DETERMINED TO COMPLETE 500kV TRANSMISSION LINE CIRCUIT 3 PROJECTS BY JUNE 2024
The 500kV line 3 circuit projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) have a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen.

After the 500kV North-South line circuit 1 was completed in 1994, and circuit 2 was completed in 2005, the 500kV line circuit 3 project is a key, urgent project, playing a particularly important role in national energy security, especially in the Northern region.
Given the importance and urgency of the 500kV line circuit 3, Prime Minister Pham Minh Chinh requested Vietnam Electricity (EVN) and the National Power Transmission Corporation (EVNNPT) to take action with the spirit of "only discussing work, not backtracking"; "overcoming the sun and overcoming the rain"; "eating and sleeping quickly"; "working in 3 shifts, 4 shifts"; "working through holidays and Tet", striving to complete the project in June 2024.

Nghe An province is currently implementing 2 projects of the 500kV line circuit 3. The Quang Trach - Quynh Luu 500kV line project has a total investment of nearly 9,821 billion VND. Of which, the line passing through Nghe An province is about 82.33 km long, including 168 pole foundation locations, located in the following areas: Nam Dan district (25.20km, 51 locations), Nghi Loc (14.30km, 29 locations), Dien Chau (22.60km, 47 locations), Yen Thanh (10.80km, 22 locations), and Quynh Luu (9.40km, 19 locations).
The Quynh Luu - Thanh Hoa 500kV transmission line project has a total investment of more than 4,079 billion VND. Of which, the route in Nghe An province is about 17.5km long, including 34 column foundation locations, located in Quynh Luu district (9.80km, 19 locations), Hoang Mai town (7.70km, 15 locations).

Regarding site clearance for the project, as of February 16, 2024, Nghe An has mobilized the handover of 163/202 column foundation locations, of which 130 locations can be implemented for construction, the remaining 33 locations have been mobilized for handover but cannot be implemented for construction due to waiting for procedures to change the purpose of forest use.
On February 19, 2024, the Provincial People's Council will hold a thematic meeting to consider and approve the conversion of forest use purposes for forest areas under its authority.
According to the plan, Nghe An will complete the handover of the entire foundation site before February 29, 2024 and the entire corridor site before March 30, 2024.

On the morning of February 17, Deputy Prime Minister Tran Hong Ha and the Government delegation directly inspected the construction site of column 345 of the 500kV Quang Trach - Quynh Luu transmission line project in Nam Thanh commune, Nam Dan district.

Recognizing the spirit of "only working, not retreating"; "overcoming the sun and overcoming the rain"; "eating quickly, sleeping urgently"; "working in 3 shifts, 4 shifts"; "working through holidays and Tet", the Deputy Prime Minister noted that the National Power Transmission Corporation, in addition to focusing on arranging the labor of the project implementation unit, needs to coordinate with local authorities to mobilize local labor to participate in simple tasks, thereby ensuring project progress and creating jobs for local people.
COMPLETE THE HIGHWAY FROM HANOI TO VINH CITY ON APRIL 30, 2024
On the same morning, Deputy Prime Minister Tran Hong Ha and the working delegation inspected the progress of the Dien Chau - Bai Vot expressway project, part of the Eastern North - South Expressway Project.

This is a highway project with a total length of 49.3km, starting at the intersection of National Highway 7 in Dien Chau district (Nghe An) and ending at the intersection with National Highway 8A in Duc Tho district (Ha Tinh). This highway is implemented under the form of public-private partnership (PPP) BOT contract with a total investment of 13,338 billion VND.
When completed, the Dien Chau - Bai Vot section is considered one of the most beautiful highways on the North - South Eastern Expressway with a system of many overpasses built such as: Xuan Duong 1 Bridge, 880m long, 22 spans; Xuan Duong 2 Bridge, 808m long, 20 spans;... but at the same time, this is also a project that is considered difficult to construct with tunnels, overpasses and about 5km of weak ground to be treated.

Present at the intersection with National Highway 46B, Deputy Prime Minister Tran Hong Ha listened to a report on the project's progress.
Accordingly, as of February 16, 2024, the output value of contractors is VND 6,157.61 billion (equivalent to nearly 72% of the project contract value).
The investor is determined to complete the project from the beginning of the route in Dien Chau to the intersection of National Highway 46B according to the project contract schedule (about 30km), to open the expressway from Hanoi to Vinh City through the connection point in Hung Tay Commune (Hung Nguyen District); expected to be completed on April 30 this year.
For the last 20km of the route, including 5km of weak soil, due to complex geology, the waiting time for subsidence will be long and will be completed after a while.

Recognizing and appreciating the progress commitment of the investor, Deputy Prime Minister Tran Hong Ha noted that the investment enterprise needs to seriously implement the Prime Minister's directive of "only discussing work, not retreating"; "overcoming the sun and overcoming the rain"; "eating and sleeping quickly"; "working in 3 shifts, 4 shifts"; "working through holidays and Tet" to implement the project on schedule, celebrating the 49th anniversary of the Liberation of the South.
“This is not a slogan but must become a motto for action, so that when the road opens, it will leave a mark on the people of Central Vietnam,” the Deputy Prime Minister emphasized.

The Deputy Prime Minister noted that ensuring project progress must go hand in hand with construction quality and safety; ensuring technical and aesthetic standards at intersections. After construction, contractors must restore the affected landscape and environment with the highest sense of responsibility.
The Deputy Prime Minister also reiterated the Prime Minister's request to study the construction of rest stops and check-in points at both ends of Than Vu tunnel to effectively exploit the landscape value when the highway is completed.
The Deputy Prime Minister also agreed in principle with the proposal to complete the left branch of Than Vu tunnel. However, the enterprise needs to mobilize more experts and engineers to analyze more aspects and the time to implement it to maximize efficiency.

Regarding the proposal to add a connecting route between the North-South expressway, Dien Chau - Bai Vot section, and the N2 crossroad in the Southeast Nghe An Economic Zone, Deputy Prime Minister Tran Hong Ha agreed in principle and requested the Ministry of Transport and Nghe An province to work specifically on this content.
This afternoon, in Ha Tinh, Deputy Prime Minister Tran Hong Ha will chair a meeting with leaders of three provinces: Nghe An, Ha Tinh, Quang Binh on the implementation of component expressway projects in the area and the 500kV Quang Trach - Quynh Luu power line project.
