In Ho Chi Minh City, in recent times, the development of healthcare in the direction of specialization, mastering modern medical techniques, and approaching the world's advanced level has been identified by the locality as a strategic direction.

This work is associated with the goal of improving the quality of health care services for people and affirming the international position of the Vietnamese health sector.

According to the Ho Chi Minh City Department of Health, leading hospitals have mastered complex specialized techniques in key specialties such as obstetrics and gynecology, surgery, pediatrics, oncology, etc. A recent example is the urethral reconstruction surgery for an American patient at Binh Dan Hospital in May 2025. The successful surgery helped the patient end 15 years of living with inconvenience in daily life caused by urethral stricture.

Dr. Do Lenh Hung, Head of the Department of Urethral Plastic Surgery, Binh Dan Hospital, who directly performed the surgery, said: “We operated on this patient for two hours. After three weeks, the patient returned for a follow-up visit and his urination function had completely recovered. Before this American patient, the hospital had successfully operated on many more complicated cases of urethral stricture.”

From 2023 to present, Binh Dan Hospital has received more than 1,000 international patients for examination and treatment, marking a remarkable step forward in specialized medical techniques in the field of urology. Not only mastering modern technology, the team of doctors here also regularly participates in transferring achievements in robotic endoscopic surgery to hospitals at home and abroad.

In the field of obstetrics and gynecology, Tu Du Hospital and Children's Hospital 1 have successfully coordinated to perform a fetal heart intervention for a Singaporean pregnant woman, marking an outstanding achievement of Vietnamese medicine. The pregnant woman was only 25 weeks pregnant, the fetus weighed less than 600g, but had a rare congenital malformation, and was referred to Vietnam for treatment by Singaporean medical experts. According to leading doctors, this is the most complicated surgery ever. The surgery lasted 6 hours with two interventions, and after being successful, it caused a stir in the international medical community and received praise and appreciation from the leaders of the Ministry of Health .

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed: "We not only have good doctors but also master modern technology. This success does not come naturally, it is the result of the preparation process and the tireless efforts of the health sector from training human resources to investing in equipment and international cooperation."

Developing specialized healthcare is the key direction of the healthcare sector, clearly defined in Resolution No. 31-NQ/TW dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045. In particular, it is determined to focus on a number of tasks such as:

Investing in developing synchronous infrastructure, building modern hospitals, expanding medical services according to the specialized cluster model; developing high-quality medical human resources, standardizing training, developing key medical sectors; strongly applying digital transformation and smart healthcare, etc. On this basis, the Ho Chi Minh City People's Committee has issued the Project "Developing the Ho Chi Minh City healthcare system to become the ASEAN regional healthcare center from now to 2030 and the following years". The project is expected to bring economic and social efficiency, contributing to improving the health, stature, longevity and quality of life of the people; specialized medical centers have conditions to develop medical tourism, attracting people from other countries to come for healthcare and treatment.

Along with the success of mastering many specialized techniques, hospitals in Ho Chi Minh City focus on improving the quality of care and service for patients according to international standards and certifications. In 2024, Hung Vuong Hospital will be the first public medical facility in the city to achieve the international quality certification ACHS (Australian Council on Healthcare Standards) of Australia. According to Ms. Dien Ngoc Trang, Head of Quality Management Department of Hung Vuong Hospital, to achieve this standard, it is necessary to substantially improve daily professional work. “First, we conduct a self-assessment and comparison, clearly identifying which criteria have been met and which have not been met in order to take specific actions. Then, we establish specialized monitoring teams to monitor the progress of application at each job position, helping to confirm that the standards are not only on paper but also present in practice,” Ms. Trang shared.

The Ho Chi Minh City Department of Health considers the organization of annual rankings and classifications of the quality of all hospitals in the area to be an important measure for each medical facility to recognize and self-calibrate. All are aimed at the sole goal of improving the quality and efficiency of health care services for the people. “The assessment of the quality of hospitals creates very positive energy, contributing to improving the satisfaction index of people with the health sector. Moreover, each high-quality hospital such as Binh Dan Hospital, Nhan Dan Gia Dinh Hospital, Nhi Dong 1 Hospital, Hung Vuong Hospital, etc. also shows the effectiveness of the city's public investment policy for the infrastructure of the health sector from 2020 to present", Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City Fatherland Front Committee Nguyen Phuoc Loc acknowledged.

With a population of about 14 million people, Ho Chi Minh City is a megacity with a huge, diverse and specialized healthcare demand, requiring the health sector to constantly innovate, improve professional quality and the capacity to apply high technology in diagnosis and treatment. Deeply aware of that, the city's health sector is actively concretizing goals and solutions in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. This is the guideline for Ho Chi Minh City's health sector to take solid steps, creating a breakthrough foundation in the development of specialized, modern medicine and international integration.
