(Baothanhhoa.vn) - Trung Ha commune was established on the basis of merging the entire natural area and population of the communes: Trung Ha, Trung Xuan, Trung Tien with a natural area of ​​123.86 km2, population of nearly 9,300 people. After more than 2 months of operating the 2-level local government model, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Trung Ha commune have proactively completed the apparatus, deployed work in accordance with regulations, and used the satisfaction of the people and businesses as a measure of operational efficiency. Up to now, all activities of the commune have basically come into order.

To handle administrative procedures for people and businesses quickly, conveniently and accurately, the Public Administration Service Center has been invested by the Commune People's Committee in infrastructure and equipment to meet the working conditions of officials and civil servants. At the same time, select and assign civil servants with qualifications, solid professional capacity, communication skills, and flexible handling of situations to work at the center. Implement public posting of administrative procedures under the authority of the Commune People's Committee and procedures in the list of free fees when performed online.

“Previously, to resolve some administrative procedures, I had to submit documents from the commune to the district, which took a lot of time. But since the two-level local government came into operation, documents have been received and processed quickly, saving time and travel costs for the people in the commune. During the process of completing the documents, I was enthusiastically guided by the civil servants in charge. When I and everyone else came to the center to do administrative procedures, they were assured, confident and satisfied with the way the staff and civil servants served the people," said Mr. Vi Trong Long, Phu Nam village.

From July 1 to August 27, 2025, Trung Ha Commune Public Administration Service Center received 315 applications, including 24 in person and 291 online. The number of applications resolved on time reached 100%.

In the coming time, to serve people and businesses to resolve administrative procedures quickly and conveniently, Trung Ha Commune Public Administration Service Center will continue to improve the quality of its operations; encourage officials and civil servants to actively study to improve their qualifications and professional expertise to serve the people.

Along with improving the quality of public administrative services, Trung Ha commune focuses on leading and directing socio -economic development; promoting the effectiveness of programs and projects to support production development, ethnic policies, and national target programs. Carrying out well the work of receiving citizens, dialogue with the people, promptly resolving complaints and denunciations, not allowing complaints to drag on for a long time or go beyond the level.

The material and spiritual life of the people of Trung Ha commune has been gradually improved. In 2025, the poverty rate of the commune will decrease to 21.5%, the average income per capita will reach 33.37 million VND/person/year; the rate of population participating in health insurance will reach 96.42%; 100% of villages will effectively implement the village convention; 80.4% of households will achieve the title of "Cultural Family"...

In the period of 2025-2030, Trung Ha commune strives to achieve an average annual growth rate of 6% in total product value; average income per capita by 2030 will reach 45 million VND/person/year; by 2030, the rate of hardened roads in the commune will reach 96%. Every year, the Trung Ha commune Party Committee has over 90% of its subordinate Party cells evaluated and classified as having completed their tasks well or better, admitting 25 or more Party members/year.

Currently, Trung Ha commune is focusing resources on building infrastructure, especially traffic infrastructure. Promoting the National Target Program for New Rural Development; focusing on developing OCOP products. Applying scientific and technological advances to agricultural production; promoting the conversion of high-quality, high-value crop varieties into production. Encouraging the development of integrated livestock models under forest canopy to improve economic and ecological efficiency per unit area. Focusing on managing, exploiting, intensively cultivating, and restoring existing bamboo and bamboo forests; linking processing facilities with forest owners to invest in developing raw material areas associated with granting sustainable forest certification. Organizing forestry production according to the value chain, replicating effective production models in forestry. Promoting the improvement of the investment and business environment, mobilizing and effectively using capital sources for investment, development, and construction of socio-economic infrastructure. Pay attention to administrative procedure reform to attract businesses to invest in developing production and business activities, especially businesses investing in the forest product processing industry. Focus on developing quality human resources with sufficient capacity to meet the requirements of innovation and sustainable development. Strengthen the application of information technology, digital transformation in management, operation and provision of public services, contributing to building an effective and people-friendly e-government and digital government.
