The event was organized by the Hanoi People's Committee and the French Embassy in Vietnam; chaired by the Hanoi Department of Culture and Sports and the French Institute in Vietnam, with the support of the UNESCO Office in Hanoi and a network of domestic and foreign partners; marking the beginning of a series of large-scale photographic art activities in 2025.
The International Photography Festival - Biennale Photo Hanoi'25 is a picture of the joint collaboration and connection of organizations, units and individuals at home and abroad with the desire to commit to bringing quality art closer to all classes of the public who love the art of photography, people and tourists.

This is an opportunity for Vietnamese and international photographers to display their outstanding works, share technology and experience in unique, diverse and rich creative methods. Thereby, actively contributing to effectively promoting the potential and cultural strengths of the Capital, raising awareness of the social community and businesses about the important role of the creative cultural industry in the socio -economic development of the City.
Speaking at the opening ceremony, Director of the Hanoi Department of Culture and Sports Bach Lien Huong said that the Hanoi International Photography Festival 2025 was organized on a larger scale and with many rich and attractive activities, attracting the participation of more than 170 artists, photographers, curators and experts from 21 countries, along with 25 professional organizations.
Within the framework of Photo Hanoi'25, there will be 22 exhibitions and displays and 28 sideline activities, creating a vibrant international photography art and culture festival space in the capital city of Hanoi.
“ Hanoi City always attaches importance to promoting cultural exchange activities between Hanoi and the French Republic in particular and other countries and international organizations in this project. We are committed to continuing to strengthen close cooperation with you to research, develop and implement new cooperation projects and linkage programs between Hanoi and creative cities, thereby actively contributing to promoting exchange relations as well as strengthening solidarity and friendship between the Government and People of Vietnam with countries in the region and the world,” Ms. Bach Lien Huong emphasized.

At the event, UNESCO Chief Representative in Vietnam Jonathan Wallace Baker said that the Hanoi International Photography Festival 2025 also reflects Hanoi's vision as a UNESCO Creative City, where creativity is not limited to institutions, but is lived, experienced and spread in urban life.
This event demonstrates the value that can be created when artists, communities, governments and international partners work together to build a vibrant, open and inclusive cultural space.

After the opening, Photo Hanoi'25 activities took place throughout November, at more than 20 locations from important cultural institutions such as the French Institute, VCCA, Japan Cultural Exchange Fund, Casa Italy... to iconic public spaces such as Hoan Kiem Lake, Temple of Literature - Quoc Tu Giam, Dien Hong flower garden...
