Coming to do the procedures for granting land use right certificates, Mr. Chu Dinh Anh Vu was really satisfied with the operating model at the center: "I was enthusiastically guided by the officers, supplementing the documents completely so that I did not have to go back and forth many times. With the current way of doing things, people have eliminated their fear of meeting officers and civil servants because of the closeness and dedication" - Mr. Vu shared.

According to the report of Cam Ranh Ward Public Administration Service Center, after a period of operation, the system of public administrative procedures in the locality is basically stable, initially ensuring the requirements for receiving, processing and returning results via the network environment. From July 1 to now, Cam Ranh Ward People's Committee has received more than 4,200 records, of which more than 2,700 records have been resolved ahead of schedule, with no overdue records; more than 1,400 remaining records are continuing to be resolved.

Mr. Tran Xuan Nam - Deputy Director of Cam Ranh Ward Public Administration Service Center said: Recently, the Ward People's Committee has directed the Community Digital Technology Team to coordinate with the ward's youth union to support people in getting queue numbers, providing guidance on declaring information, and submitting documents online, focusing on supporting the elderly and those who are not familiar with operating on computers. This enthusiastic support has left a good impression on people about the government being close to the people. "In addition to receiving documents, officials and civil servants also advise and guide people to use the National Public Service Portal to submit documents online on computers arranged by the center, aiming at each person being able to submit administrative procedures completely online. This is an important transformation step to help reduce time and travel costs for people and businesses," said Mr. Nam.

Dedicated, professional, modern and friendly

Cam Ranh Ward Public Administration Service Center has been fully equipped with equipment, technical infrastructure of internal network, Internet connection, computer system to serve the operation. Recently, the Ward People's Committee invested in upgrading the automatic queue number taking machine and the administrative procedure lookup equipment, assessing the level of satisfaction of the people with the civil servants serving at the center. Currently, Cam Ranh Ward People's Committee is in the top 10 communes and wards of the province to achieve greening 3 criteria on equipment at the Public Administration Service Center, including: Automatic queue number taking machine; number display screen; administrative procedure lookup equipment. In addition, the waiting area is fully equipped with tables and chairs. All administrative procedures under the authority of settlement are publicly listed on the ward's electronic information page, on paper listing boards and electronic screens at the center.

Talking to reporters, Mr. Lu Ngoc Trung - Chairman of Cam Ranh Ward People's Committee said that in the coming time, the ward will organize for officials and civil servants of the Public Administration Service Center to participate in training sessions to improve professional capacity and skills in guiding people and businesses in performing administrative procedures, especially the use of equipment systems and application of information technology in handling administrative procedures; continue to invest in facilities and equipment for the center to ensure effective operation. In addition, the ward will inspect, overcome limitations, upgrade the information technology system and operate the electronic one-stop system, connect with the national system to digitize and simplify the process.

When operating the two-level local government, in order to truly innovate for the people in accordance with the direction of the Central and the province, the Ward People's Committee has prioritized the arrangement of competent officials and civil servants with a firm grasp of professional skills to work at the Public Administration Service Center. The center's officials and civil servants have also proactively learned new contents of the administrative procedure settlement process. “The ward's goal is to make the Public Administration Service Center meet 4 criteria: Dedicated, professional, modern and friendly. Dedicated is to quickly respond to all customer requests, resolve problems promptly, helping customers not to have to wait long. Professional is the team of civil servants who are able to handle situations well, including complaints from customers. Modern is the application of 4.0 technology to call center operations and customer care, using a multi-channel software system to analyze customer needs, thereby providing appropriate solutions based on collected data. Friendly is the team of staff with a close service style, creating a feeling of comfort for people, ensuring that people feel respected throughout the interaction process", Mr. Trung shared.
