According to the People's Committee of Phuoc Son district, in 2021, the Provincial People's Committee signed Decision No. 2079 approving the plan to select a contractor for the traffic road project connecting Phuoc Nang - Phuoc Chanh communes; implementation time

However, in recent times, the weather in Phuoc Son district has been complicated, with the dry season being "sunny in the morning and rainy in the afternoon", and the rainy season lasting continuously for many months. In particular, in 2022 and early 2023, the weather was unusual and there was a lot of rain, making the construction of roadbed, bridge, and culvert excavation projects very difficult, and the transportation of machinery, equipment, and materials to the construction site was often interrupted...

In addition, compensation, site clearance and handover of construction site to the contractor encountered many difficulties. In the route corridor, there are a number of large trees that must go through property recovery procedures. The contractor has no basis to cut them down and must wait for the opinions of the authorities, which affects the construction of the roadbed.

In order to have a basis to extend the construction contract performance period and continue to implement the project, Phuoc Son District People's Committee proposed that the Provincial People's Committee and the Department of Transport consider allowing an extension of the construction contract performance period until November 30, 2024.

Regarding the above issue, the Provincial People's Committee requests the Department of Construction to preside over and coordinate with relevant departments, branches and units based on the proposal of the Phuoc Son District People's Committee to inspect and guide the settlement according to its authority; in case of exceeding its authority, it shall advise the Provincial People's Committee to consider and settle in accordance with current regulations of law.
