In the 2024 Local Innovation Index (PII) ranking, Phu Tho is in the top 10 localities leading in human capital and research and development along with the following provinces and cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Thua Thien Hue, Vinh Phuc , Khanh Hoa, Ninh Binh, Can Tho.
The Human Capital and Research and Development pillar is the second pillar in the five input pillars of PII 2024 just announced by the Ministry of Science and Technology. This pillar has two groups of indicators: Education (with 3 component indicators) and Research and Development (with 4 component indicators).
According to the Academy of Science, Technology and Innovation, Ministry of Science and Technology, Phu Tho province is one of the localities with higher scores in theEducation index group than the Research and Development index group. The province needs to take advantage of its strengths and have solutions to nurture and develop high-quality human resources for the future, especially human resources for research and development activities.

The Ministry of Science and Technology expects localities to identify the development and implementation of the innovation index as an important and key task to implement Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The Ministry will support localities in understanding the methods, calculation methods, meanings of ranking indexes and ways to collect and provide information for annual assessment and ranking.
PII (Provincial Innovation Index) is the only index that comprehensively and comprehensively assesses the current status of the socio-economic development model based on science, technology and innovation of localities, which the Government has assigned the Ministry of Science and Technology to be the agency in charge of developing annually from 2023. The PII index will provide a basis for Government leaders and local leaders to make policies and decisions to implement the Politburo's Resolution on breakthroughs in science, technology, innovation and national digital transformation to bring the country to strong development in the new era.
