Nhu Xuan district is located in the southwest of Thanh Hoa province, about 60km from Thanh Hoa city center; natural area of ​​over 721.7km2, with 1 town and 15 communes; population in 2023 of the district is over 72 thousand people, with 4 ethnic groups: Thai, Kinh, Tho, Muong living together. It is a land with a long history, unique culture, rich in patriotic and revolutionary traditions; The people of all ethnic groups in Nhu Xuan district have a spirit of solidarity, attachment, resilience, and bravery in combat; diligence and creativity in labor production, construction and development of the homeland and country.

On August 25, 1949, at the An Toan Khu barracks in Dong Ot village, Yen Cat commune (now Hoa Quy commune), the Nhu Xuan district Party Committee was established, marking a historical milestone and an important turning point in the district's revolutionary movement. After 75 years of construction and development, with 23 congresses, the district Party Committee has proposed policies and resolutions to lead the revolutionary movement in accordance with local realities.

During the resistance war, with its important strategic position, Nhu Xuan district, together with other localities, became a solid rear base for the frontline. The people of Nhu Xuan contributed thousands of tons of food and provisions for combat; mobilized thousands of laborers to cross mountains and forests to transport food, weapons and ammunition for the campaigns. Thousands of outstanding young men from the homeland joined the army; many of them fell or sacrificed part of their blood for the independence and freedom of the Fatherland. In recognition of these great contributions, the Party and the State conferred the title of Hero of the Armed Forces on 3 communes and 2 individuals; 37 mothers were conferred and posthumously conferred the title of Heroic Vietnamese Mother.

During the years of implementing the renovation process, especially since the separation of the district (in 1996), the Party Committee, government and people of Nhu Xuan district have closely followed the leadership and direction of the province, promoted potentials and advantages, focused on overcoming difficulties and challenges, successfully implemented the congress resolutions through the terms and achieved many important results in all fields. The growth rate of production value has always been high compared to the districts in mountainous areas; the economic structure has shifted positively, up to now the proportion of industry, handicrafts and trade and services accounts for more than 70%. Agricultural production has gradually shifted from self-sufficient production methods, exploiting nature to applying scientific and technological advances, improving productivity, quality and efficiency associated with processing and producing export goods. Industrial production and construction have received attention for development; Many factories and production facilities have been established in the area, creating jobs and stable income for thousands of local workers. The infrastructure system has been invested in and upgraded, especially rural transport, irrigation, electricity, schools, medical stations, cultural houses, etc., contributing significantly to improving the appearance of mountainous rural areas. The New Rural Program has been focused on and directed with many creative and effective methods; up to now, the entire district has achieved an average of 15 criteria/commune, with 5 communes and 54 villages meeting the New Rural standards, 3 villages meeting the exemplary New Rural standards, 1 commune meeting the advanced New Rural standards; 20 products have been recognized as meeting the 3-star OCOP standards, leading the mountainous districts.

Culture and society have many progressive changes, every year over 81% of families are recognized as cultural families and villages and neighborhoods achieve cultural titles; the quality of education is constantly improved, key education remains stable in the group of 5 leading districts in mountainous districts. Health care and the quality of health care for the people are given attention, 100% of communes and towns have met the National Criteria for Health. Poverty reduction work is focused on, directed and implemented drastically, synchronously and effectively; in 2018, Nhu Xuan district was approved by the Prime Minister to be removed from the list of poor districts. National defense and security are maintained, social order and safety are ensured; mass movements to participate in protecting national security, national programs on crime prevention and control are promoted, contributing to maintaining political stability from the grassroots, creating a favorable environment for socio-economic development.

The work of building the Party and the political system has been constantly consolidated and enhanced; the leadership capacity and fighting strength of the Party Committee have been increasingly improved. The work of developing Party members has been focused on both quantity and quality; from 5 Party cells with 40 Party members in the early days of its establishment, up to now, the District Party Committee has had 35 Party cells and Party cells directly under the District Party Committee, 272 Party cells directly under the grassroots Party Committee with over 4,630 Party members; the qualifications of the contingent of cadres and Party members have been significantly improved in terms of expertise, profession, political theory, and working capacity to meet the requirements of tasks in the new situation.

With the achievements and results, many collectives and individuals of the district have been awarded many noble titles, medals, and certificates of merit of all kinds by the Party, the State, all levels and sectors. In particular, in 2014, the people and officials of Nhu Xuan district were awarded the First Class Labor Medal by the President. This is a source of pride, a great source of encouragement and motivation for the Party Committee and the people of all ethnic groups in the district to continue to strive forward in the new period.

To realize the goals set out in the Resolution of the 23rd District Party Congress, striving to make Nhu Xuan one of the leading districts in the mountainous region of the province by 2025; in the coming time, the District Party Committee will continue to promote the revolutionary tradition and achievements over the past 75 years, maintain solidarity, further promote the spirit of innovation, creativity, determination, and drasticness, focusing on implementing the following key goals and tasks:

Firstly, creatively and flexibly apply the Party's guidelines and policies, the mechanisms and policies of the Central and the province; seize new opportunities and chances; mobilize maximum resources and effectively promote the potential and advantages of the locality, promote the district's economy to develop rapidly and sustainably in association with shifting the economic structure and labor structure towards enhancing the value and competitiveness of the district's key industries, fields and products. Focus on leading, directing, and organizing the effective implementation of 3 key programs and 2 breakthroughs according to the Resolution of the 23rd District Party Congress.

Second, strongly improve the business investment environment, create new attractiveness to promote investment attraction, mobilize and effectively use resources for development investment; prioritize investment resources to complete socio-economic infrastructure and build new rural areas. Call for and attract enterprises to invest in industrial clusters, large-scale agricultural production fields, apply high technology associated with preservation, processing, and consumption of agricultural products to form a value chain. Promote industrial and tourism development associated with promoting the advantages of Ho Chi Minh road, Bai Tranh cross-road connecting to Nghi Son port.

Third, continue to lead and direct the implementation of national target programs on new rural construction, poverty reduction and socio-economic development in ethnic minority and mountainous areas, focusing on promoting production development, improving people's income and living standards. Promote socialization, integrate resources, especially resources from the people to build new rural areas in the direction of "green - harmony - identity"; strive to have 7 communes and 66/112 villages in the district meeting new rural standards by 2025.

Fourth, regularly care for and improve the quality of cultural and social activities; focus on improving the quality of education and training and the quality of human resources. Strengthen the work of preserving and developing the cultural values ​​of the nation, historical and cultural relics, and tourist attractions. Implement well the social security policy, promote sustainable poverty reduction, and effectively resolve social issues; maintain national defense and security, ensure political stability and social order and safety, and create a favorable environment for socio-economic development.

Fifth, focus on building a strong Party organization and political system that is equal to the requirements of the task. Continue to seriously and effectively lead the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 on continuing to implement Directive No. 05-CT/TW of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, in conjunction with seriously implementing Resolution No. 4 of the 11th and 12th Central Committees. Improve the effectiveness and efficiency of government management and administration; further promote the role of the Vietnam Fatherland Front and socio-political organizations in implementing patriotic emulation movements; strengthen the work of preventing and combating corruption, waste and negativity; repel the degradation of political ideology, morality and lifestyle of "self-evolution" and "self-transformation"; maintain close and intimate ties between the Party, government and the People.
