After two and a half days of urgent, serious and responsible work, our 13th Central Committee's mid-term meeting has been a great success. The Central Committee highly appreciated the preparation and agreed with the contents stated in the Report reviewing the leadership and direction of the Politburo and the Secretariat since the 13th National Party Congress and believed that the review by the Politburo and the Secretariat as a whole and individually had been prepared very seriously, thoughtfully, methodically, receptively and with deep self-criticism; the review and comments took place in an atmosphere of frankness, sincerity and high responsibility.
Now, on behalf of the Politburo and the Secretariat, I would like to summarize the main results of this conference of special importance.
I- LOOKING BACK AT THE FIRST HALF OF THE XIII TERM
The Central Executive Committee highly agreed that: Since the 13th Congress, the world and regional situation has undergone many rapid, complex, and unpredictable developments; new difficulties and challenges have emerged, becoming more severe and severe than forecast, as well as compared to the same period of some recent terms.
The Covid-19 pandemic has been prolonged, causing serious consequences; strategic competition between major countries is increasingly fierce; the Russia-Ukraine conflict is complicated; most supply chains are broken; inflation is high, countries are tightening monetary policies, raising interest rates, leading to a decline in growth and increased risks in international financial, monetary and real estate markets; traditional and non-traditional security challenges; climate change, natural disasters, earthquakes, etc. are occurring with higher frequency, causing serious consequences in many countries and regions; deeply affecting political, economic and social security on a global scale.
Domestically, under the impact of the world situation and the severe consequences of the Covid-19 pandemic, climate change, natural disasters, storms and floods,... our country's socio-economy is facing many great, very severe and severe difficulties and challenges; most sectors and fields are seriously affected; we must both focus on solving newly arising complex problems and deal with weaknesses and backlogs left over from many years ago. Meanwhile, bad, hostile and reactionary forces continue to take advantage of this situation to promote the implementation of the "peaceful evolution" strategy, promote "self-evolution" and "self-transformation" within us, aiming to sabotage our Party, State and regime.
In that context, with high will and determination and the spirit of "First support, then support", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board", the Central Executive Committee, the Politburo and the Secretariat have led, directed and deployed the implementation of the Resolution of the 13th National Party Congress in a drastic, synchronous and effective manner. Our Party and our Country have steadfastly overcome all difficulties and challenges, continuing to achieve important, quite comprehensive and commendable results in many fields. Notably:
1. On socio-economic issues: We have basically achieved the goals and tasks: Focusing on disease prevention, control and control; promoting socio-economic recovery and development; building an independent and self-reliant economy associated with proactive, active and deep international integration. Up to now, the Covid-19 epidemic and other epidemics have been basically controlled; social life and production and business activities have returned to relatively normal.
In the context of the global economic and trade situation declining, with many risks, our country's economy continues to grow quite well. The International Monetary Fund (IMF) has commented: Vietnam is a bright spot "in the gray picture" of the global economy. Economic growth in 2021 reached 2.56%, while many economies in the world experienced negative growth; economic growth in 2022 reached 8.02%, much higher than the plan of 6-6.5%, and a high increase compared to countries in the region and the world; GDP growth in the first quarter of 2023, although only reached 3.2% over the same period, but according to forecasts of many international organizations, Vietnam can still reach from 6 to 6.5% for the whole year. Important indicators of state budget revenue and total social investment capital still increased; Total import-export turnover, trade balance,... all reached and exceeded the set plan.
In particular, the macro economy remains basically stable; inflation is controlled at 4%; major balances of the economy are generally guaranteed; the financial and monetary market remains basically stable. Many long-standing problems, especially the handling of weak commercial banks; enterprises and projects with slow progress and low efficiency have been focused on resolving, initially achieving positive results.
In particular, a very important new point of this term is that we have issued and directed the very successful organization of National Conferences to thoroughly grasp and implement the new resolutions of the Politburo on socio-economic development, ensuring national defense and security in all 6 socio-economic regions of the country, actively contributing to the successful implementation of the innovation policy of the 13th National Party Congress on regional development - an issue of strategic significance, very important, both in theory and practice, in the rapid and sustainable development of the regions in particular and the whole country in general.
In the midst of difficulties, the cultural and social sectors continue to receive attention, care, investment and development, achieving many important and clear results. The first National Cultural Conference was held very successfully, creating a new source of vitality and new momentum for the cause of building and reviving an advanced Vietnamese culture imbued with national identity, which has been widely welcomed, agreed upon and highly supported by public opinion throughout the country.
Thereby, all levels, sectors and the entire political system have increasingly had a more correct perception and acted more positively and effectively on the issue of cultural and social development in accordance with the spirit of the Resolution of the 13th National Party Congress: Comprehensive and synchronous economic and social development; closely and harmoniously combining economic development with cultural and social development; implementing social progress and equity in every policy and every step.
The results are: Social security is guaranteed; people's lives are improved; social policies have been promptly implemented, especially policies for people with revolutionary contributions; social protection policies and policies and measures to support businesses, workers, and people in remote areas with difficult circumstances and severely affected by the Covid-19 pandemic. In particular, in the prevention and fight against the Covid-19 pandemic, the heroic, patriotic tradition, "loving others as you love yourself" of our nation and the superiority of our regime have been promoted to a new level (disbursed 104 trillion VND, supporting nearly 58 million people, workers and 1.4 million employers).
2. Regarding national defense, security, and foreign affairs: The Central Executive Committee, the Politburo, and the Secretariat have continued to pay attention to leading and directing the fields of national defense, security, and foreign affairs; gradually perfecting and developing the Party's theoretical thinking, policies, and guidelines on building and organizing the implementation of the Fatherland Protection Strategy in the direction of: Strengthening the people's hearts and minds; proactively and promptly detecting, preventing, and repelling the risks of war and conflict; protecting the Fatherland early and from afar; and defending the country when it is not yet in danger.
Continue to consolidate and strengthen national defense and security; maintain a peaceful and stable environment for national development. Flexibly, balanced and harmoniously handle relations with neighboring countries, major countries, countries in the region as well as complicated situations at sea and on the border. Ensure political security, order, social safety, security and safety for important political events of the country. 3. On building the Socialist Republic of Vietnam and the great national unity bloc: We have successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in the context of the complicated and very serious developments of the Covid-19 pandemic, ensuring democracy, equality, legality, safety, and economy, truly a festival for all people. On that basis, the 15th National Assembly and Government have promptly completed the organizational apparatus and personnel of leadership positions of state agencies for the 2021-2026 term at the central and local levels, meeting the requirements and tasks in the new period.
Resolution of the 13th Central Committee, Session 6, "On continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period" has set out viewpoints, guiding thoughts, tasks, and appropriate solutions to realize the goal: "Perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people, led by the Communist Party of Vietnam; having a complete legal system, strictly and consistently implemented; upholding the Constitution and laws; respecting, ensuring and effectively protecting human rights and citizens' rights; state power is unified, clearly assigned, closely coordinated, decentralized, delegated and effectively controlled; professional, rule-of-law, modern administration and judiciary; a streamlined, clean, effective and efficient state apparatus; a contingent of cadres, civil servants and public employees with adequate qualities and capacity, truly honest and professional; modern and effective national governance, meeting the requirements of national development. With 8 sessions, including 4 extraordinary sessions, the National Assembly discussed and approved 16 draft laws and 84 resolutions; the National Assembly Standing Committee passed 4 ordinances and 29 resolutions. The Government and authorities at all levels continued to promote administrative reforms, especially administrative procedure reform, building the government and e-government; resolutely directed and successfully implemented the program of disease prevention, control and control and promoted socio-economic recovery and development. The system of judicial agencies has made many efforts to promote judicial reforms; continued to improve the quality, effectiveness and efficiency of judicial activities, and fight against corruption and negativity. The activities of the Vietnam Fatherland Front and socio-political organizations have been promoted, contributing significantly to strengthening social consensus and promoting the strength of great national unity.
4. Regarding the fight against corruption and negativity: The Politburo and the Secretariat always closely follow the viewpoints, guiding thoughts, goals and tasks on the work of preventing and combating corruption and negativity stated in the Documents of the 13th National Party Congress to concretize them into annual, quarterly, monthly and weekly work programs and lead and direct Party committees and organizations at all levels to implement them, achieving many important results.
There have been many positive innovations in this field of work such as: Issuing new regulations on functions, tasks, powers, working regimes, and working relationships of the Central Steering Committee on anti-corruption and anti-negativity, which have supplemented and expanded the functions and tasks of the Steering Committee, including directing anti-corruption and anti-negativity, focusing on preventing and combating ideological, moral, and lifestyle degradation among cadres and party members, considering this the root of all problems.

The improvement of the organizational apparatus, cadres, administrative reform, ensuring publicity and transparency; improving the quality, efficiency of operations and coordination between agencies and functional units to prevent and combat corruption and negativity and information, propaganda and education on preventing and combating corruption and negativity have also made much progress.
Up to now, it can be affirmed that never before has the fight against corruption and negativity in our country been directed in such a strong, systematic, synchronous, drastic, and clearly effective manner as in recent times; leaving a prominent mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in our Party, State and regime.
The work of detecting and handling corruption has been directed and implemented in a methodical, synchronous, drastic and effective manner, creating a breakthrough in the work of preventing and combating corruption and negativity; affirming the very high determination of our Party, State and people in the fight against corruption and negativity, and "there are no forbidden zones, no exceptions, regardless of who the person is; and not subject to pressure from any organization or individual".
5. Regarding Party building and rectification: We have also created very positive changes, with many outstanding marks in the more harmonious and smooth combination between "building" and "fighting", more comprehensively in all aspects of Party building work. The quality of grassroots party organizations and party members has also been gradually improved, on the basis of strictly implementing the Party's regulations, especially the Conclusion of the 4th Central Conference of the 13th tenure on this issue.
The Party's inspection, supervision and discipline work continues to be innovated and strengthened on the basis of issuing quality regulations and seriously and synchronously implementing many new Party regulations, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; corruption, "group interests", "term thinking"; "individualism", "power degeneration" among a significant number of cadres and Party members; at the same time, improving the Party's leadership capacity and fighting strength, strengthening solidarity and unity within the Party, consolidating people's trust, maintaining political stability, order and discipline, promoting the country's socio-economic development."
“The main results and achievements since the beginning of the term, as mentioned above, have many causes, both objective and subjective, but the most important is the great success of the 13th National Party Congress with policies and guidelines that have been proven correct and appropriate by reality over time; the firm and wise leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party committees and organizations at all levels in implementing the Resolution of the 13th National Party Congress, promptly and effectively handling many new issues arising in practice; the sharp, drastic and effective management and administration of the Government, the Prime Minister and authorities at all levels; the efforts to synchronously and effectively innovate the content and methods of operation of the National Assembly and People's Councils at all levels; the solidarity, unity, synchronous and harmonious coordination of the entire political system; promoting the tradition of patriotism and the strength of great national unity; the efforts of the contingent of cadres, civil servants and public employees; cadres and party members; the people's spirit of active, creative and responsible work; the trust, consensus and support of the international community.
However, in addition to the advantages and achievements, we must also admit that there are still some limitations and shortcomings, such as: Leadership and direction in the work of grasping the situation; strategic research, theoretical research, and summarizing practical experiences are present, and sometimes do not meet the requirements of practice. The work of combating and refuting erroneous and hostile viewpoints in cyberspace is sometimes and in some places not timely, not strong, and not very effective.
Leading and directing the removal of difficulties and obstacles to effectively mobilize and use all resources for economic development; organizing the implementation of some policies to restore and develop the socio-economy, which are sometimes and in some places slow. Leading and directing the work of administrative reform, management, and use of payrolls are still limited and ineffective; the work of building and perfecting laws and policies has not met requirements. The degradation of political ideology, ethics, lifestyle, shirking, avoiding responsibility, and even fear of responsibility of a large number of cadres and party members is still a very worrying issue, with complicated developments, and cannot be subjective or negligent. Some senior leaders, leaders, and managers at all levels accept political responsibility, and if there are violations, they must be handled according to Party regulations and State laws.
From the leadership and direction in the first half of the XIII term, we can draw some lessons on innovation in leadership methods, working styles and manners as follows:

The above situation requires us to absolutely not be subjective, complacent, too passionate with the results and achievements achieved and not too pessimistic, fluctuating against difficulties and challenges; Overcoming all difficulties and challenges, to successfully implement the programs, plans, goals and tasks set out for the second half of the XIII term.
