According to the Department of Finance of Can Tho City, after merging with the Departments of Finance of Hau Giang Province (old) and Soc Trang Province (old), the Department of Finance of Can Tho City currently has 8 departments and 3 public service units under the Department, with 192 civil servants, 25 public employees and 15 labor contracts. Up to this point, the Department of Finance has basically arranged personnel, assigned tasks to the Board of Directors and functions and tasks of departments and public service units, ensuring continuous operations, creating a focal point for managing the fields of finance - budget, planning - investment.
Regarding the implementation of tasks after the merger, the Department of Finance has issued documents guiding financial and accounting operations and completed the issuance of budget relationship codes so that new communes and wards are qualified to carry out tasks; at the same time, it has advised on the concretization and implementation of the National Assembly's Resolutions, aiming to achieve the city's economic growth target of 9% or more in 2025... Regarding the handling of housing and land facilities, the Department has reviewed all 4,168 headquarters and public service facilities under the management of the Department and has determined the usage plan after the administrative unit arrangement. Regarding public investment, after the merger, the city currently has a total adjusted public investment capital increased from more than VND 27,682 billion to over VND 29,244 billion and up to now, the Department of Finance has made detailed allocations of over VND 27,475 billion, reaching over 93.9% of the plan...
At the meeting, the leaders of the Department of Finance of Can Tho City informed about some of the obstacles of the Department of Finance in integrating and unifying processes, operations as well as synchronizing facilities, technical infrastructure, etc.; at the same time, proposed the City People's Committee to consider and give policies on supporting civil servants working at the City Public Administration Service Center; have policies to support staff transferred from Hau Giang province (old) and Soc Trang province (old) to Can Tho after the merger. In particular, in order for the city to achieve the economic growth target of 9% in 2025, the Department of Finance proposed that the City People's Committee focus on drastic direction to remove "bottlenecks" in site clearance, capital plan management and investment procedures for disbursement of public investment capital, etc. for projects being implemented in the city.
Speaking at the meeting, Mr. Vuong Quoc Nam requested the Department of Finance of Can Tho City to focus on arranging, perfecting and stabilizing the operating apparatus; pay attention to assigning and arranging jobs suitable to the expertise and strengths of the staff; focus on developing draft resolutions to submit to the City People's Council at thematic meetings on reallocating the 2025 budget in accordance with the new administrative unit; at the same time, deploy the 2026 financial estimate plan; review technical norms, list of medium and long-term investment projects of the city; advise the City People's Committee on decentralizing the management of public housing and land facilities, etc.
On the same day, Mr. Vuong Quoc Nam, Vice Chairman of Can Tho City People's Committee, together with leaders of a number of relevant departments and branches of the city, had a working session with leaders of the Credit Guarantee Fund for Small and Medium Enterprises on the implementation of tasks in the past time and the direction and tasks for the remaining time of 2025.
At the meeting, the leaders of the Credit Guarantee Fund for Small and Medium Enterprises reported on the Fund's operations in 2024, the first 6 months of 2025 and the direction of operations from now until the end of 2025. The Credit Guarantee Fund for Small and Medium Enterprises also reported on a number of difficulties that the unit still encountered in credit guarantee activities, thereby proposing and recommending solutions to remove them and help create better and more favorable conditions for small and medium enterprises to access loans from lending organizations to invest and develop production and business.
Speaking at the meeting, Mr. Vuong Quoc Nam, Vice Chairman of Can Tho City People's Committee, acknowledged the recommendations and proposals and requested the Credit Guarantee Fund for Small and Medium Enterprises to coordinate with the city's departments, branches and relevant units to remove difficulties in order to promote credit guarantee activities for small and medium enterprises, helping enterprises develop, and at the same time improving the efficiency of capital use at the unit.
