Developing production criteria in communes that have just reached the model new rural area finish line

In late 2023 and early 2024, nearly a dozen communes in the province were recognized as meeting new rural model standards (NTMKM). In these localities, in addition to developing a fairly comprehensive infrastructure system, there are also many typical economic models, contributing significantly to increasing people's income.

Although it is a mountainous locality, the NTMKM commune of Hai Long (Nhu Thanh) has promoted its potential and advantages to develop its economy in accordance with practical conditions, creating a favorable corridor for industry, small-scale industry, and construction. The large area of hills and forests has become a great advantage for the commune to develop its economy. In Hai Tan village, Mr. Nguyen Phu Trinh's family has turned his hill garden into a typical economic model. With a total area of 4.55 hectares, his family has reserved 1.6 hectares of low land at the foot of the hill to dig a pond system to raise fish, and at the same time store water for irrigation of crops. Catfish, sea bass, and grass carp have brought in hundreds of millions of VND in revenue each year. The Dien grapefruit and green-skin grapefruit gardens planted before 2017 in an organic direction have been harvested, meeting VietGAP standards. Other areas are planted with star apple, Thai jackfruit, coconut... Notably, the entire grapefruit growing area is nearly 2 hectares wide on high ground but has a modern automatic irrigation system to each tree, helping to increase crop productivity. According to the model owner's calculations, in 2023, the family's total income reached about 1 billion VND, of which fruit trees reached 600 million VND. This comprehensive economic model currently also creates jobs for 10 local workers.

In cultivation, the commune considers it a key task, so it strongly shifts the crop structure, puts high-value commercial crops into production, and carries out agricultural restructuring; continues to mobilize people to accumulate land for large-scale production. People also promote synchronous mechanization in production, helping to increase the coefficient of land use for rice and specialized crops. Local agricultural service cooperatives also strengthen links and joint ventures with companies and enterprises that consume products for the people. The development of industry, small-scale industry, services, and rural occupations has received attention, so up to now, the commune has 17 limited liability companies and 193 individual business households operating effectively, attracting hundreds of workers to participate.

From developing the criteria of effective production, in 2020, the total income of the commune reached nearly 305.2 billion VND, bringing the average income per capita to 48.6 million VND/person/year. From 2023, Hai Long entered the construction of a new-style rural commune, the commune continued to focus on directing the economic restructuring, encouraging the development and expansion of business activities in a number of service and trade sectors, actively supporting and creating favorable conditions for enterprises and individual households to access the State's support policies to promote the development of more production, business and service establishments. The latest synthesis from the People's Committee of the commune, in 2023, the total income of the commune reached more than 382.5 billion VND, the average income per capita reached 64.23 million VND/person.

Hoa Loc Commune (Hau Loc) has also recently been recognized as meeting the NTMKM standards with a developed production compared to many communes in the region. Agricultural production has become a strength, with the Party Committee - People's Committee of the commune focusing on leadership and direction in the spirit of Resolution 16-NQ/TU dated April 20, 2015 of the Provincial Party Committee on restructuring the agricultural sector to 2020 with a vision to 2025 towards improving productivity, quality, efficiency, competitiveness and sustainable development. Accordingly, the commune mobilizes people to change crop structure, directs intensive production to increase crop productivity, and increase people's income. The commune has planned a safe vegetable growing area in the direction of VietGAP with an area of 2 hectares in Hoa Trung village; arranged a concentrated chili growing area for export with registered area codes and barcodes with an area of up to 6.9 hectares in Hoa Trung, and at the same time applied scientific and technological advances in production; Developing forms of cooperation and production linkage in production, processing and consumption of products. In the roadmap for new rural development, the internal traffic and irrigation systems have been completed, helping farmers to bring synchronous mechanization into production. Hoa Loc Agricultural Service Cooperative has performed well in service stages such as field protection, irrigation, etc., especially as a bridge linking production between farmers and enterprises to ensure output for agricultural products. The commune has a 3-star OCOP product, Hao Lien pork roll, developing a stable market in the region. Up to now, the average income per capita of the commune has reached more than 71 million VND/person/year and is increasing rapidly.

There are many localities with a series of effective production models and movements. Ha Son commune (Ha Trung) strongly develops snail and soft-shell turtle farming. Minh Tan commune (Vinh Loc) becomes a typical example of industrial development by attracting garment factories and stone processing industries. Tho Vuc commune (Trieu Son) develops a combination of high-tech agriculture with trade and services. Quang Trung commune (Quang Xuong) takes aquaculture and trade and services as the main economic development directions... According to the Office of the Coordination of the New Rural Development Program of Thanh Hoa province, in communes that have recently met the New Rural Development standards, the average income per capita is quite high, at around 70 million VND/person/year.
