At the program, officers and soldiers of the Fire Fighting and Rescue Team of Region 12 under the Fire Prevention and Rescue Department, Ho Chi Minh City Police Department disseminated new and outstanding points of the Law on Fire Prevention, Fire Fighting and Rescue, which was passed at the 8th session of the 15th National Assembly - officially effective from July 1, 2025. At the same time, traders were also disseminated basic knowledge about fire prevention and rescue, identifying the causes of fires and explosions and preventive measures.

During the working session, officers and soldiers directly instructed on the skills of using fire extinguishers, how to handle fires and how to safely escape in environments with toxic smoke. The traders were able to practice handling hypothetical situations, thereby training their reflexes and improving their spirit of proactive risk prevention.
On this occasion, traders at Hiep Thanh market were also instructed on how to install and use the Help 114 application. This is one of the applications developed by the Ho Chi Minh City Police. Thereby, it helps people report fires, incidents and transmit image and video data to the 114 Command Center quickly, accurately and most effectively.
Hiep Thanh market traders attend fire prevention propaganda session
Mr. Nguyen Van Tung, Party Cell Secretary and Head of Hiep Thanh Market Management Board, shared that the Market Management Board regularly organizes training sessions to help traders grasp and understand fire prevention and fighting skills as well as escape routes at the market. The Market Management Board will establish a more professional fire prevention and fighting team in the near future.
“Currently, the Hiep Thanh market fire prevention team consists of 14 people. Among them are traders and security guards, present 24/7 at the market so that if there is an incident, it will be handled immediately. Traders are not allowed to burn votive paper, light incense to worship... If they violate the regulations, they will be strictly handled,” Mr. Nguyen Van Tung shared.
Small traders are instructed to practice using fire extinguishers to extinguish simulated fires.
Ms. Nguyen Thi Minh Hoang (born in 1964), a long-time fabric stall owner at Hiep Thanh market, shared that she has participated in many fire prevention and fighting propaganda sessions and has now mastered the basic skills to handle incidents when they occur.
“Fire prevention and fighting is the common responsibility of each person and each business household. My stall has also been equipped with mini fire extinguishers and other necessary equipment because the market is crowded and the goods are easily flammable. Through today's propaganda session, I find it extremely meaningful and practical, helping people grasp the new points of the Fire Prevention and Fighting and Rescue Law that will take effect from July 1 and the tasks to promptly respond,” said Ms. Nguyen Thi Minh Hoang.
Officers and soldiers disseminate the Law on Fire Prevention and Fighting and Rescue, and situation handling skills to small traders.
Through the program, traders have become more aware of the role and responsibility of individuals in fire prevention and fighting - rescue work; understand and apply well the features and operations of on-site fire fighting equipment; at the same time promote the spirit of initiative, ready to respond to any emergency situation that may occur.
On November 29, 2024, at the 8th Session, the 15th National Assembly passed the Law on Fire Prevention, Fire Fighting and Rescue (Law No. 55/2024/QH15).
On May 15, 2025, the Government issued Decree No. 105/2025/ND-CP detailing a number of articles and measures to implement the Law on Fire Prevention and Fighting and Search and Rescue; Decree No. 106/2025/ND-CP stipulating administrative sanctions for violations in the field of fire prevention and fighting and search and rescue. On the same day, the Ministry of Public Security issued Circular No. 36/2025/TT-BCA detailing a number of articles of the Law on Fire Prevention and Fighting and Search and Rescue; Decree No. 105/2025/ND-CP and Circular No. 37/2025/TT-BCA stipulating the tasks of fire prevention and fighting and search and rescue of the People's Public Security Force; Circular No. 38/2025/TT-BCA stipulating the implementation of democracy in fire prevention and fighting and search and rescue of the People's Public Security Force.
Accordingly, the Law on Fire Prevention and Fighting and Rescue together with the Decrees and Circulars guiding the implementation of the Law will take effect from July 1, 2025.
