On April 3, speaking with VietNamNet reporter, Mr. Nguyen Huu Luat, Head of the Department of Education and Training of Buon Ma Thuot City, said that he had received information that Hoang Hoa Tham Primary School was accused of organizing extra classes contrary to Circular 29 of the Ministry of Education and Training.

"The unit is verifying the entire incident and is requesting the school to explain specifically and send a detailed report to the department," said Mr. Luat.

Previously, Mr. NLHP, Deputy Representative of Parents of Hoang Hoa Tham Primary School, filed a complaint that the school's organization of extra classes with student fees is not in accordance with Circular 29 of the Ministry of Education and Training.

Circular 29 of the Ministry of Education and Training, effective from February 14, 2025, stipulates that no extra teaching or learning is allowed for primary school students, except for cases of training in arts, sports , life skills training, etc.

In the petition, Mr. P. stated that since the beginning of the 2024-2025 school year, the school has organized extra classes under the name of a club. Students study 4 periods/week for the following subjects: Math, Vietnamese, English and Life Skills. The fee each student must pay is 130,000 VND/month.

"The parents' association requested to stop tutoring, but the principal said that they will only stop when the Department of Education and Training issues a document requesting to stop. Parents also requested that the Department of Education and Training issue a written response to parents about this tutoring...", Mr. P.'s complaint stated.

Speaking to VietNamNet on the afternoon of April 3, Mr. P. said that the school has implemented 4 extra classes per week in the late afternoon for the entire school. Most parents have registered their children to attend the school because they do not want their children to be put on "special watch" which would affect their academic performance and psychology. When the school organized more extra classes, parents also expressed their opinions, even reflecting at regular parent meetings.

To get more information, VietNamNet reporters went to Hoang Hoa Tham Primary School to register to work with principal Tran Thi Hong Yen. However, Ms. Yen gave the reason that she needed a letter of introduction from the Department of Education and Training to work.

Parents complain that tuition fees for tutoring centers have skyrocketed after Circular 29. After 1.5 months of implementing Circular 29, many opinions have pointed out problems arising when tutoring centers have sprung up and parents have to pay higher fees for their children to take extra classes than before.
