Reporting to the working delegation, Secretary of the Commune Party Committee Pham Thi Thuy Hang said that Phuoc Thanh Commune was established on the basis of merging three communes: Phuoc Trach, Hiep Thanh and Phuoc Thanh. After the merger, the commune has a natural area of 70.89 km2 with a population of 44,113 people.
The commune Party Committee currently has 35 organizations and 889 party members. The Party Committee Standing Committee has 11/11 members, and the Party Executive Committee has 21/33 members.
Secretary of Phuoc Thanh Commune Party Committee Pham Thi Thuy Hang reported at the meeting.Immediately after operating the two-level local government, Phuoc Thanh commune proactively completed the apparatus and personnel, arranged the staff, civil servants, and public employees according to the plan and job positions; arranged the headquarters, facilities, and technological equipment to ensure working conditions.
Up to now, the operation of the apparatus in the commune has been stable, cadres, civil servants and public employees are assured in their work, serving the people and businesses well.
From July 1st to now, the Commune Public Administration Service Center has received 634 applications, of which 155 have been processed, and 479 applications are being processed within the deadline.
After more than 3 weeks of implementation, in general, the ideological situation of cadres and party members has basically stabilized; gradually adapted and met the requirements and assigned tasks; people always support and trust the policies of the Party and State.
Regarding the preparation for the Commune Party Congress, the Commune Party Committee focused on drafting documents, completing the draft political report, and preparing conditions to organize the first Commune Party Congress for the 2025-2030 term. The expected time to hold the Congress is August 18 and 19, 2025, with 200 official delegates.
Standing Deputy Secretary of the Party Committee of Phuoc Thanh Commune Do Minh Tam reported on the operation of the two-level government after the merger.
Deputy Secretary of the Party Committee of Phuoc Thanh Commune , Do Minh Tam, pointed out some difficulties in the process of operating the two-level government. Among them is the shortage of personnel after more than 20 days of implementation, the commune has 8 cadres and civil servants submitting resignations. The Public Administration Service Center is reusing facilities from the One-Stop-Shop Department of the old commune, which does not ensure conditions to serve people from many communes at the same time.
In addition, the equipment is not complete and synchronous, lacking modern service equipment such as: number taking machines, electronic assessment systems, surveillance cameras, etc. while the workload is large, the coordination mechanism and division of responsibilities are still lacking in specificity.
The transition to using a one-stop software system, a document management and administration software system; and a document monitoring and administration system of the Party initially encountered difficulties in performing operations on the software, thereby affecting the work of cadres and civil servants.
Phuoc Thanh Commune recommends that the province soon issue specific instructions on decentralization of cadre management and implementation of cadre work procedures (temporarily); consider and arrange to increase cadres and civil servants for the commune to ensure the assigned payroll in the Party and State sectors; at the same time, pay attention to directing the Land Fund Development Center of Region IV to speed up the progress of compensation payment for Component Project 4: Ho Chi Minh City - Moc Bai Expressway according to the plan assigned by the province (must be completed by July 31, 2025); increase human resources to perform the task.

At the working session, the delegation had many comments for the Party Committee of Phuoc Thanh commune on the organization and drafting of documents for the Party Congress of the commune, such as: adding indicators suitable to actual conditions; planning connecting traffic routes; developing high-tech agriculture, focusing on developing aquatic resources, irrigation canal systems; especially the content of the document needs to be concise, focusing on evaluating the results of implementing tasks in the past term, specific orientations for the next term, etc.
Director of the Department of Agriculture and Environment Vo Minh Thanh commented on the draft documents of the congress of the Party Committee of Phuoc Thanh commune.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province Nguyen Thanh Hai highly appreciated the proactiveness and sense of responsibility of Phuoc Thanh commune in the preparation and operation of the two-level local government apparatus.

He suggested that the content should be edited to be concise and succinct but with full elements, not too theoretical, but to state aspirations, orientations, choose breakthroughs, and promote the strengths and potentials of the locality. Only then can the picture of the new commune after the merger be clear. At the same time, it is necessary to identify innovation and shape local planning in a suitable direction (industrial - urban; high-tech agriculture) to promote growth and create breakthroughs in socio-economic development./.
