The restructuring and reorganization of the six other specialized departments is similar to the restructuring of ministries at the central level and departments and agencies at the provincial level.

The Department of Labour, War Invalids and Social Affairs and the Department of Internal Affairs will be merged, tentatively named the Department of Internal Affairs and Labour. This department will take over the functions and duties of the Department of Internal Affairs and the functions and duties related to labour, wages; employment; war invalids; occupational safety and health; social insurance, gender equality, and poverty reduction from the current Department of Labour, War Invalids and Social Affairs.

The Department of Economy, Infrastructure, and Urban Development is established by taking over the functions and tasks of advising on state management of construction, transportation, and industry and trade at the district level from the current Department of Economy and Department of Urban Management (in towns and cities), and the Department of Economy and Infrastructure (in districts).

The Department of Culture, Science and Information is established by taking over the functions and tasks of the current Department of Culture and Information, and the functions and tasks related to science and technology from the Department of Economy (in towns and cities) and the Department of Economy and Infrastructure (in districts).

The Department of Agriculture and Environment is established by taking over the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of the Department of Agriculture and Rural Development (at the district level), as well as the functions and tasks related to agriculture and rural development from the Department of Economy (at the town/city level) currently in the districts, towns, and cities.

The Health Department will take over the functions of advising on state management in the fields of social welfare, children, and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs.

Specifically for Binh Giang district, where the Health Department has been merged into the Office of the District People's Council and People's Committee, the Office of the District People's Council and People's Committee will take over the functions of advising on state management in the fields of social welfare, children, and prevention and control of social evils from the current Department of Labor, War Invalids and Social Affairs.

The Department of Education and Training has taken over the functions and responsibilities regarding vocational education from the current Department of Labor, War Invalids and Social Affairs.

The Provincial People's Committee requests that the People's Committees of districts, towns, and cities develop a plan for reorganizing specialized departments under the district-level People's Committees according to the above scheme, ensuring compliance with regulations.

Regarding organization, structure, and staffing, based on the functions, state management, and tasks of the departments after reorganization, the People's Committee at the district level is responsible for allocating staff within the total number of civil servants assigned to the reorganized specialized departments.
