Mr. Nguyen Quyet Chien, General Secretary of the Union of Associations, spoke at the workshop.

Speaking at the opening of the workshop, General Secretary of the Vietnam Union of Friendship Organizations, Mr. Nguyen Quyet Chien, said that the Politburo has issued Resolutions known as the "Quad Pillars" to guide the country's development in the new era, including Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.

Along with that, the Law on Science, Technology and Innovation recently passed by the National Assembly has created a key legal framework for the activities of intellectuals and scientists in the new era. These major movements require the Vietnam Union of Science and Technology Associations to have new thinking, new approaches, innovate content and methods of operation, innovate methods of gathering intellectuals to affirm its important role in the country's development process.

Deputy Secretary General, Head of the Science and International Cooperation Department (Vietnam Union of Science and Technology Associations), Mr. Le Cong Luong gave an overview of the current situation of gathering young intellectuals. Data shows that within 10 years, the number of people with university degrees or higher has increased by nearly 3 million people. The team of young intellectuals is gradually asserting its core role in the fields of research, teaching, production and technology transfer.

However, Mr. Luong also frankly pointed out the shortcomings such as: There is no strong enough incentive mechanism; the association's activities are still administrative and not attractive; there is a lack of connection with training organizations, businesses and youth organizations.

To innovate the association's operation methods, Mr. Le Cong Luong proposed to build action programs, scientific forums, and innovation competitions specifically for young intellectuals; apply digital platforms to effectively interact with young people. At the same time, he suggested establishing a network of young intellectuals operating in specialized clusters such as environment, digital transformation, and high-tech agriculture.

According to Mr. Dang Vu Canh Linh, Deputy Director of the Institute for Training, Development of Cadres and Scientific Research (Vietnam Fatherland Front), young Vietnamese intellectuals are increasingly demonstrating a spirit of initiative, creativity, and pioneering in start-ups, technological innovation, and international integration. However, there is still a large gap in qualifications between young Vietnamese intellectuals and those in the region; uneven distribution, and a lack of mechanisms to discover, nurture, and promote young talents.

To expand the science and technology playground for young intellectuals, Deputy Director of the Vietnam Fund for Supporting Technical Innovation (VIFOTEC), Ms. Ha Hoang Yen, said that over the years, the Fund has organized thousands of awards, competitions, and creative science competitions. These movements not only help discover talents but also create motivation to compete in research and contribute to the country. However, to improve quality, Ms. Yen recommended that localities and sectors need to improve guidance, assessment and communication so that the movement can truly become a "science festival" for the whole people.

At the workshop, many opinions agreed that it is time for us to take drastic and synchronous actions, from the central to the grassroots level, from policy institutions to practical activities. Attracting and promoting young intellectuals is not just a slogan, but a national development strategy.
