Representing Ho Chi Minh City were: Deputy Secretary of the City Party Committee and Chairwoman of the City People's Council Nguyen Thi Le; leaders of the City People's Committee; and representatives from various departments and agencies.

According to a report by the Ho Chi Minh City People's Committee, during the period 2021-2024, based on the Resolutions and Conclusions of the Central Government, the city issued 18 documents, including Programs, Projects, and Plans, to guide and implement policies and laws on the development and utilization of human resources to meet the requirements of socio-economic development, especially high-quality human resources, in order to achieve the goals and development orientations in each period, in accordance with the local reality.
The implementation of policies to attract experts, scientists, and exceptionally talented individuals, as well as the recruitment of outstanding graduates and young scientific staff, has received consistent attention and guidance from the City Party Committee and the City People's Council, ensuring the effective implementation of specific mechanisms and policies in accordance with Resolution No. 98/2023/QH15 of the National Assembly and Project No. 01-DA/TU of the Standing Committee of the City Party Committee, particularly creating a new phase of development in attracting high-quality human resources for the city.

Policies to attract and recruit high-quality human resources are gradually proving effective, contributing to attracting and retaining talented officials and civil servants who continue to contribute their intellect to the city. At the same time, they strengthen trust and create motivation for this workforce to work with peace of mind, generating enthusiasm and confidence from intellectuals and scholars both domestically and internationally.

Regarding the overall plan for training internationally qualified human resources, the implementation of the overall plan's tasks has always received close attention from the City government and Party committees at all levels; the enthusiastic coordination, support, and advice from the City Council of Rectors, the Vietnam National University Ho Chi Minh City, and higher education institutions that are the lead units of the component plans, especially some members of the Steering Committee and the Working Group of the overall plan, have actively fulfilled their assigned roles and responsibilities.
In implementing human resource development policies, Ho Chi Minh City still faces some difficulties and obstacles due to certain legal regulations being vague and lacking detailed guidance, leading to confusion in practical application at the local level. The capacity of some teachers and the quality of training at some educational institutions do not meet the requirements of the labor market and the needs of society; the linkage between training institutions and businesses is not yet strong.

Speaking at the working session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that this is a difficult and broad-ranging oversight topic, requiring a process of learning from experience and reaching a consensus on many issues; it is also a topic of great interest to the National Assembly, the Speaker of the National Assembly, and the voters.

For Ho Chi Minh City – the place where laws are directly applied, implemented, and also where policies and laws are verified – the results of monitoring in the city will provide the most accurate data on the development and utilization of human resources to meet the requirements of socio-economic development, especially high-quality human resources, the Vice Chairman of the National Assembly emphasized.
The Vice Chairman of the National Assembly stated that, in the coming period, Ho Chi Minh City must not only maintain its position as the leading economic, cultural, educational, and scientific and technological center of the country, but also has the mission and vision to develop into a regional and international financial center.

To further build upon existing achievements and improve the quality and effectiveness of human resource development and utilization in accordance with the Party's policy of "mobilizing all resources for development," the Vice Chairman of the National Assembly suggested that Ho Chi Minh City should accelerate educational reform; effectively implement policies, projects, and plans to improve the quality of education, training, and human resource development, especially high-quality human resources, to best serve the city's development goals and plans; effectively implement solutions to innovate training programs, enhance practical training, and develop soft skills for students; and develop global skills training programs.

Simultaneously, improve the quality of vocational training, especially in key industries; focus on developing and enhancing the capacity of teachers in terms of professional qualifications, foreign language skills, computer skills, and other necessary skills. Increase investment in modernizing facilities and teaching equipment; promote the application of a training model combining theory and practice at enterprises; concentrate investment on a number of key educational institutions and key industries to meet local human resource needs.

The Vice Chairman of the National Assembly also suggested that the city continue to promote the socialization of education; accelerate digital transformation and build digital infrastructure in education and human resource management; improve the effectiveness of career guidance and vocational training for high school students; invest in building a comprehensive, modern, and effective labor market information system; and improve the quality of management and analysis, forecasting of labor market trends.
In addition, Ho Chi Minh City needs to strengthen the links between training institutions and businesses; pay attention to implementing and evaluating the "Shared University" model to optimize resources and improve the effectiveness of higher education; have more practical policies to attract and retain talented people; encourage and attract talent from abroad, especially highly qualified Vietnamese people living overseas.
