Strive to achieve the economic growth target of 8.3-8.5%
The report assessing the implementation of the two-level local government model at the conference said that, in terms of organizational structure, the city has quickly established and stabilized the organizational structure of 126 new communes and wards, including: Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations; 126/126 commune and ward party committees have successfully held congresses for the 2025-2030 term.
Notably, the Standing Committee of the City Party Committee has mobilized a total of 5,258 cadres, civil servants, and public employees of the city's Party and mass organizations to work in 126 communes and wards; Decision on the temporary assignment of the 2025 administrative and career staffing plan of administrative agencies, organizations, public service units and People's Committees of communes and wards in Hanoi city for 9,622 positions, of which 3,280 district-level civil servants are mobilized to the commune level, 6,342 commune-level cadres and civil servants are mobilized to the communes.
The city also resolved policies for 4,294 cases, with a total cost of more than 4,063.6 billion VND. Hanoi has organized many training courses, professional development for thousands of cadres, civil servants and public employees online and in person in the direction of "holding hands and showing work". In addition, 100% of communes and wards have stable working offices, fully equipped to serve cadres and civil servants, and completed the handover of files and documents after the arrangement.
The City Public Administration Service Center and 126 points in communes and wards have been operating stably. From July 1, 2025 to August 30, 2025, the units received 523,292 administrative procedure records; of which, 413,036 records were processed (402,282 on time, accounting for 97.39%), 110,256 records are being processed.
In particular, the socio-economic situation has been maintained stable, with the determination to achieve the growth target of 8.3% in the last 6 months of 2025, the city has focused on promoting the disbursement of public investment capital. Land management, construction order, and public investment have been handed over and continued to be implemented...
Regarding the tasks in the coming time, the city will continue to promote and carry out well the political and ideological work for the contingent of cadres, party members and people, ensuring unity in perception and action; strive to complete the target of economic growth of the capital in 2025 at 8.3-8.5%; properly, fully and promptly implement the regimes and policies for those affected by the organizational arrangement.
The city also continues to implement training and fostering activities, focusing on self-study and fostering professional knowledge of cadres, civil servants, and public employees... Party committees at all levels implement action programs, develop work programs and specific projects to implement the resolution immediately after the congress; perfect the cadres and civil servants after rearranging the organizational apparatus, implementing the 2-level local government model associated with good preparation of personnel plans for the election of People's Council delegates at all levels for the 2026-2031 term...
Urgently resolve difficulties and problems
In addition to the encouraging results, after 2 months of operating the 2-level local government model in the area, the Standing Committee of the City Party Committee has compiled 109 difficulties and problems and directed relevant agencies and units to focus on advising and directing solutions. The issues specifically mentioned are Party building work; activities of People's Councils of communes, wards and socio-political organizations; state management work, decentralization, authorization...
Discussing at the conference, representatives of leaders of several communes and wards continued to present the results achieved as well as the difficulties and problems arising from the grassroots. The recommendations and proposals focused on personnel work, in which many communes and wards mentioned the lack of staff with appropriate expertise in the fields of: Information technology, accounting, education, health...
Localities also recommended studying and opening training courses for cadres and civil servants of the Party, mass organizations and government in the direction of "specific, hands-on instruction"; especially in Party building work; guidance on handling surplus assets (houses, land); continuing to issue regulations on decentralization of state management of economic and social fields...
In particular, Party Secretary and Chairman of the People's Council of Hoan Kiem Ward Vu Dang Dinh said that the commune level is primarily responsible and plays a key role in building an administrative government. Therefore, in parallel with the shift in thinking from management to administration, serving people and businesses better, ensuring resources, mechanisms and policies is very important. Comrade Vu Dang Dinh hopes that the progress in resolving requests and problems regarding decentralization and authorization, resolving duality in legislation, and responsibilities between the city and the ward will be faster.
Party Secretary and Chairman of Dong Da Ward People's Council Nguyen Ngoc Viet proposed that the city pay attention and the City People's Council soon issue a Resolution on decentralization and authorization so that the Chairman of the Ward People's Committee can authorize commune-level civil servants to sign and certify. In addition, the city is interested in researching the model of part-time cadres in residential areas to both promote experience and grasp the area of the elderly, and mobilize cadres of working age to promote strengths in digital transformation and application of information technology...
According to Party Secretary and Chairman of Minh Chau Commune People's Council Nguyen Duc Tien, the commune currently lacks highly qualified staff for positions in the Commune People's Committee. In addition, the commune is currently lacking about 15-20 working rooms.
Comrade Nguyen Duc Tien proposed that the city invest in building more office buildings and public service buildings to ensure working conditions for officials and civil servants. In addition, the commune proposed that the city pay attention to investing in building river embankments, especially at newly eroded locations to protect agricultural land...
Discussing the proposals and recommendations of the communes and wards, Director of the Department of Finance Nguyen Xuan Luu said that, along with ensuring the working headquarters of 126 communes and wards from July 1, 2025, the city has directed the review of redundant headquarters. After completing the review and appraisal of 420 redundant headquarters, on September 5, the Department of Finance submitted to the Standing Committee of the City Party Committee a plan to allocate and use these headquarters. After approving the plan, funds will be allocated for renovation based on local proposals and ensuring compliance with practical requirements.
According to the Director of the Department of Finance, up to now, the speed of disbursement of public investment capital has not slowed down after the reorganization of communes and wards, showing that localities have performed this task very well. At the meeting of the City People's Council on September 23, the Department of Finance will present many contents, including resolutions on decentralization of revenue sources and expenditure tasks; decentralization of socio-economic management to communes and wards, ensuring the same authority as the previous districts, towns, etc.
Meanwhile, Director of the Department of Home Affairs Tran Dinh Canh affirmed that the city's departments and branches have been urgently coordinating, sharing, and immediately resolving recommendations from communes and wards to remove obstacles and shortcomings at the grassroots level.
Clarifying some contents, comrade Tran Dinh Canh said that the Department of Home Affairs is consulting on amending a series of regulations, especially regulations on decentralization of management of the payroll apparatus; regulations on decentralization of management of training and fostering work; regulations on decentralization of appointment of cadres... This September, the Department of Home Affairs will issue regulations on the functions and tasks of the departments and offices of communes and wards. Regarding the organization of the apparatus, the city has made recommendations to the Central Government in the direction of delegating authority to the People's Committees at the commune level to decide on the number of staff of departments and offices.
Proposing mechanisms and policies suitable for Hanoi's urban scale
Speaking at the conference, Deputy Secretary of the City Party Committee and Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that operating a two-level local government is a new task, requiring timely resolution of difficulties and obstacles at the grassroots level, as many tasks are unprecedented.
According to comrade Nguyen Ngoc Tuan, many issues related to the operation of the two-level local government, especially difficulties and obstacles at the grassroots level, will be resolved by the City People's Council in the upcoming session. In the coming time, communes and wards need to continue to carry out political tasks in a proactive spirit, ensuring efficiency; note that arising issues need to be reviewed soon to continue to recommend competent authorities to promptly resolve them.
Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in more than 2 months of the two-level local government operating, the entire city's political system has tried very hard to serve the people and businesses, while continuing to do urgent and major tasks. However, in reality, there are still some difficulties such as: Uneven quality of operations between communes and wards; inappropriate organizational structure, overloaded work for local officials...
Regarding the upcoming tasks, comrade Tran Sy Thanh suggested that in addition to proactive research, it is necessary to have a team of consultants on organizational structure and apparatus to ensure that it is suitable for the new situation and tasks. Departments and branches must compile statistics and review to know the level of complexity of Hanoi's management work.
Comrade Tran Sy Thanh also requested to promote training in the direction of "hand-holding" to immediately solve problems at the grassroots level. Along with digital transformation, it is necessary to apply Chatbox on expertise and profession for grassroots staff; issue professional handbooks in paper and electronic versions...
"Comrades in communes and wards continue to maintain progress and be more determined to promote the achieved results, boost economic development from now until the end of the year, creating momentum for growth in the following years," emphasized comrade Tran Sy Thanh.
Concluding the conference, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong affirmed that the great efforts of the entire political system from the grassroots to the city have overcome the initial difficulties of the new model to ensure the stable and effective operation of the two-level local government.
According to comrade Nguyen Van Phong, after more than 2 months of operation, two groups of problems have basically emerged. First, there are difficulties in staff work in terms of both quantity and quality. Second, the information technology infrastructure and digital infrastructure serving the management and work resolution are still difficult.
Regarding the tasks in the coming time, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong requested departments and branches to continue to grasp the situation based on recommendations from the practical situations of communes and wards, thereby gathering the content of recommendations to the Central Government for adjustment and supplementation; especially reviewing recommendations and proposing mechanisms and policies suitable for large urban areas like Hanoi to ensure better development conditions.
Emphasizing the development requirements in the new period, comrade Nguyen Van Phong said that in reality, many recommendations from localities have been focused on or are being researched and resolved by departments and branches. For example, regarding planning, we need to classify communes and wards to have a focus on development or prioritize support with a suitable roadmap. For stable places, we need to calculate a suitable roadmap, or calculate a mechanism to quickly get the planning of the commune level approved. This must be proactive and implemented early.
Regarding the training and development of cadres, it is necessary to implement the content clearly, practically from the object to the method and must be done continuously according to practical needs. Along with this, the most important thing is that the grassroots cadres self-train and self-develop to complete the assigned tasks.
Comrade Nguyen Van Phong also requested the leaders of communes and wards to pay attention to concretizing the congress resolution for the 2025-2030 term; especially need to closely follow the draft Political Report of the 18th Congress of the City Party Committee with groups of tasks, solutions and major orientations to immediately deploy in local reality.
Emphasizing the requirement to closely follow the functions and tasks of the new commune-level government, comrade Nguyen Van Phong directed the Department of Finance to classify and group units to have specific support in medium-term public investment, fiscal year 2026... The Departments of Finance, Construction and the City Public Administration Service Center should study and calculate the headquarters of the Public Administration Service points in communes and wards to best serve the people and businesses; when calculating the construction of People's Committee headquarters and Police headquarters in communes and wards, they must be built centrally, not scattered to facilitate work handling.
"City agencies need to regularly follow up with central agencies to exchange and provide information, to both participate in central orientations and make proposals suitable to Hanoi's conditions," comrade Nguyen Van Phong directed.
