On July 15, the Ministry of Education and Training announced the 2025 high school graduation exam score distribution. After viewing the score distribution of each subject, Prof. Dr. Nguyen Dinh Duc, Chairman of the Council of the University of Technology (Vietnam National University, Hanoi ) said he was "very surprised".

For example, the English subject initially met with "reactions" from candidates and parents because the questions were too difficult. He thought that this year's score distribution would be much lower than last year's. However, the results surprised him because the score distribution did not fluctuate too much, there was differentiation, suitable for university admission.

Sharing the same opinion, Associate Professor Dr. Tran Dang Hung, Head of the Faculty of Information Technology - Communication, Hanoi University of Industry, said that during the analysis of the score distribution, English surprisingly had the best score distribution among the 12 subjects, with the standards expected by the test makers such as the average score of 5.38; the median score of 5.25 - showing a balanced score distribution.

“This year’s English score distribution has overcome the double peak situation – which has been happening for many years. This clearly reflects a more even distribution of students’ abilities,” said Mr. Hung.

Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training) also said that for the English subject, this year is the first year of taking the exam according to the 2018 GeneralEducation Program. The output requirements for students have changed compared to before, which is to achieve level B1 (ie level 3/6).

“Looking at the score distribution, we can see that there is no longer a “saddle-shaped” score distribution. This is a very encouraging sign. In addition, in the score distribution of the English exam, although the number of candidates has decreased, it shows that the quality of candidates taking the exam has increased,” said Professor Ha.

As the head of Viet Duc High School, Ms. Nguyen Boi Quynh, the school's principal, said that after finishing the high school graduation exam, she was very worried about the results because many students said they could not do the Math and English subjects. Even after the Ministry of Education and Training announced the official answers, some students texted her that they were sure to get a perfect score, but she "didn't dare believe it".

“When I saw the score distribution, I was very happy,” said Ms. Quynh, adding that with the Foreign Language exam like this year, schools need to change their teaching methods. They cannot just teach grammar, but need to teach all four skills of Listening - Speaking - Reading - Writing, thereby helping students use that language.

Don't take 9 and 10 points too seriously.

Regarding the difficulty level of the exam, Prof. Dr. Pham Hong Quang, Chairman of the Council of Professors of Educational Sciences , said that if the exam is too easy, the score distribution will be “uniform scores”, without classification. Thus, the trust of society, especially universities, will no longer exist.

“Therefore, I hope that in the future there will be a classification that meets the requirements. Each student, during the learning and testing process, will be able to determine their own abilities and determine their next direction, such as going to university after high school, studying while working, or entering the labor market early,” said Mr. Quang.

In addition, in the context of international integration, according to Professor Quang, both society and experts should not discuss whether the exam is "easy or difficult". Instead, it is necessary to discuss measuring and classifying the learners' abilities correctly.

“We need to evaluate students in a way that stimulates their potential, instead of evaluating them based on the same score standards. Education is to build personality, capacity and motivation for life, not just to pass an exam,” said Professor Pham Hong Quang.

At the conference, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that this year's score distribution is stable, without the "shock" that many people feared. Through that, it can be seen that high school students have changed their state quickly, adapting well to the new exam format. Teachers have also changed their teaching methods, focusing on forming students' qualities and abilities instead of just teaching knowledge according to a template.

However, the Deputy Minister also said that schools and society need to gradually abandon the mindset of only evaluating based on scores. “We should not be too concerned about scores of 9 and 10. We need to gradually abandon the mindset of evaluating scores, even though they are quantitative numbers, they are only one of the parameters, not the only measure. Education needs to evaluate the entire learning and training process,” said Mr. Thuong.

In his general assessment of this year's exam, Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that the education sector and teachers have made efforts to organize real exam supervision, real grading, and real exam questions. Therefore, the results are reliable enough for universities to use with confidence in the admission process.

Hanoi surpassed Ho Chi Minh City for the first time in 8 years in the English exam for high school graduation in 2025. In 2025, Hanoi had 7 high school graduation exam subjects in the top 10 provinces and cities with the highest scores, including English leading the country.
