Emulation movement "The whole country competes in innovation and digital transformation"

In order to promote the combined strength of the entire political system, the active participation of entrepreneurs, businesses and people in the development of science, technology, innovation and digital transformation of the province, contributing to promoting the province's socio-economic development rapidly and sustainably, striving to achieve a GRDP growth rate of 8% or more in 2025 and a double-digit growth rate in the period 2026 - 2030. On June 28, 2025, the Chairman of the Provincial People's Committee issued Plan No. 191/KH-UBND to deploy the emulation movement "The whole country competes in innovation and digital transformation" in the province.

About the content of the emulation movement

1. Compete to raise awareness, make breakthroughs in innovative thinking, digital transformation, scientific and technological development, innovation, innovation in leadership and management methods and operating models, and move from "traditional" to digital space based on digital data.

2. Compete to develop infrastructure for science, technology, innovation, digital transformation, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, and avoiding waste".

3. Compete to promote digital transformation, apply science, technology, and innovation in the operations of agencies in the political system, develop digital government, promote digital application in administrative reform, especially administrative procedure reform.

4. Compete to develop the digital economy, develop digital technology enterprises, science and technology enterprises and creative startups.

5. Compete to develop a digital society. Focus on improving the quality of education and training, developing and utilizing high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation development. Widely deploy the "Digital Literacy Movement", strengthen training, education, and improve knowledge and skills in digital technology and digital transformation among the people, and synchronously prepare all resources to develop a digital society.

6. Compete to ensure national defense and security, safety, cyber security, and national sovereignty on digital platforms and cyberspace.

On competition criteria

a) For departments, branches and localities

- Complete with quality, achieve, exceed and finish early the basic goals, comprehensively implement the tasks and solutions assigned in the documents of the Central and the province stated in the content of the Plan.

- Timely issue or advise and propose competent authorities to issue and implement Central documents on science, technology, innovation, digital transformation and the Digital Literacy Movement.

- Build and effectively promote data of units and localities to ensure connectivity, integration and sharing with other databases and systems according to regulations. Strongly develop artificial intelligence applications based on big data for important industries and fields.

- Develop and promulgate mechanisms and policies to encourage and support businesses, especially small and medium-sized enterprises, to invest in digital transformation, research, application of science and technology innovation to improve production and business efficiency, management and competitiveness of businesses.

- Effectively streamline the apparatus in conjunction with improving operational effectiveness and efficiency; handle administrative procedures according to the one-stop, one-stop mechanism to ensure the principle of receiving records without administrative boundaries.

For the Provincial Vietnam Fatherland Front Committee: Have a plan to effectively implement the movements "The whole country competes in innovation and digital transformation" and "Digital education for the masses", integrated with programs, projects, and campaigns chaired and launched by the Vietnam Fatherland Front.

For businesses

- Build a long-term, sustainable vision and strategy with a proactive and flexible business structure; strong culture of innovation.

- Reforming management models, expanding the capacity to apply new technologies, digitizing and developing breakthrough products and services to create differentiation and competition in the market.

For individuals: Cadres, civil servants and public employees must make efforts, have initiatives and creative solutions in developing, promulgating or submitting to competent authorities for promulgation, organizing implementation, inspecting and guiding the implementation of documents of the Central Government and the province, mechanisms, policies, regulations and administrative procedures to facilitate the process of scientific and technological development, innovation and digital transformation of the province and develop new products, services and business models based on digital technology, the Internet and cyberspace.

- Other subjects: Having many contributions in terms of effort, intelligence, material, and initiatives to the process of developing science, technology, innovation, and digital transformation of the province.
