Kinhtedothi - On March 24, the Hanoi People's Committee issued Decision No. 1713/QD-UBND approving the plan for the route and location of the Tu Lien Bridge and the roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street), at a scale of 1/500.


Locations in Tay Ho and Long Bien districts and Dong Anh district, Hanoi City.

Accordingly, the Hanoi People's Committee approved the plan for the route and location of the Tu Lien Bridge and the roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street), at a scale of 1/500, in Tay Ho and Long Bien districts and Dong Anh district, prepared by the Hanoi Institute of Construction Planning and appraised by the Hanoi Department of Planning and Architecture, with the following main contents:

Location: starting point at the intersection with Nghi Tam Street, Tay Ho District; ending point at the intersection with TC13 axis, Dong Anh District. Total length of the route is approximately 3km (the section from the intersection with TC13 axis to Truong Sa Street will be implemented according to the approved plan, the location of the road connecting Tu Lien Bridge to the new National Highway 3, scale 1/500, approved by the Hanoi People's Committee in Decision No. 6381/QD-UBND dated December 11, 2024).

Route alignment: In accordance with the approved Capital City Planning, the Revised Capital City Master Plan, the Capital City Transportation Planning, and the Red River Urban Subdivision Planning.

Regarding its classification: the Tu Lien Bridge is a special-grade construction; the approach road is a major urban arterial road.

The road's cross-section is divided into two sections. Specifically: the Tu Lien Bridge has a typical cross-section of B = 43-44m (including 6 lanes for motor vehicles and mixed lanes, merging and separating lanes, and pedestrian walkways...). The road south of the bridge has a typical cross-section of B = 48m (including a central approach bridge, a parallel urban access road, and sidewalks on both sides of the road). The road north of the bridge has a typical cross-section of B = 60m (as determined in the project plan, the location of the road connecting Tu Lien Bridge to the new National Highway 3, scale 1/500, approved by the Hanoi People's Committee in Decision No. 6381/QD-UBND dated December 11, 2024).

Interchanges: The main interchanges at both ends of the bridge with the Red River longitudinal axes TC5 and TC13 are multi-level interchanges. The interchange between the bridge approach road and Nghi Tam road is a multi-level three-way intersection (the Tu Lien bridge approach road is elevated, combined with a roundabout at the intersection, and the connecting bridge is located between the Nghi Tam dike), with the service road intersecting at ground level with the existing dike road. The Right Red River dike gate at the intersection will be widened to match the cross-sectional scale of the bridge approach road, ensuring traffic connectivity (specific details will be determined during the investment project planning process).

Intersections with other cross roads are preliminary at-grade intersections determined according to approved zoning plans. Further studies and precise determination will be carried out during the process of preparing the investment project for the construction of the road and other intersecting cross roads, subject to approval by competent authorities.

The People's Committee of Ho Chi Minh City has assigned the Department of Planning and Architecture to inspect and verify the drawings of the route plan and the location of the project according to the approval decision of the People's Committee of Ho Chi Minh City.

The Hanoi City Project Management Board for Investment and Construction of Transportation Works is tasked with: presiding over and coordinating with the People's Committees of Tay Ho, Long Bien, and Dong Anh districts and relevant agencies to publicly announce the approved route plan and project location documents so that relevant organizations and individuals are aware and can implement them; handing over the approved route plan and project location documents to the People's Committees of Tay Ho, Long Bien, and Dong Anh districts to serve the planning management work; and organizing the demarcation of boundaries simultaneously with the land acquisition and site clearance during the implementation of the investment project.

In addition, the Hanoi People's Committee has assigned the People's Committees of Tay Ho, Long Bien, and Dong Anh districts to strictly manage land and construction order on both sides of the bridge according to the approved planning and route plan, and the approved location of the project.
