On the afternoon of October 9, Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired the conference to review and sign the Joint Resolution on coordination between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front. Comrade Do Van Chien, Secretary of the Party Central Committee and Chairman of the Central Committee of the Vietnam Fatherland Front co-chaired the conference.
Also attending the conference were: Deputy Prime Minister Tran Hong Ha; Deputy Prime Minister Tran Luu Quang; Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha; Comrade Nguyen Thi Doan, former Vice President, non-professional Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Association for Promoting Education ; leaders of ministries, branches, central agencies; members of the Presidium, heads of socio-political organizations at the central level, chairmen of advisory councils, departments, and units of the Central Committee of the Vietnam Fatherland Front.
The conference listened to reports and discussed the results of the implementation of Joint Resolution No. 19/2008 on promulgating the Regulation on coordination of work between the Government and the Central Committee of the Vietnam Fatherland Front; reviewing the implementation of the Prime Minister's conclusions at the meeting between the Government Standing Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front in September 2021; handling proposals and recommendations of the Vietnam Fatherland Front; the process of drafting a Joint Resolution to replace Joint Resolution No. 19.

The Government always respects and listens to the opinions of the Vietnam Fatherland Front.
Reports and opinions at the conference unanimously assessed that after 15 years of implementing 10 key tasks of coordinating work according to Resolution 19, the coordination between the Government and the Central Committee of the Vietnam Fatherland Front has become increasingly close, effective and substantive. The Government and its members always attach importance to and listen to the opinions of the Vietnam Fatherland Front.
The Vietnam Fatherland Front increasingly affirms its position and role as the political base of the people's government; represents and protects the people's legitimate rights and interests; gathers and promotes the strength of great national unity, practices democracy, strengthens social consensus; supervises and provides social criticism; participates in Party and State building and people's foreign affairs activities, contributing to building and defending the Fatherland.
The two sides have many practical and meaningful coordination activities, in line with the practical requirements and aspirations of the people; actively and proactively coordinate to effectively carry out tasks according to the Work Coordination Regulations, and sudden and arising tasks under the direction and leadership of the Politburo, the Secretariat and the requirements of practical life.
The coordination contents were implemented comprehensively, practically and effectively, from gathering and building the great national unity bloc, propagating and mobilizing the people, building laws, carrying out the election of National Assembly and People's Council deputies at all levels, to monitoring, social criticism, and responding to recommendations of the Central Committee of the Vietnam Fatherland Front...

Regarding the work of law-making, the Central Committee of the Vietnam Fatherland Front has actively and proactively coordinated with the Government, ministries and branches, annually providing comments on about 60 to 80 draft legal documents. In particular, with the draft Law on Land (amended), the Central Committee of the Vietnam Fatherland Front at all levels has organized more than 51,000 conferences and seminars with nearly 1.4 million comments.
The coordination contents also aim to solve urgent problems in people's lives (especially during the recent period of COVID-19 pandemic prevention), contributing significantly to creating great achievements in socio-economic development, ensuring national defense, security and international integration of the country.
The President of the Vietnam Fatherland Front regularly attends and speaks at regular meetings of the Government and specialized conferences, together with the Government identifying difficulties and challenges and proposing appropriate and practical solutions. The Government, the Prime Minister, members of the Government, and leaders of ministries and branches always take the time to pay attention to, listen to, and directly grasp the situation of the people through the feedback of the Vietnam Fatherland Front to direct the removal of difficulties and obstacles, promptly responding to the legitimate aspirations of the people.
The delegates said that the above coordination results have made positive and important contributions to the overall success of the country in recent times. According to comrade Nguyen Thi Doan, in recent times and especially in recent years, the highlight is that our country's economy continues to develop, digital transformation has been successful, society is stable, culture has improved a lot, and foreign relations have raised the country's position. Therefore, people increasingly trust in the leadership of the Party and State, especially through the determination and exemplary role of the leaders. In that overall success, the activities of the Government and the Vietnam Fatherland Front have had many innovations.

According to Dr. Tran Dinh Thien, Chairman of the Economic Advisory Council of the Central Committee of the Vietnam Fatherland Front, Vietnam is facing enormous new opportunities in the context of accelerating international integration, especially in three areas: transition to a higher level of technology; socio-economic development on the basis of a socialist-oriented market economy; and cultural development. This requires further promoting the great national unity bloc, strongly mobilizing all resources and the participation and contributions of all components of society.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien affirmed that the signing and implementation of the Coordination Regulations between the Government and the Central Committee of the Vietnam Fatherland Front have created an important legal basis to strengthen the working coordination relationship between the two sides to become increasingly closer, more substantial and more effective; contributing to improving the effectiveness of the Government's state management and innovating and improving the quality of the content and methods of operation of the Vietnam Fatherland Front to build social consensus, consolidate the great national unity bloc, create stability and development to well perform the tasks of socio-economic development, ensure national defense, security, foreign affairs, build the Party, State and a clean and strong political system of the country.

5 valuable lessons all mention the role of the people and the Vietnam Fatherland Front
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the reports and the enthusiastic, responsible, and practical opinions; thanked the Central Committee of the Vietnam Fatherland Front for the close coordination, unity, and solidarity of the Vietnam Fatherland Front with the Government in implementing Resolution No. 19, and proposed new coordination ideas with high feasibility.
During the 15 years of implementing Resolution No. 19, the Government and the Central Committee of the Vietnam Fatherland Front have actively coordinated well, fully, effectively and substantially implemented all areas of work with a high sense of responsibility from both sides.
The Prime Minister affirmed that this working coordination relationship is very important, especially in the current context, contributing to the implementation of the mechanism of "Party leadership, State management, people as masters" and contributing to the implementation of the policy of the recently held 8th Central Conference on continuing to promote the tradition of great national unity in the new period.
The Prime Minister emphasized five valuable lessons learned through the process of fighting for national independence, building and defending the Fatherland: (1) Remain steadfast on the path of national independence and socialism; (2) The people make history; the revolutionary cause is of the people, by the people, for the people; (3) Unity creates strength, including unity within the Party, unity of the people, national unity, international unity, as President Ho Chi Minh summarized: "Unity, unity, great unity. Success, success, great success"; (4) Combine national strength with the strength of the times, internal strength with external strength; (5) The correct leadership of the Communist Party of Vietnam is the decisive factor for all victories of the Vietnamese Revolution.

The Prime Minister affirmed that all these lessons mentioned the role of the people and the role of the Vietnam Fatherland Front in gathering and promoting the strength of national solidarity. Analyzing more specifically, the Prime Minister gave an example, in the fight against the COVID-19 pandemic, in order for our country to "go behind and be ahead" in terms of vaccines, there are two very important elements: "vaccine" and "people's awareness" with the very important role of the Vietnam Fatherland Front in gathering and mobilizing the people.
The Prime Minister stated that in the coming time, the Government respectfully requests that the Vietnam Fatherland Front, according to the functions, tasks and powers of each agency, continue to coordinate closely, increasingly in depth, together with the Government, join hands and be unanimous in implementing the tasks of each side, promote the results achieved in coordination work, overcome limitations and unfinished tasks, continue to implement and concretize the Resolution of the 13th National Party Congress, focus on 3 breakthroughs, 6 key tasks, identify socio-economic development as the center, Party building as the key, cultural development as the spiritual foundation of society, ensuring national defense and security as essential and regular.
From there, mobilize the combined strength of the entire nation, combine national strength and the strength of the times, domestic and foreign strength in building and defending the Fatherland, "responding to all changes with the constant" in all circumstances, resolving challenges, overcoming difficulties, especially responding to and turning around the situation in the face of new and unprecedented developments such as the COVID-19 pandemic.
In times of difficulty and challenge, the important thing is to promote the strength of the great national unity bloc, on the basis of the Party's policies and guidelines and the State's laws, putting the interests of the nation, the people and the nation above all else, the Prime Minister said.

Continue to promote the core role for people to be masters
Regarding some key points in coordination work, the Prime Minister suggested that the Vietnam Fatherland Front and socio-political organizations continue to promote their core role so that the people can be the masters; create social consensus, consensus between the State and the people, build a position of people's hearts, promote the strength of solidarity and consensus of people at home and abroad to build and defend the Fatherland. As President Ho Chi Minh taught: "Great national unity is not only the top goal and task of the Party but also the top goal and task of the whole nation".
Second, coordinate more closely with the Government in researching and perfecting institutions, mechanisms, policies and laws, creating all conditions for people to exercise their mastery, effectively participate in state management and social management, enhance the effectiveness and efficiency of state management combined with methods of mobilizing and gathering people. The Government also requested the Vietnam Fatherland Front to continue to pay attention and closely coordinate in effectively implementing the proposals and recommendations at this Conference.
Third, the Vietnam Fatherland Front continues to promote its core role in mobilizing people to effectively carry out socio-economic development tasks. Encourage and motivate all classes of people, each family and each individual to strive, enthusiastically work in production, innovate, create, apply scientific and technological advances, rise up from poverty and enrich themselves legitimately; maintain confidence in the leadership of the Party and the State. Do a better job of gathering and listening to people's opinions. Continue to have many specific and practical actions and deeds to care for the material and spiritual life of the people; share, support and help people facing difficulties in life, especially ethnic minorities, people in remote areas, border areas, islands, and areas affected by natural disasters...

Fourth, the Vietnam Fatherland Front and its member organizations should further improve their role in social supervision and criticism; and make the most of the intelligence of scientists and experienced experts. At the same time, they should coordinate more closely and smoothly with the Government in continuing to research and perfect the law on social supervision and criticism to promote the people's supervisory role.
Fifth, promote the active role of the Vietnam Fatherland Front in participating in controlling power, preventing corruption, negativity and waste. Coordinate in proposing and developing appropriate mechanisms and methods in the fight against bureaucracy, corruption and waste right at each residential area, agency and unit; effectively resolve pressing social issues right at the grassroots level, contributing to ensuring the legitimate rights and interests of the people.
Sixth, the Prime Minister requested the Vietnam Fatherland Front to closely coordinate with the Government in innovating working methods and effectively implementing the Joint Resolution on coordination between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front, which was recently signed by the two sides.
* Implementing the Prime Minister's conclusion at the meeting between the Government Standing Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front (September 2021), up to now, ministries and branches have completely handled 10/19 recommendations and are continuing to coordinate with the Standing Committee of the Central Committee of the Vietnam Fatherland Front to handle the remaining recommendations.
At the Conference, the Standing Committee of the Central Committee of the Vietnam Fatherland Front had 15 new recommendations and proposals. Responding to each recommendation, the Prime Minister basically agreed, assigned ministries and agencies to urgently handle it in the fourth quarter of 2023, and develop a project to report to the Government for consideration and decision.
The draft Joint Resolution on coordination between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front replacing Joint Resolution No. 19 has been implemented by relevant agencies in accordance with the procedures prescribed by the Law on Promulgation of Legal Documents, and comments from relevant ministries, branches, localities, agencies, organizations and individuals have been fully received and explained.
The Draft Resolution has 3 chapters and 18 articles: Chapter I provides general provisions; Chapter II provides contents of coordination work; Chapter III provides implementation provisions.
Compared to the previous Joint Resolution No. 19, the new Joint Resolution supplements and amends 8 contents on: (1) Ethnic and religious affairs in Article 3; (2) Propaganda and mobilization work in Article 5; (3) Protection of the people's legitimate rights and interests in Article 6; (4) Amendment and supplementation of Article 9; (5) Prevention of corruption, waste and negativity in Article 10; (6) People's foreign affairs in Article 12; (7) Information exchange and joint work in Article 13 and (8) Digital transformation and application of information technology in Article 15.
