Deputy Prime Minister Mai Van Chinh: Tay Ninh must focus on completing socio-economic development goals

Deputy Prime Minister Mai Van Chinh requested that in the remaining time of 2025, Tay Ninh must focus on completing socio -economic development goals, especially the economic growth target to contribute to local development, together with the whole country, creating resources, overcoming difficulties caused by natural disasters in the past time, creating a premise for a breakthrough in the new period. Tay Ninh Provincial People's Committee and related units focus on disbursing public investment capital and capital for the National Target Program in 2025 to reach 100% of the plan, ensuring quality.

In investment preparation, localities need to review, avoid spreading investment, focus on key points, invest in large-scale projects and works, and create momentum to promote socio-economic development. Tay Ninh needs to continue to perfect the two-level local government apparatus, in which it is necessary to pay attention to investing in facilities and means for commune-level localities. In personnel work, the province needs to pay attention to arranging qualified and competent officials for the right job; pay attention to training and guidance on digital transformation among officials, civil servants and people.

The Deputy Prime Minister also requested Tay Ninh to continue effectively implementing the breakthrough and strategic resolutions of the Politburo such as: Resolution 57-NQ/TW on science and technology development and innovation; Resolution 59-NQ/TW on proactively integrating deeply into the international community; Resolution 68-NQ/TW on developing the private economic sector; Resolution 66-NQ/TW on comprehensive innovation in law-making and enforcement, etc.

The province has done a good job of preparing and organizing the elections of National Assembly and People's Council deputies at all levels. In the long term, the province needs to orient its development towards attracting investment in the fields of high technology, circular economy, green, and environmental protection. The province has developed harmonious labor-employment relations, done a good job of preserving and promoting cultural heritages and historical relics; focused on developing social institutions, and ensuring social security.

Regarding Tay Ninh's recommendations, Deputy Prime Minister Mai Van Chinh requested the Government Office and relevant ministries and branches to synthesize, consider and resolve them according to their authority.

At the meeting, Director of the Department of Finance of Tay Ninh province Truong Van Liep said that since the beginning of the year, the province's socio-economic situation has clearly recovered, basically achieving the set general goals with many important results in all fields. The economic growth rate (GRDP) in the first 9 months of 2025 reached 9.52%, leading the Southeast region and ranking 8/34 nationwide. Total budget revenue as of November 20 reached nearly 46,300 billion VND, reaching 124.3% of the central budget estimate, up 32.3% over the same period. Tay Ninh has disbursed nearly 11,600 billion VND of public investment capital, reaching 70.9% of the plan assigned by the Prime Minister, reaching 67.5% of the local plan...

Key transport projects are progressing quite well. Specifically, the Ho Chi Minh City Ring Road 3 project through Tay Ninh has reached 86.7% and is expected to officially open to traffic on December 19. The Ho Chi Minh City Ring Road 4 project through the province is focusing on unifying the route centerline, placing stakes for site clearance at straight route locations to serve site clearance work... Component project 4 - Compensation and resettlement support for the Ho Chi Minh City - Moc Bai expressway through Tay Ninh province is being focused on with a progress of 73.19% compared to the approved plan, and has paid more than 2,237/3,056 billion VND in compensation costs to the people. The DT.823D project has so far reached 61% of its implementation volume, expected to be completed in December 2025...

Regarding the operation of the two-level local government, according to the Provincial People's Committee, after nearly 5 months of implementation, Party committees and authorities at all levels have proactively taken many solutions to ensure the stable and smooth operation of the political system, without leaving any legal gaps, maintaining the effectiveness and efficiency of state management. The work of organizing the apparatus and arranging personnel in vacant positions ensures progress according to regulations. The work of ensuring facilities, working conditions and implementing public administrative services is carried out seriously, with focus and key points; administrative discipline and order are strengthened...

However, the operation of the two-level local government in Tay Ninh still faces many difficulties. Some localities lack officials and civil servants with expertise and experience in a number of management fields such as construction, land management, and economics. The number of staff according to the current Central orientation framework is still small compared to the requirements for performing tasks. The settlement of administrative procedures is still delayed, affecting the satisfaction of people and businesses. The administrative procedures connecting the commune level and departments and branches have not operated synchronously; the conditions of facilities and working offices of commune-level localities are still limited...

Vice Chairman of Tay Ninh Provincial People's Committee Nguyen Minh Lam proposed that the Government soon assign the medium-term public investment capital plan for 2026-2030 to the province, focusing on supporting capital sources to implement projects to prevent landslides and climate change.

Tay Ninh proposed that the Ministry of Finance and the Ministry of Public Security consider sharing data and connecting with the provincial system to better monitor the process of handling administrative procedures (Ministry of Finance: business registration software, Ministry of Public Security: driver's license software)... Central ministries and branches strengthen training programs, in-depth training on digital skills, administration, system use and information security for commune-level civil servants; consider having preferential policies to attract and retain quality IT personnel working at the commune level...

On the same day, Deputy Prime Minister Mai Van Chinh and his delegation inspected the progress of the Ho Chi Minh City Ring Road 3 project through Tay Ninh province.
