The “Digital Ambassadors”
Identifying the "Digital Education for All" movement as an important step in the digital transformation process to bring people closer, especially in rural and mountainous areas, the Minh Hoa Commune Party Committee has established shock teams to deploy the "Digital Education for All" movement with a force of 34 members in charge of the area and support at the Commune Public Administration Service Center.
Standing Deputy Secretary of the Minh Hoa Commune Party Committee Dinh Tuan Anh shared that the members of the group are mainly young people who are knowledgeable about information technology and regularly work and interact in the digital environment. These members are considered "Digital Ambassadors" with the task of popularizing basic digital skills, and are also the core to create changes in thinking and habits, so that people see technology as no longer strange, but a practical tool serving daily life.
The "Digital Ambassadors" are assigned to the Public Administration Service Center and cultural houses in villages and residential groups to support and guide people when they come to do administrative procedures but do not have enough skills to operate the online Public Service Portal.
In addition, depending on specific conditions, members of the shock team will go to each village to propagate and guide people on how to use smartphones, install the VNeID application, perform online public services and basic digital skills... Thereby, arousing the awareness of self-study and self-updating in each person.
Ms. Phan Thi Huong, a member of the "Digital Education for All" shock team in Minh Hoa commune, shared: "We determined that this is not a movement for show, but a long-term task. Every day, our group goes to the villages to support people with the smallest things such as installing the application, creating a password, and guiding them in submitting public service applications.
When we went directly to each house to give instructions, we clearly saw the enthusiasm of the people. Many elderly people used smartphones only to listen and call, but after a few sessions of instruction, they knew how to take photos, make video calls, and look up public services. The greatest joy was seeing people excited to learn and start to master the technology..."

Every citizen, a digital citizen
In order for the "Digital Education for All" movement to truly spread to everyone, every household, in early July 2025, in addition to focusing on stabilizing the local government apparatus at 2 levels, the Minh Hoa Commune Party Committee also organized a launching ceremony for the "Digital Education for All" movement to all cadres, party members, union members and people in the area.
In addition, every time a conference of the Party Committee, People's Committee, departments, branches and organizations in the commune takes place, the "Digital Education for All" shock team is present 15 minutes in advance to introduce digital tools, encouraging each cadre, party member and civil servant to set an example with specific actions such as: "Every day, spend 1 minute successfully logging into VNeID or the Public Service Portal once" to create a digital habit in the community. The model "Each citizen - A digital identity" is also being deployed, striving for 100% of citizens aged 16 - 30 to have a digital identity.

After more than 10 days of implementation, the "Digital Education for All" movement in Minh Hoa commune has recorded positive results. Hundreds of people have successfully installed and used the VNeID application. After accessing the movement, the youth union members have mastered the operations on the Online Public Service Portal, many elderly people know how to look up information and register for medical examination online for the first time. The number of people accessing public services increases every day. If in the first days of implementation there were only 100 visits, now it has increased to nearly 2,000 visits/day.
From simple operations such as installing applications, logging into VNeID to the habit of using online public services, Minh Hoa residents, whether young or old, are gradually "digitalizing" their daily lives. The strong spread of the movement is a clear demonstration of a flexible, creative, and people-friendly approach.
Ms. Dinh Thi Thuan, in Ba Nuong village, Minh Hoa commune, shared: "I am over 60 years old this year, and have been using a smartphone for over a year, mainly to listen to my children who are working far away calling. Now, thanks to the instructions from the Youth Union members who came to my house, I know how to log in to VNeID, take photos and send them to my children via Zalo, scan QR codes to access public services, and check health insurance information. It's really convenient..."
According to the Standing Deputy Secretary of the Minh Hoa Commune Party Committee, Dinh Tuan Anh, with high political determination, community consensus and the spirit of "going to every alley, knocking on every door, guiding every person", Minh Hoa Commune is firmly on the journey to become a bright spot of digital transformation in the mountainous area, determined to leave no one behind in the digital transformation process.
