The project has a total length of about 113.5 km, including 103 km of the main route and 9.7 km of the connecting route towards Noi Bai - Ha Long Expressway. The route has 13 elevated sections with a length of 80.98 km, accounting for 71% of the total length of the route.
In the immediate future, the project will invest in 4 lanes with a roadbed width of 17 m; the bridge width will be 17.5 m. Particularly, the bridges over the Red River and Duong River will have a bridge width of 24.5 m to arrange 2 more lanes for motorbikes and non-motorized vehicles across the bridge connecting the two river banks, creating convenient travel conditions for people.
The project is divided into 2 sub-projects, in which the sub-project uses state capital (VND 23,861 billion) to construct works, infrastructure systems including Hong Ha bridge, Me So bridge, Hoai Thuong bridge and sections from before the National Highway 6 intersection to the end of the Hanoi - Hai Phong expressway intersection, the 9.7 km connecting section, including the completion of the Southwest intersection and the Noi Bai - Ha Long expressway intersection.

The remaining project scope uses the investor's capital (VND 32,189 billion), building expressways in the following sections: from the Noi Bai - Lao Cai expressway intersection to before the National Highway 6 intersection; from after the Hanoi - Hai Phong expressway intersection to before the Noi Bai - Ha Long expressway intersection.
The project is implemented by a consortium of investors: CityLand Real Estate Investment Company Limited, Saigon Sunflower Company Limited, Vietnam Expressway Corporation (VEC), Horizon Investment Joint Stock Company (Horizon). According to the investor's calculation, the project's capital recovery toll collection period is 21.36 years.
Speaking at the groundbreaking ceremony, Minister of Construction Tran Hong Minh requested relevant units, contractors, and localities to closely coordinate so that the project can be constructed on schedule.
To ensure the overall progress of the entire project, Mr. Tran Sy Thanh, Chairman of the Hanoi People's Committee, requested the investor and contractors to focus maximum resources, human resources, and equipment to organize urgent, scientific, and safe construction along the entire route. In the immediate future, the units need to focus on immediately implementing large bridge projects across the river such as Hong Ha, Me So, Hoai Thuong bridges and interchanges to connect the entire parallel route, increase investment efficiency; ensure quality, technique, aesthetics and complete the project on schedule according to the direction of the National Assembly and the Government, contributing to realizing the sustainable development goals of the Capital and the Hanoi Capital Region.
