The Vice Chairman of the Ho Chi Minh City People's Committee stated the reasons for the risk of falling behind in education.

Speaking at the conference, Mr. Duong Anh Duc said: "In today's era, if we do not pay attention to digital transformation, it means we are falling behind. The application of information technology (IT) in education is identified as one of the important tasks to innovate teaching methods, management, and improve the quality of educational activities."

According to Mr. Duc, the Southeast region plays a particularly important strategic role and occupies a crucial position in terms of politics , economics, culture, society, national defense, security, and foreign relations for the entire country.

Resolution 24 of the Politburo stipulates that the Southeast region must be a dynamic development area, a leading center for economy , finance, trade, services, education and training, high-quality human resource development, science and technology, innovation, and digital transformation in the country and Southeast Asia, playing an important role in linking development with other economic regions.

The Vice Chairman of the Ho Chi Minh City People's Committee emphasized that, in order to maintain its role as the leading economic hub and continue to enhance its contributions to the national economy, the Southeast region is very interested in investing in new areas. Digital transformation is one of the areas that Ho Chi Minh City, along with other provinces and cities, has been focusing on developing recently. Currently, the digital infrastructure of the education and training sector has seen significant development.

Mr. Duc added: "Achieving successful digital transformation is not easy, because digital transformation is not just a matter of technology. Technology, ultimately, is just a tool; people and awareness are the most important. Therefore, to effectively implement digital transformation in education, it is necessary to clearly understand the nature of the problem to identify the key issues and obstacles, and then focus on building the right tools and mechanisms."

At the conference, Dr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training, stated that the digital transformation process of the education sector by 2025, with a vision to 2030, includes 10 objectives:

  • Ensure that schools have adequate IT infrastructure and equipment, including computers, internet connections, and other suitable equipment to implement new teaching models.
  • Enhancing the role of management information systems through promoting data authentication between government agencies and data interoperability between systems will improve data quality and meet management and operational requirements.
  • Promoting blended learning models such as smart classrooms and interactive lectures aims to expand students' learning activities beyond the classroom.
  • Creating a shared digital learning resource repository for the entire sector helps teachers build and deploy lessons on the LMS environment more quickly and efficiently.
  • Developing digital platforms to support teaching and learning activities and mass open online courses (MOOCs) to facilitate flexible learning and widespread access, aiming to build a learning society and serve the goal of lifelong learning for the city's residents.
  • Promoting training and development helps to improve the digital awareness and skills of staff, enabling teachers and administrators to understand and use technology effectively.
  • Implementing internationally standardized IT certifications.
  • Actively collaborate with the Edtech business community to provide organizations and individuals with advanced technology solutions; attract investment capital into the education technology market.
  • Develop mechanisms and policies to support and promote the development of technology in education.
  • Regular monitoring and evaluation will be conducted to develop and implement periodic inspection and evaluation plans to ensure that the digital transformation efforts of all levels of government and organizations are effective and aligned with the overall direction.
