking at the situation of young people in today's technological age.” The combination of social media with AI chatbots could lead to “serious consequences” for children and teenagers.

This view was expressed after a workshop organized by the French Minister of State for AI and Digital Technology, Anne Le Hénanff, aimed at promoting discussion on protecting children in the digital space, particularly from chatbots such as OpenAI's ChatGPT, Google's Gemini, Meta AI, and Grok.

According to Ms. Le Hénanff, the unprecedented and widespread deployment of AI is bringing with it new risks. “We must protect children in their digital lives,” she emphasized, adding that France will approach this issue on the basis of scientific consensus, similar to the approach taken in the bill banning social media for children under 15, which was passed by the French Parliament in January.

There are currently no specific proposals regarding age limits for AI chatbots. However, on February 5th, the French government announced the establishment of an expert group to study the risks of AI and video games to the mental health of adolescents, with the participation of the National Council on AI and Digital Technology.

This group will present its research findings at the end of May at the Group of Seven (G7) summit hosted by France.

Also at the aforementioned conference, Ms. Le Hénanff called on the international scientific community to contribute research on the impact of AI on children and adolescents. She stated that France hopes to bring this topic to a global discussion through its Digital and AI Ambassador, Clara Chappaz.

Despite the complex geopolitical landscape, France believes that the topic of child protection can generate international consensus. At the European level, the European Commission's Commissioner for Technology, Security and Democracy, Henna Virkkunen, affirmed that protecting children is a key priority for all online services.

She noted that chatbots are subject to certain regulations under current European Union (EU) rules, including the AI ​​Act and the Digital Services Act.
