Deputy Prime Minister: Urgently assess damage and overcome consequences after storm No. 3

At 10 p.m. on September 7, Deputy Prime Minister Tran Hong Ha chaired the fourth meeting of the day of the Frontline Command for Storm Prevention and Control No. 3 to direct the work of overcoming the consequences of the storm in localities.

At 2:00 a.m. on September 8, storm No. 3 will weaken into a tropical depression.

According to a report from the representative of the National Center for Hydro-Meteorological Forecasting, after the storm entered the mainland of Quang Ninh province and Hai Phong city, at 10:00 p.m. on September 7, the storm continued to move north of Hanoi city.

Late on September 7, Deputy Prime Minister Tran Hong Ha chaired the 4th meeting of the day on storm prevention and control work No. 3.

After that, the storm weakened, its shape and space reached level 9, but it will not be as strong as when it was at sea. The current storm is only equivalent to a level 6 or level 7 storm. Rain continued in Hanoi at 10pm, but the wind was not as strong as before.

The National Center for Hydro-Meteorological Forecasting expects that by 2:00 a.m. on September 8, it will announce that Storm No. 3 will weaken into a tropical depression on land.

The northern provinces are having about 200 mm of rain, but the area of Quang Ninh and Hai Phong provinces will decrease rapidly. The rain will last in the northern plains, midlands and mountainous provinces until at least the end of September 8, while the northwestern provinces (Dien Bien, Son La, Lai Chau, Hoa Binh ) may have rain until September 9.

Waves in the Quang Ninh and Hai Phong areas are generally 2-4 m high, with winds at level 7, gusting to level 8-9. By tomorrow, winds and waves will decrease to allow search and rescue operations for ships, boats, and people missing at sea.

Ministries, sectors and localities reported at the meeting of the Frontline Command for Storm Prevention and Control No. 3 on the evening of September 7.

Urgently count the damage and overcome the consequences

At the meeting, leaders of Hai Duong, Bac Giang, and Bac Ninh provinces reported on the flood situation caused by storm No. 3, storm prevention measures implemented, and some damage to trees, houses, and agricultural crops.

According to a quick report from Hanoi, storm No. 3 killed 3 people, injured 8 people; 19 houses and kiosks had their roofs blown off; 7 cars were damaged; thousands of trees were broken; 1,700 hectares of rice were flooded... Up to now, the wind has slightly decreased, and there is light rain. On the morning of September 8, forces will proceed to handle fallen trees, ensuring smooth traffic.

The Deputy Prime Minister requested that localities re-evaluate the situation, update information on damage, and report on remedial measures tomorrow morning.

In particular, localities need to focus on supporting people to return to their places of residence and work. People who have lost their homes and whose production has been affected need to be carefully assessed, first of all to ensure that people can have a stable life as soon as possible.

After listening to the reports, the Deputy Prime Minister requested localities to focus on implementing measures to prevent and combat floods, flash floods, and landslides caused by heavy rain following the circulation of storm No. 3.

Deputy Prime Minister Tran Hong Ha said that at this point it can be confirmed that storm No. 3 has weakened rapidly, and localities must urgently deploy work to overcome the consequences.

Quang Ninh Province, Hai Phong City, Nam Dinh, and Thai Binh must urgently grasp the situation and closely coordinate with rescue forces to rescue ships that have drifted or sunk in the storm and people who are missing.

Localities must mobilize local forces to urgently clean up, count the damage, and support people to stabilize their lives and daily activities.

The Ministry of Industry and Trade directed electricity enterprises to assess damage, promptly restore the power grid, and coordinate power supply to important enterprises, industrial zones, and production clusters.

The Ministry of National Defense and the Ministry of Information and Communications directed telecommunications businesses to soon restore communication systems.

The Deputy Prime Minister reminded localities to continue to closely follow flood forecast information, flash flood risk maps, landslides, and not to be negligent, subjective, or lose vigilance. The Ministry of Industry and Trade and the Ministry of Natural Resources and Environment direct the operation of reservoirs, not to let floods pile up on floods.
