Serving people effectively from the first days of operation

Right from the first days of operating the new administrative unit, the mountainous communes in the Northwest of Quang Tri province have synchronously deployed many solutions to improve the quality of service to the people. Thanks to the synchronous investment in infrastructure system, the team of well-trained officials and civil servants, and the dedicated working spirit, the work of handling administrative procedures (TTHC) has achieved remarkable results, bringing satisfaction to the people.

Immediately after its establishment, the northwestern communes of Quang Tri province, such as Tuyen Hoa, Tuyen Binh, Tuyen Phu, Dong Le, Tuyen Son, and Tuyen Lam, quickly started organizing staff and building working regulations suitable to the local situation. According to the reporter's records, in just over the first 2 weeks of work, the communes' cadres and civil servants have made every effort, especially in resolving administrative procedures, contributing to building people's trust.

Dong Le Commune was established on the basis of merging the old administrative units: Son Hoa, Thuan Hoa, Le Hoa, Kim Hoa communes and Dong Le town. The commune center is located in Dong Le town (old) and uses the headquarters of the District Party Committee and People's Committee of Tuyen Hoa district (old) for work. Thanks to the modern and synchronous facilities invested in in advance and the large staff, who are well-trained and have solid expertise, the work was quickly deployed when the new administrative unit came into operation.

Chairman of Dong Le Commune People's Committee Dinh Tien Dung said: "We determined that the establishment of new communes is not only a change in administrative boundaries but also an improvement in management capacity, better serving the people. Immediately after coming into operation, the Commune People's Committee arranged enough human resources and equipment at the Public Administration Service Center (PVHCC). Thanks to that, the records related to administrative procedures of people and businesses are received and resolved thoroughly."

Since its establishment, the Dong Le Commune Public Administration Center has received and processed over 400 new dossiers for people and businesses. At the same time, the center has also received and is processing 81 dossiers related to land transferred from 5 previous communes and towns. The dossiers are mainly related to certified copies, transaction contracts, land...

Deputy Director of the Dong Le Commune Public Security Center Nguyen Thao Hang said: “With the spirit of initiative and responsibility to the people, we have increased working hours. There are days when the center's staff work overtime, even on weekends with the motto "do all the work, not all the time". Thanks to that, all the people's files have been resolved quickly, promptly, with no backlog of files".

Although many positive results have been achieved in resolving administrative procedures for people, the communes in the Northwest of Quang Tri province still face some difficulties and problems, such as: The software for resolving administrative procedures is not yet synchronized, the connectivity is not high or not available. Some computers of officials and civil servants have low configurations and operate slowly, affecting the progress of processing records. The common network is sometimes congested, the ability of people to use computers and online services is limited... To solve this difficulty, localities have proposed to superiors to upgrade and improve software, invest in purchasing synchronized machinery; organize specialized training in each field for officials and civil servants directly resolving administrative procedures for people and businesses.

Mr. Duong Manh Than, Kim Lich village, Dong Le commune expressed: “The first time I came to the commune to do administrative procedures related to land, I was warmly welcomed and guided by the commune officials and civil servants. Due to limitations in information technology, my file was enthusiastically supported by the officials to register and declare necessary information. After submitting it to the system, my file was processed quickly, I am very satisfied”. Not only Mr. Than, hundreds of people in the commune are also very satisfied when coming to the center to resolve administrative procedures, many procedures were even processed before the prescribed deadline.

Tuyen Phu commune was established on the basis of arranging the entire natural area and population of Dong Hoa, Thach Hoa and Duc Hoa communes. Chairman of Tuyen Phu commune People's Committee Phan Thanh Phuong said: "To serve the people, immediately after its establishment, the commune quickly stabilized its organizational structure and arranged staff to ensure the implementation of the task of handling administrative procedures and providing public services. The commune People's Committee has also publicized the address of the headquarters and the list of administrative procedures received and returned at the Public Service Center, creating favorable conditions for individuals and organizations to access and perform administrative procedures".

To best serve the people, Tuyen Phu Commune People's Committee has arranged the PVHCC Center at the old Thach Hoa Commune headquarters, with a Vice Chairman of the Commune People's Committee as Director. The Center also assigned 5 officers and civil servants with university degrees or higher to be in charge of all fields.

In addition, the Center has advised the Commune People's Committee to build an e-government to resolve administrative procedures for people and businesses to ensure smoothness and efficiency. Since its establishment, on average, about 50 people and businesses have come to the Commune Public Service Center every day to resolve administrative procedures, most of which have been resolved quickly.

Along with the arrangement of human resources, equipment and machinery at the Public Service Center of Tuyen Phu commune are also fully invested, meeting the requirements for handling work. Mr. Nguyen Minh Phuong, a resident of Duc Phu 4 village, Tuyen Phu commune, excitedly said: “Previously, I had to travel nearly 15km to the district to complete many administrative procedures. But since the commune was newly established, I only traveled about 4km to the Public Service Center to resolve them. When I arrived here, the commune officials guided me very enthusiastically and thoroughly, and all the procedures were done quickly, so I was very satisfied.”
