Deputy Prime Minister: Urgently assess damage and overcome consequences after storm No. 3

At 10 PM on September 7th, Deputy Prime Minister Tran Hong Ha chaired the fourth meeting of the day of the Front Command for the prevention and control of Typhoon No. 3 to direct the work of overcoming the consequences of the typhoon in the localities.

At 2 AM on September 8th, Typhoon No. 3 will weaken into a tropical depression.

According to a report from the National Center for Meteorological and Hydrological Forecasting, after the storm made landfall in Quang Ninh province and Hai Phong city, by 10 PM on September 7th, the storm continued to move north of Hanoi city.

Late on September 7th, Deputy Prime Minister Tran Hong Ha chaired the fourth meeting of the day on the work of preventing and responding to Typhoon No. 3.

Later, the storm weakened, its shape and magnitude reaching level 9, but it was no longer as strong as when it was out at sea; the current storm is only equivalent to a level 6 or 7 storm. Rain continued in Hanoi at 10 PM, but the wind was no longer as strong as it was initially.

The National Center for Hydrometeorology predicts that by 2:00 AM on September 8th, Typhoon No. 3 will weaken into a tropical depression over land.

Northern provinces are currently experiencing rainfall of around 200 mm, but this will decrease rapidly in Quang Ninh and Hai Phong provinces. Rain will continue in the northern delta, midland, and mountainous provinces until at least the end of September 8th, while in the western provinces of Northern Vietnam (Dien Bien, Son La, Lai Chau, Hoa Binh ), the rain may extend into September 9th.

Sea waves in the Quang Ninh and Hai Phong areas are generally 2-4 meters high, with winds of force 7, gusting to force 8-9. By tomorrow, the wind and waves will decrease to allow for the deployment of search and rescue vehicles for ships, boats, and people missing at sea.

Ministries, departments, and localities reported at the meeting of the Front Command for the Prevention and Control of Typhoon No. 3 on the evening of September 7th.

Urgently assess the damage and address the consequences.

At the meeting, leaders from Hai Duong, Bac Giang, and Bac Ninh provinces reported on the flood situation caused by Typhoon No. 3, the storm prevention measures implemented, and some damage to trees, houses, and agricultural crops.

According to a preliminary report from Hanoi, Typhoon No. 3 caused 3 deaths and 8 injuries; 19 houses and kiosks had their roofs blown off; 7 cars were damaged; thousands of trees were uprooted; and 1,700 hectares of rice fields were flooded… Currently, the wind has subsided and the rain is light. On the morning of September 8th, forces will proceed to clear the fallen trees and ensure smooth traffic flow.

The Deputy Prime Minister requested that local authorities reassess the situation, update information on damage, and report on remediation plans that were supposed to be submitted tomorrow morning.

In particular, localities need to focus on supporting people returning to their homes and workplaces. Those who have lost their homes and whose production has been affected need to be carefully assessed, first and foremost to ensure that they can quickly restore their lives to stability.

After hearing the reports, the Deputy Prime Minister requested that localities focus on implementing measures to prevent and control flooding, flash floods, landslides, and mudslides caused by heavy rains following the remnants of Typhoon No. 3.

Deputy Prime Minister Tran Hong Ha stated that at this point, it can be confirmed that Typhoon No. 3 has weakened rapidly, and localities must urgently implement measures to mitigate its consequences.

The provinces of Quang Ninh, Hai Phong City, Nam Dinh, and Thai Binh must urgently assess the situation and coordinate closely with rescue forces to search for ships that have drifted away or sunk in the storm, as well as missing persons.

Local authorities must mobilize on-site forces to urgently clean up, assess the damage, and support people in stabilizing their daily lives.

The Ministry of Industry and Trade has directed electricity companies to assess the damage, quickly restore the power grid, and coordinate power supply to important businesses, industrial zones, and production clusters.

The Ministry of National Defence and the Ministry of Information and Communications have directed telecommunications companies to restore communication systems as soon as possible.

The Deputy Prime Minister reminded localities to continue closely monitoring flood forecasts, flash flood risk maps, and landslide risk maps, and to avoid negligence, complacency, and a lack of vigilance. The Ministry of Industry and Trade and the Ministry of Natural Resources and Environment were instructed to direct the operation of reservoirs to prevent successive floods.
