At the Congress, delegates focused on discussing and comprehensively evaluating the results of the 2020-2025 term; at the same time, they agreed to identify 3 breakthroughs as pillars to successfully achieve the goals in the new term.

Accordingly, the Ward Party Committee strives to have over 90% of grassroots Party organizations completing their tasks well every year; the rate of new Party members admitted every year is 3% or more compared to the total number of Party members. The growth rate of product value is over 10.6%; the total budget revenue generated in the area by 2030 is 105 billion VND; export turnover is 220 million USD; retail sales of goods and services are 17,880 billion VND; attracting at least 5 new projects. Along with that, the Party Committee sets a goal of not allowing multidimensional poor households to arise; vocational training for 300 rural workers; the rate of urban residents using clean water through the centralized system is 90.4%; the rate of urban solid waste collected is 95%.

Speaking at the Congress, comrade Pham Thi To Hai acknowledged and commended the results achieved by the Hoai Nhon Bac Ward Party Committee in the past term; at the same time, she requested that in the coming time, the Party Committee continue to promote democracy, maintain discipline, focus on leading the implementation of political tasks associated with the application of science and technology, digital transformation; and build a clean and strong Party Committee in all aspects.

In particular, focus on training and building a team of cadres at all levels, especially leaders with sufficient qualities, capacity, prestige, equal to the task, "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, and be creative for the common development of the locality". Improve the efficiency of the ward's Public Administration Service Center.

The Congress announced the decision of the Provincial Party Standing Committee on the appointment of the Party Executive Committee, the Standing Committee; the positions of Secretary, Deputy Secretary of the Party Committee and the Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee, for the 2025-2030 term. Accordingly, the Hoai Nhon Bac Ward Party Executive Committee has 27 members; Comrade Tran Huu Thao was appointed to hold the position of Secretary of the Ward Party Committee.
