Promote industry, services and remove procedural bottlenecks

Director of the Department of Finance La Phuc Thanh said that the Department has proactively coordinated with departments, branches, localities and the city's Statistics Office to review the growth scenario for 2025. Accordingly, the growth rate in the fourth quarter must reach 12.6% or more to complete the target for the whole year; in which the industrial - construction sector increased by 14.5-15%, contributing 4.7 percentage points to growth; the service sector increased by 9-9.5%, contributing 4.5 percentage points; agriculture increased by 1.3-1.5%, contributing 0.13 percentage points; product taxes minus product subsidies increased by 7.7-8%, contributing 0.67 percentage points. The economic scale at current prices is expected to reach 93,400 billion VND, GRDP per capita is about 3,200 USD, up 17% over the same period. Budget revenue is estimated at 14,500-15,000 billion VND, up 20-22%; budget expenditure is estimated at 17,541 billion VND, equal to the estimate; total social investment capital reaches 39,350 billion VND, up 22.7%.

Industrial production continued to be the main driving force. Some traditional products grew strongly compared to the same period: Electricity production reached 2,690 million kWh, up 32%, contributing 1 percentage point; beer reached 350 million liters, up 4.2%, contributing 0.06 percentage points; automobiles of all kinds reached 4,200 units, 2.4 times higher, contributing 0.97 percentage points; gloves of all kinds reached 35,000 tons, 5.5 times higher, contributing 0.6 percentage points.

To achieve the growth target for the fourth quarter, the Department of Finance plans: The industrial and construction sector will increase by 15.5 - 16%; services by 11.5 - 12%; agriculture by 1.2 - 1.3%. At the same time, the Department will coordinate to review 13 backlogged and ineffective projects, mobilize resources for economic development, implement Resolution 68 on the private economy, and strive to establish 1,000 new enterprises this year.

Regarding the assessment of the 2021 - 2025 period, GRDP grew by an average of 7.54%, achieving the target of the Congress Resolution, of which services increased by 7.8 - 8.3%, industry - construction increased by 8 - 8.5%, agriculture, forestry and fishery increased by 2.5 - 3%, product taxes from product subsidies increased by 7%.

In the 2026-2030 period, the city will focus on perfecting institutions and mechanisms, allocating and effectively using public investment resources, promoting key projects, and exploiting new growth drivers. In particular, the heritage economy is associated with tourism, cultural industry, transforming heritage spaces into growth resources; developing science , technology, innovation, and digital transformation. Key projects such as the High-Tech Park, Concentrated Information Technology Park, and Chan May - Lang Co Free Trade Zone are prioritized for implementation. The goal by 2030 is for the digital economy to reach 30%, becoming a strong growth driver.

Participating in the discussion, city leaders and departments suggested that in the industrial sector, it is necessary to focus on supporting ongoing industrial projects, reviewing and accompanying businesses to develop new orders.

The construction sector is emphasized to thoroughly resolve administrative procedure problems, especially those related to land, investment and site clearance.

For the service sector, especially tourism, opinions at the meeting suggested the city have stronger support policies, significantly improve the tourism environment, thereby promoting service growth in the 2026 - 2030 period.

Chairman of the City People's Committee Nguyen Khac Toan said he agreed with the growth scenario presented by the Department of Finance, but emphasized the spirit of staying close to the grassroots, sharing with people, businesses and investors to work together to overcome difficulties.

Mr. Nguyen Khac Toan requested departments and branches to closely follow the assignment of tasks, build work progress according to the motto "clear people, clear work", and monitor weekly for supervision and urging. At the same time, assign tasks to departments to coordinate with statistical agencies to unify assessments and ensure the accuracy of data when published.

Regarding specific tasks, the Chairman of the City People's Committee assigned the Department of Finance to urge a number of key contents, including requiring drastic and synchronous implementation of solutions to promote disbursement of public investment capital, prioritizing key projects; at the same time, develop a weekly urging and monitoring plan.

The city will also continue to promote the effectiveness of the four working groups, focusing on removing mechanisms and procedures for projects to be implemented synchronously and effectively. In addition, it requires units to speed up the progress of resettlement projects, creating land funds to serve large projects that are about to be implemented in the near future.

Proposing specific policies for the new period

Regarding the implementation of the Government's Resolution on special mechanisms, according to Mr. La Phuc Thanh, after 4 years of implementing Resolution No. 38/2021/QH15, the city has achieved many results, but there are still limitations that need to be supplemented. A highlight is increasing the outstanding loan balance from 20% to 40% of the budget revenue, helping the total loan limit reach 3,500 - 4,000 billion VND/year, implementing ODA projects and mobilizing capital for new projects, such as "Improving the water environment phase 2" with JICA capital of 2,175 billion VND. The central budget supplements 120 billion VND for the period 2022-2024; the fee for visiting relics reaches nearly 700 billion VND, investing in nearly 70 projects to restore and embellish relics.

However, there are still difficulties, that is, specific mechanisms and policies have not yet fully exploited resources; some mechanisms have not been effective, for example, the arrangement of land and housing managed by the Central Government has not generated revenue. The main reason is the impact of COVID-19 and the mechanism is not really "outstanding".

The city is coordinating with the Central Government to develop a 5-year summary report on the implementation of Resolution 54-NQ/TW, proposing a breakthrough mechanism focusing on 4 centers: culture - tourism, specialized healthcare, science - technology, high-quality education - training. Specifically: allocate an additional 50% of public investment capital from the Central budget for key projects; the City People's Council decides on projects and exploits the value of relics, creating a revenue of 400-500 billion VND/year; establish a Free Trade Zone in Chan May - Lang Co Economic Zone, piloting an outstanding mechanism to attract investment, research and high-quality human resources.

Chairman of the City People's Committee Nguyen Khac Toan requested departments and branches to continue to propose policies commensurate with the city's role and position in the new development stage. In the immediate future, the Department of Finance and related units are required to complete the report, fully absorb the opinions at the meeting to submit to the Standing Committee of the City Party Committee as planned.

Mr. Nguyen Khac Toan noted that specialized agencies need to research and propose more specific mechanisms for heritage cities, promote investment in cultural industries, and at the same time build new policies for Chan May - Lang Co Economic Zone to maximize growth potential.
