According to statistics, there are 792 public service units (PSUs) under the management of the district-level People's Committee in the province in 3 fields (Education and Training, Culture - Information, and other public services).
The field of education and training has 749 units (kindergartens, primary schools, junior high schools, inter-level secondary schools, and vocationaleducation and continuing education centers).
In the field of Culture - Information, there are 16 units (including Cultural, Sports and Communication Centers in 12 districts, towns and cities; Children's House in Chi Linh City and 3 Monument Management Boards).
With other public service units (PPUs), there are 27 units, including 12 district-level construction investment project management boards, 12 district-level agricultural service centers (Hai Duong City has an additional City Rules Team and City Transport Enterprise; Chi Linh City has an additional Urban Order Management Team). In addition, there is 1 organization (Nguyen Trai Club under Hai Duong City People's Committee) not identified as PPUs, not identified as a mass organization.
Regarding the units under the Department located at the district level, there are 207 commune-level health stations under the district-level health centers under the Department of Health; 12 district-level health centers under the Department of Health; 12 branches of the district-level land registration office under the land registration office under the Department of Agriculture and Environment.
According to the Provincial People's Committee, the arrangement of public service units is carried out according to the following principles: Ensuring proper implementation of the policies and orientations of the Central Government and the laws of the State; ensuring stability, continuity and efficiency in providing essential public services; streamlining focal points, improving management efficiency and financial autonomy; suitable to the specific conditions of the locality after the arrangement of administrative units...
From there, the Provincial People's Committee issued the following transfer arrangement plan. Public kindergartens, primary schools, and secondary schools under the district People's Committees will remain the same and will be transferred to public public non-business units under the management of the new commune-level People's Committees. Schools currently located in the area will be under the management of the new commune-level People's Committees.
In the immediate future, transfer high-quality secondary schools to the People's Committee of the commune (where the school is located) for management. Then propose a plan to arrange and manage high-quality secondary schools effectively, in accordance with practical conditions, ensuring to avoid waste in terms of facilities, teachers and students.
12 Vocational Education and Training Centers were transferred to the Department of Education and Training for management and reorganization according to inter-commune areas. Community learning centers were assigned to the People's Committees at the commune level.
12 District-level Agricultural Service Centers (TTDVNN) are divided into 2 functional areas and tasks: Animal Husbandry & Veterinary Medicine, Crop Production & Plant Protection (PPP). Specifically, 6 inter-commune Animal Husbandry & Veterinary Medicine Stations will be established under the Department of Animal Husbandry, Aquaculture & Veterinary Medicine; 6 inter-commune Plant Production & Plant Protection Stations will be established under the Department of Crop Production & Plant Protection.
Regarding agricultural extension tasks, officers performing agricultural extension tasks at the district-level Agricultural Extension Center are currently assigned to the Animal Husbandry & Veterinary Stations and the Plant Cultivation & Plant Protection Stations.
Hai Duong requested to dissolve 3 relic management boards of Chi Linh city, Cam Giang district, Kinh Mon town. Special national relics currently under 2 management boards and relics in the world heritage nomination dossier will be transferred to the Con Son - Kiep Bac relic management board for management. Relics that are not special national relics will be assigned to the People's Committees of communes to arrange management.
With 12 district-level construction investment project management boards arranged and reorganized into 12 regional project management boards under the provincial construction investment management board. End of operation, dissolved with the Hai Duong City Urban Management Rules Inspection Team and Chi Linh City Urban Order Management Team.
Regarding health, Hai Duong maintains a stable system of public health facilities; maintains the health stations under the health centers. The district-level health centers (multi-functional) are assigned to the Department of Health to continue managing, arranging, and organizing service provision according to inter-commune areas. The 5 regional polyclinics under the organizational structure of the 5 health centers are maintained and kept the same as at present.
With 12 Branches of the Land Registration Office, reorganized into 12 Branches of the Land Registration Office at commune and ward levels directly under the Land Registration Office of the Department of Agriculture and Environment.
Hai Duong requires departments, branches, units and localities to take the lead in developing arrangement projects and complete them before June 15.
