Accordingly, after the merger of the two provinces, they will be named Dak Lak province, with the political and administrative center located in Dak Lak province today. It is expected that about 1,300 cadres, civil servants, and public employees, excluding armed forces, will need to travel from Tuy Hoa City (Phu Yen) to Buon Ma Thuot City (Dak Lak) and vice versa, while official vehicles are not enough to meet the demand. It is estimated that the monthly travel cost is about 1.6 million VND/person in case of not using the common vehicle arranged by the province and the accommodation support cost is 3 million VND/person in case of not being arranged official housing.
Currently, the Central Government has not yet stipulated a support policy for cadres, civil servants and public employees after the arrangement and merger, so the Phu Yen Department of Finance has proposed a policy to support living expenses for cadres, civil servants and public employees of this province working in Dak Lak province according to two options. One is to apply a support level of about 50% of the accommodation allowance as prescribed in Circular No. 12/2025/TT-BTC dated March 19, 2025 of the Ministry of Finance , equivalent to about 3.3 million VND/person/month. The second is to support an allowance equal to 30% of the current salary plus the leadership position allowance and seniority allowance beyond the framework on the basis of applying the provisions in Instruction No. 05-HD/BTCTW dated July 1, 2011 of the Central Organizing Committee.
According to the above proposal, the funding source for the above support will come from the local budget in 2025 and the central budget. The support period will be in the first 3 years from the official merger of Phu Yen and Dak Lak provinces. In the fourth year, the province will balance the budget capacity to determine the appropriate support level.
