On January 18th, the Ministry of Public Security announced that the Police Investigation Agency had initiated criminal proceedings and temporarily detained Mr. Pham Tan Kien, Mr. Nguyen Tran Long (Director of ALA Company), and Mr. Pham Van Vinh (Director of Toan Hung Thinh Company) for violating regulations on bidding, causing serious consequences.

According to the Ministry of Public Security, these decisions are the result of an expanded investigation into the case of violations of bidding regulations causing serious consequences; abuse of position and power while performing official duties occurring at the Ho Chi Minh City High-Tech Park Research and Development Center; TST Technical Services Trading Company Limited, the Ho Chi Minh City Department of Planning and Investment and related units.
The investigating agency determined that the three defendants colluded with the investor, the bidding consultancy contractor, the tender document appraisal consultant, the contractor selection results appraisal consultant, and the equipment supplier contractor for the Project on Laboratory Equipment System for Conservation, Breeding, and Development of Mushroom Varieties for Agricultural Production and Environmental Treatment in Ho Chi Minh City, violating the regulations of the Bidding Law and causing exceptionally serious damage to state assets.
The Ministry of Public Security is continuing to thoroughly investigate and expand the case, applying measures prescribed by law to recover assets for the State.
