Continuing the program of the 19th session of the 11th Provincial People's Council, on the morning of December 7, a direct question and answer session took place. Chairman of the Provincial People's Council Nguyen Hoai Anh and Vice Chairmen of the Provincial People's Council chaired the question and answer session. Accordingly, the content of the questions and answers went straight to the core and key issues that the Provincial People's Council delegates were interested in.

Complaint resolution is still slow.

At the beginning of the questioning session, Chief Inspector of the province Tran Van Hai answered the limited content of identifying and classifying petitions incorrectly, leading to the application of procedures and processes for handling cases that are not in accordance with legal regulations; some cases were resolved beyond the prescribed time limit but did not or did not request an extension as prescribed.

According to Mr. Hai, the reason is that citizens send petitions with many contents, including complaints, denunciations, recommendations and reflections, so the civil servants assigned to handle the petitions are somewhat confused, and their advice on handling them is not in accordance with regulations... Questioning to supplement this content, delegate Huynh Thi Hoa (La Gi unit) raised the issue: The rate of petitions that are not classified accurately and cases that are resolved beyond the prescribed time limit but have not or have not requested an extension according to regulations is very low. With such a small limitation, why are there no efforts to overcome it and will this situation continue in the future?

The Provincial Inspectorate Chief said that in the coming time, the Provincial Inspectorate will pay attention, remind, and request departments, branches, and localities to overcome the situation of inaccurate classification of petitions and focus on advising on resolving complaints and denunciations within the time limit.

Delegate Nguyen Van Tam (Ham Thuan Nam unit) asked the Provincial Inspectorate to clarify the responsibilities of the leaders regarding the above shortcomings and limitations. In response to this question, Mr. Hai said that in 2023, the inspection pointed out the mistakes of the leaders, especially at the commune and district levels, and made recommendations to remedy this situation. However, the correction was slow, the Provincial Inspectorate will continue to rectify it to avoid recurrence.

Delegate Nguyen Phu Hoang (Tuy Phong unit) raised the issue: Due to the rotation of positions of civil servants who have been trained in professional skills in receiving people and handling petitions, they are transferred to other positions, so when approaching new tasks, new officials are not guaranteed. So who is responsible for this?

The Provincial Inspectorate identified that this responsibility belongs to the Chairman of the People's Committee at the commune and district levels, first of all the District Inspectorate. At the same time, he added that it is currently difficult to ensure this for the inspection team without high determination.

Improve the quality of verification and investigation of cases and incidents.

Next, Director of the Provincial Police Department Le Quang Nhan responded to the content related to the initial verification of criminal reports and denunciations by the prosecution agencies, which was prolonged and slow to process the information source, affecting the process of collecting documents, evidence and concluding the case.

Many sources of information about crimes are not directly verified by district police but are assigned to commune police to verify and clarify the criminal acts before being transferred to district police for handling and resolution.

Provincial People's Council delegates asked the Provincial Police to inform them about the quality of handling crime reports and denunciations and the quality of investigations in the province in the past time. What are the solutions to improve the quality of handling crime reports and denunciations and the quality of investigations in the coming time?

Responding to questions on this content, the Director of the Provincial Police Department said that in 2023, the Provincial Police Investigation Agency received and resolved 2,988 reports, an increase of 742 reports compared to 2022. Of which, 2,633 new reports were received, 187 old reports were transferred, and 168 reports were restored. The results of the resolution of 2,726 reports, reaching a rate of 91.23%. The number of denunciations and reports of crimes being resolved is 262...

Currently, the coordination between the investigation agency and the appraisal and valuation agency is not smooth and tight. The appraisal and valuation agency is slow to respond to the results, so many cases have been temporarily suspended pending the conclusion of the appraisal and valuation for many years without results, leading to temporary suspension. This is also one of the main reasons why the verification and investigation of reports and cases is prolonged and has certain limitations.

Delegate Hoang Thanh Liem - Deputy Head of the Provincial People's Council's Legal Committee agreed with the question and answer of the Provincial Police Director with the content of the answer being completely accurate and appropriate. The Provincial Police leader added that currently, there is a shortage of investigators in most of the provincial and district-level police investigation agencies, creating great pressure on investigators in performing their duties. It is forecasted that in the coming time, the activities of all types of crimes and law violations will become increasingly sophisticated, complicated, and increasingly serious, thoroughly exploiting technology to commit crimes, causing difficulties in the fight and resolution of crimes. Therefore, to overcome these difficulties and limitations, the Provincial Police will focus on directing key solutions to improve the quality of verification and investigation of cases. Maintain the meeting regime of the Criminal Police Force and the same-level inter-judicial sector to direct and coordinate effective implementation, in accordance with legal regulations and promptly resolve difficult and problematic issues, cases, and incidents... At the same time, affirm that in the coming time, the Provincial Police will strengthen training, fostering, assigning and assigning specific tasks... Currently, the Provincial Police have arranged 32 investigators at the commune-level police, according to the roadmap of the Ministry of Public Security , by May 2024, each commune will have at least 1 investigator...

Through the results of the question and answer session, Chairman of the Provincial People's Council Nguyen Hoai Anh requested the Provincial People's Committee and heads of relevant departments and branches, after this session, to focus on directing and organizing the drastic and synchronous implementation of solutions to achieve results in all the contents that were answered directly and in writing at this session, especially the conclusions of the chair on each issue that was answered directly in the working session on December 7.

Propose that the Committees, Delegation Groups and Provincial People's Council delegates, according to their duties and powers, actively monitor and supervise the implementation of the contents of the answers to questions of the Provincial People's Committee and related departments and branches. At the regular meeting in mid-2024, the Provincial People's Committee shall report in writing to the Provincial People's Council on the results of the implementation of the contents answered at this meeting so that the Provincial People's Council can continue to consider and supervise according to the law.
